NOTICE INVITING QUOTATION / PARTICIPATION IN E AUCTION NBCIL invites sealed competitive Bids in the prescribed application from any organisations and individuals as per schedule hereunder:

Details of the asset 642 sq yards ( 5778 Sq ft) of constructed Godown located at Plot No 791, Industrial Area B, Ludhiana, Punjab Allotment Criteria Allotment will be made using a sequential preference matrix category wise as follows: Category I Bidders- a. Central Govt Departments b. CPSEs c. State Govt Departments d. State PSEs Category II Bidders- e. Private organisations and individuals. The procedure to be followed is laid down subsequently in the RFQ document Disposal Process A two stage process will be followed. Stage I- Category I bidders as above will participate in a two envelope bidding system. Stage II- If no offer equal to or above reserve price is recd in Stage I, then Category II bidders as above will participate in an e-Auction that will be hosted on the Govt E Auction System. Instruction to Bidders (ITB)
1.0 ABOUT NBCIL
National Bicycle Corporation of India Limited (NBCIL) is a Govt of India undertaking under the administrative control of Ministry of Heavy Industries and Public Enterprises, Department of Heavy Industries (DHI). The company is under winding up and an Asset Sale Committee (ASC) is tasked with the sale and disposal of the company’s assets.
2.0 PROPERTY UNDER DISPOSAL The Company has a Godown constructed over 642 sq yards (5778 sq feet) located at at Plot No 791, Industrial Area B, Ludhiana, Punjab . The Property is free hold and there is no charge on the asset of the company.
3.0 ELIGIBILITY
Any entity or individual is allowed to bid . However the Category I bids will be opened and considered in the preferential sequence of Central Govt. Departments, Central Govt. Bodies / CPSEs, State Govt. Departments, State Govt. Bodies , State PSUs. Category II Bidders (Private entities and individuals) would participate in an E Auction to be hosted on MSTC e- Auction site www.mstcecommerce.com if no suitable bidder emerges out of Category I bidders in Stage I.
4.0 Application Charges : Application charges of Rs 500/- are applicable. Mode of payment indicated in Notice inviting Quotation above.
5.0 Earnest Money: Earnest money (refundable ) of Rs 1,00,000/- is payable as per details indicated in Notice inviting Quotation above.
6.0 SITE DOCUMENTS
NBCIL Limited has uploaded the land parcel / property details on company’s website. The Applicants are expected to satisfy themselves about the location of the plot, built up area and other details before submission of application . Bidders are advised to physically visit the property prior participating in the bid/Auction. The submission of the bid/ application shall be an acknowledgment of the Applicant having satisfied himself/herself of the property in all respects.

7.0 MODE OF SUBMISSION OF BIDS
Category I Bidders : The competitive bids in manual mode are invited in Two envelope system from Category I bidders as follows: Envelope 1:- Technical Bid comprising the following :
• Complete Application Form ( Annexure A for Category I bidders and Annexure B/C for Category II bidders ) duly filled in, signed and stamped (as applicable) on each page by bidder, cutting or over-writing, if any, shall be signed and stamped (as applicable). • Copy of power of attorney duly attested by Notary Public in favour of authorised signatory. • Incomplete form is liable to be rejected.
This Envelope shall be marked as: " Technical Bid for NBCIL Godown at Ludhiana.
LAST DATE OF SUBMISSION : DD.MM.YYYY upto 3.00 PM
Envelope 2 :- Financial bid ( As per annexure D ) mentioning the bid value in INR excluding all taxes and duties . All legal and statutory expenses towards sale and transfer of the property as well as towards the auction fees are to be borne by the purchaser in addition. This Envelope shall be marked as: " Financial Bid for NBCIL Godown at Ludhiana. LAST DATE OF SUBMISSION : DD.MM.YYYY upto 3.00 PM
The sealed Envelope no 1 and 2 as above containing “Technical Bid” and the “ Financial Bid” shall be placed in another sealed Envelope -3 . This Envelope -3 is to be marked as “ RFQ for NBCIL Godown at Ludhiana. LAST DATE OF SUBMISSION : 31.08.2017 upto 3.00 PM The sealed envelope, as above, is to be submitted at office of Chairman and Managing Director, NBCIL, 250, Worli, Mumbai 400 025 on or before the scheduled date & time. The document(s) received after the scheduled time shall not be considered. NBCIL shall not be responsible for postal delays.
Category II Bidders : Category II Bidders are required to submit only the application as per Annexure B / C as applicable

8.0 OPENING OF BIDS Envelope 1 of all tenders shall be opened first. After scrutiny of the technical bids , Financial bids of the eligible bidders shall be opened in the manner stipulated in Para 7.0 of ITB at notifies time, date and place in presence of bidders or their representatives.
9.0 ORDER OF PRIORITY OF ALLOTMENT / SALE
Property shall be allotted in the following order of priority : Category I-( Govt Sector)
a. Central Govt. Departments
b. Central Govt. Bodies / CPSEs
c. State Govt. Departments
d. State Govt. Bodies / State PSUs/ State Authorities
Category II- ( Private Sector)
Private entities/ individuals- Through E Auction if no suitable offer under category I
10.0 SALE OF PROPERTY
Bids received from Category I bidders would be opened first in the above order of priority. Bids of all Central Govt departments shall be opened first and allotment of property would be considered on the basis of their highest quoted offer subject to it being equal to or above the reserve price. The process shall thereafter be closed and bids received from the rest of the bidders will not be opened and returned in original. In case no bid is received from Priority I or bids received are below reserve price then allotment would be processed for the next Priority of bidder as per order of priority under Category I mentioned above.
The Highest ( H-1) bid received in the bidding will be subject to approval by the Asset Sale Committee. The right of acceptance & rejection of the H-1 bid shall be on the sole discretion of the Asset Sale Committee. In case no valid or acceptable bid materialises from Category I bidders then the sale will progress to Stage 2 . In this stage the applicants from Category

2 will be required to participate in an e-auction as per promulgated auction schedule on a portal that would be intimated on the company’s website. Prospective bidders will need to get registered with the E Auction web site, obtain their digital signatures and participate in the e auction under their own arrangements and expense.
11.0 VALIDITY
The RFQ offer shall be valid for acceptance by NBCIL for a period of 180 (one hundred and eighty ) days from the date of submission of BID .
12.0 CONFIDENTIALITY
The parties acknowledge the confidentiality of the information, which may be transferred between the parties from time to time, as being essential to this RFQ and agree not to disclose the same to any third party. However, each party shall be free to disclose such information as is: -
a) Part of the public domain at the time of disclosure, or
b) Required to be disclosed by official authorities in accordance with the applicable law.
c) Has been disclosed pursuant to the requirements of law or court order without restrictions or other protection against public disclosure; provided, however, that the other party shall have been given a reasonable opportunity to resist disclosure and or to obtain a suitable protective order.
13.0 SETTLEMENT OF DISPUTES
In case of disputes or differences arising between the parties relating to any matter arising out of and/or connected with this RFQ, such disputes or differences shall ordinarily be referred to the Asset Sale Committee constituted under order of the BIFR whose decision shall be final & binding upon the parties.
