CHAPTER 1 –EXECUTIVE SUMMARY

The aim of this document is to promote global harmonisation regarding the inclusion of information in the Aeronautical Information Publication (AIP), considering both Civil (CIV) and Military (MIL) requirements. These draft amendment proposals are specifically aimed at ICAO Doc 8126 Aeronautical Information Services Manual1 (Doc 8126). An equivalent set of proposals has also been generated for ICAO Annex 15 to the Convention on International Civil Aviation2 (Annex 15). The draft Amendment Proposals to ICAO Doc 8126 have resulted from the work of the AIP-TF and are based on its findings, supported by the comments provided by the AI Operations Subgroup. However, during the course of generating the draft Amendment proposals, a number of inconsistencies have been identified between the existing elements of ICAO Doc 8126, the Specimen AIP and Annex 15 that go beyond the terms of reference of the AIP-TF. The opportunity has been taken to propose corrections that may not be reflected in the AIP-TF’s Final Report. The importance of continuing to evolve the AIP Template in order to accommodate the publication of information that is presently outside of the current structure cannot be over emphasised; if this evolution does not occur, States will continue to deviate from the AIP Template for both CIV and MIL information.

CHAPTER 2 –INTRODUCTION

2.1 Background

1.1.1. This document builds on the work of the EUROCONTROL Aeronautical Information Publication Task Force (AIP-TF) that was charged with identifying ways to harmonize the approach for inclusion of Aeronautical Information (AI) in Aeronautical Information Publication (AIP). Full details of the work undertaken and the issues that support these proposals are contained in the EUROCONTROL publication “Final Report of the Aeronautical Information Publication - Task Force (AIP-TF), Edition 1.1, dated 14 October 2010”.

1.1.2. The AIP-TF considered both Civil and Military obligations for publishing AI and identified that the requirement for Military AI to be made more accessible to the Civil community is increasing. The opportunity to establish an appropriate placeholder for Military specific information should, therefore, be taken.

1.1.3. These proposals should not be considered as meeting the totality of the requirements, however. AIP-TF resources and available time were both limited, resulting in a number of areas that still require further work in an attempt to resolve outstanding issues. A number of these areas are listed in Part 3 of the referenced report and, whilst not definitive, should provide a good starting point for future developmental work.

1.1.4. The need to introduce changes to the AIP template is not limited solely to satisfying the needs of the Military. It is also relevant to Civil AIP; a number of States already incorporate additional information outside of the ICAO AIP Template, which extend beyond the scope of the current Annex 15, Appendix 1 requirements. If evolution of the AIP Template does not occur, States are likely to continue to deviate from the AIP Template and publish AI reflecting evolution for the sake of an individual State’s Civil and Military needs. The consequences may be many, including deviation from the aims of evolving towards ever-better Aeronautical Information Management through the use of assured information databases such as the European Aeronautical Information Services Database (EAD), and electronic AIP (eAIP) generation.

2.2 Baseline documents

1.1.5. The baseline documents from which these change proposals derive are as follows:

 Final Report of the Aeronautical Information Publication - Task Force (AIP-TF), Edition 1.1, dated 14 October 2010;

 Doc 8126 AN/872 Aeronautical Information Services Manual, 6th Edition, 2003, up to and including Amendment 2 (effective from 28 September 2009); and

 Annex 15 to the Convention on International Civil Aviation – Aeronautical Information Services 12th Edition, July 2004, up to and including Amendment 36 (applicable on 18 November 2010).

1.1.6. Scope of the Amendment Proposal

1.1.7. The subjects for the draft amendment proposals raised in the AIP-TF Final Report are given below:

 Copyright policy. Annex 15, Chapter, 3 para. 3.4 and Doc 8126, para. 1.7 refers to the issue of Copyright. It is considered appropriate for States to declare their national copyright policy, in relation to AIS publications, within a formal statement in their AIP.

 AIP Amendment – identification of changes. States are observed to be using differing methods of marking changes in AIPs.

 GEN 0.1, GEN 0.2, GEN 0.3, GEN 0.4 and GEN 0.5 (AIP Preface, Records of AMDTs and SUPs, Checklist of AIP Pages, Hand Amendments). The preamble texts under the ENR and AD sections in Annex 15 Appendix 1 indicates that when an AIP is produced in more than one volume sections GEN 0.1 to GEN 0.5 may contain complete listings for the entire AIP. This is not replicated in the preamble to the GEN section.

 GEN 0.6 Table of contents to Part 1. There is a need to harmonise the format of the Table of Contents for each AIP Part to include an index to Section GEN 0. (i.e. not as per the Doc 8126 Specimen AIP, which omits listings for GEN 0).

 GEN 1.6 Summary of national regulations and international agreements/conventions. Doc 8126 Specimen AIP makes reference to civil aviation only and therefore MIL specific information is being published outside the ICAO AIP template.

 GEN 2.2 Abbreviations Used in AIS Publications. A proposal is made how to deal with abbreviations not contained in ICAO Doc 8400 - Procedures for Air Navigation Services — ICAO Abbreviations and Codes (PANS-ABC, Doc 8400), for various elements of IAIP.

 GEN 2.6 Conversion tables. The publication of conversion tables in each national AIP may have been a valid necessity when Annex 15 was first drafted, but access to such information is now facilitated by a variety of alternative and more up-to-date means. However, if conversion guidance is to remain in the ICAO AIP Template, then the inclusion of conversion formulae under GEN 2.6 may be an acceptable alternative.

 GEN 2.7 Sunrise/sunset tables. Many AIPs list a significant number of AD for which the publication of an individual table is considered inappropriate.

 GEN 3 SERVICES and ENR 1 GENERAL RULES AND PROCEDURES. As a general comment, Doc 8126 is not consistent with current Annex 15 in respect of sub-subsections numbering.

 GEN 3.1 Aeronautical information services. User comment indicating a requirement to publish an email and/or Wwebsite address through which to contact AIS or access its information.

RELEASED PROPOSED ISSUEError: Reference source not found  The order of IAIP elements examples for GEN 3.1.3 (Aeronautical Publications) in Doc 8126 Specimen AIP is not consistent with Annex 15 and with Explanatory notes on the Specimen AIP in Doc 8126.

 GEN 3.2 Aeronautical charts. A requirement for States to publicise any email and/or Web sitewebsite addresses through which their AIS may be contacted or its information may be accessed. It is suggested to use a cross-reference in GEN 3.2 to direct users to the list of chart symbols contained in GEN 2.3 Chart Symbols.

 GEN 3.4 Communication services. A requirement to include a ‘Miscellaneous’ sub-heading to allow inclusion of additional information eg. Selected Radio Broadcasting Stations, Telecommunication Diagram has been identified.

 GEN 3.5 Meteorological services. Doc 8126, Title of GEN 3.5.7(g): ‘Contents and format of the reports and forecasts included and remarks’ differs from the title in Annex 15, para. 3.5.7.7 ‘Reports, forecasts and SIGMET information included and remarks’.

 GEN 3.6 Search and rescue. Annex 15 Chapter, 4 para. 4.1.4 permits the random use of graphics in support of the text but the ICAO AIP template does not specifically provide for a graphic illustration of SAR areas/provision at GEN 3.6.

 AIP PART 2 - EN-ROUTE (ENR). The preamble text contains a section that does not appear in either of the associated GEN or AD sections and should be deleted for reasons of consistency.

 ENR 0.6 Table of contents to Part 2. There is a need to harmonise the format of the Table of Contents for each AIP Part to include an index to Section ENR 0. (i.e. not as per the Doc 8126 Specimen AIP, which omits listings for ENR 0).

 ENR 1.1 General rules. ICAO guidance for the placement of information at ENR 1.2 suggests that elements of Annex 2 Rules of the Air are required to be duplicated.

 ENR 1.2 Visual flight rules. ICAO guidance for the placement of information at ENR 1.2 suggests that elements of Annex 2 Rules of the Air are required to be duplicated.

 ENR 1.3 Instrument flight rules. ICAO guidance for the placement of information at ENR 1.3 suggests that elements of Annex 2 Rules of the Air are required to be 'duplicated'.

 ENR 1.4 ATS airspace classification. There is currently no specific provision for the documentation of general explanatory texts about ATS airspace. The implementation of the Flexible Use of Airspace (FUA) concept requires such explanatory texts and the proposed placement within sections intended to contain descriptive airspace tables is not considered appropriate.

 ENR 1.5 Holding, approach and departure procedures. There is currently no specific provision for the documentation of common items

such as entry procedures, final approach alignment, holding procedures and patterns, etc.

 ENR 1.6 ATS surveillance services and procedures. There is currently no specific provision for the documentation of common items such as radar failure procedures, transponder failure, timetable for maintenance of radar equipment, etc.

 ENR 1.8 Regional supplementary procedures. Doc 8126 Appendix to Chapter 5 states that an acceptable method of compliance is a repetition of all relevant ICAO material (ICAO Doc 7030 – Regional Supplementary Procedures). Annex 15 Chapter 4, para. 4.2.1.1, however, states that each AIP shall not duplicate information within itself or from other sources.

 ENR 1.9 Air traffic flow management. Several States are publishing differing elements related to the airspace management, of such ase.g. general and specific information on Conditional Routes (CDRs) and Temporary Reserved/Segregated Areas (TRA/TSA) in various parts of their AIP.

 ENR 1.12 Interception of civil aircraft. Annex 15 Appendix 1 requires a complete statement of interception procedures to be used, including differences from ICAO provisions, but Annex 15 Chapter 4, para 4.2.1.1 states that each AIP shall not duplicate information within itself or from other sources. This amendment seeks to provide clarification.

 ENR 1.14 Air traffic incidents. Annex 15 does not specify the Report Form's inclusion but a Form appears in the Doc 8126 Specimen AIP.

 ENR 2.1 FIR, UIR, TMA. No specific provision has been provided for Control Area (CTA), therefore it is considered appropriate to expand the scope of ENR 2.1 to accommodate this information.

 ENR 4.4 Name-code designators for significant points. Several States have added an additional item in the ENR 4.4 table because the ICAO template lacks a field into which remarks and supplementary definitions of the positions of the points (e.g. by means of a bearing and distance from a NAVAID) can be added.

 ENR 5.2 Military exercise and training areas and air defence identification zone (ADIZ). The title of this sub-section is considered too restrictive and ‘Military’ should be removed from the title.

 ENR 5.3 Other activities of a dangerous nature and other potential hazards. Annex 15 introduced a sub-division that presents further scope for varied interpretation. Clearer definition is required of the differentiation between ‘dangerous’ and ‘hazardous’.

 AD 0.6 Table of Contents to Part 3. There is a need to harmonise the format of the Table of Contents for each AIP Part to include an index to Section AD 0. (i. e. not as per the Doc 8126 Specimen AIP, which omits listings for AD 0).

 AD 1.1 Aerodrome/heliport availability. Doc 8126 page 5-A-26 AD 1.1, sub-item 4 suggests that a formal sub-structure of AD 1.1 may have been determined but this is not reflected in the ICAO Specimen AIP.

RELEASED PROPOSED ISSUEError: Reference source not found  AD 1.3 Index to aerodromes and heliports. The ICAO requirement has been discussed to identify what type of information should be published in this sub-section, to make it fit for purpose and support user requirements. For reasons of harmonisation it is considered beneficial to use terminology and flight categories in compliance with the definitions in ICAO Doc 4444, RAC Rules of the Air and adhere to the ICAO Flight Plan (FPL) requirements.

 AD 2 and AD 3 Page referencing. There is a need for a more consistent AD 2 and AD 3 page referencing system and for harmonised chart page identification. Doc 8126 includes expanded guidance, at Chapter 5, para. 5.5.1, regarding the general referencing construct including maps and charts, but this needs to be expanded in accordance with the guidance note at Annex 15, Appendix 1, AD 2 to ensure uniqueness of page referencing for each AD.

 **** AD 2.3 & 3.3 Operational Hours. There is a need to reflect a change introduced by Amendment No 36 to Annex 15 to publish Aerodrome Operator hours instead of Aerodrome Administration.

 ****AD 2.5 and AD 3.5 Passenger facilities. The required/recommended entries listed in Annex 15 Appendix 1, AD 2.5/AD 3.5 is not considered to be of operational significance.

 ****AD 2.8 and AD 3.8 Aprons taxiways and check locations/positions data. Annex 15 and Doc 8126 do not allow for multiple aprons and taxiways with variable characteristics. Additional sub-divisions are required in the Specimen AIP, AD 2.8 and AD 3.8 tables to contain individual apron and taxiway designations.

 ****AD 2.9 Surface movement guidance and control systems and markings. Annex 15 and Doc 8126 AD 2.9.2 refers to runway and taxiway marking and lights and conflicts with the content of AD 2.14 and AD 2.15. The text should be revised to ensure that there is no opportunity to duplicate information contained in AD 2.14 and AD 2.15.

 ****AD 2.13 and AD 3.13 Declared distances. User requests indicate a requirement for an AIP listing of the alternative reduced declared distances available at certain aerodromes.

 ****AD 2.15 Other Lighting, secondary power supply. See comment to AD 2.9 above

 ****AD 2.17 and AD 3.16 Air traffic services airspace. Annex 15, Appendix 1, AD 2.17 and AD 3.16 make no provisions for the publication of Air Traffic Services Airspace activation hours.

 ****AD 2.20 and AD 3.19 Local traffic regulations. The sections refer to aerodrome regulations, and should be expanded to include non-radio and microlights, with reference to ground activity.

 ****AD 2.22 and AD 3.21 Flight procedures. Some sections in AD 2 and AD 3 lack a ”Remarks” item, the inclusion of which is considered beneficial.

1.1.8. The proposals raised in the Final Report of the AIP-TF were primarily concerned with improving the harmonization of AIP data. 2.1 TEXT OF PROPOSED AMENDMENTS TO

CHAPTER 5

AERONAUTICAL INFORMATION PUBLICATION (AIP)

5.2 CONTENT AND FORMAT

5.2.3 Many States will be able to produce the AIP in one volume. Where this is not practicable and the AIP is produced and made available in more than one volume, with each volume must include having a separate amendment and supplement service, and the following separate sections must be included in each volume:

- Preface

- Record of AIP Amendments

- Record of AIP Supplements

- Checklist of AIP pages

- List of current hand amendments

- Table of Contents.

5.5 PRESENTATION OF INFORMATION

5.5.1 A system of page numbering adaptable to the addition or deletion of sheets should be adopted. The page number should include:

- an identification of the part of the AIP;

- the section; and

- subsection, as applicable;

thus creating a separate set of numbers for each subject (e.g. GEN 2.1-3, ENR 4.1-1 or AD 2.****-2-3). This system has been used in the Specimen AIP and should be followed as fully as possible, with numbering as indicated therein reserved for pages containing the associated information/tabulation information, tabulation or maps/charts. Any gaps in page sequence would be accounted for by the checklist of pages which should appear at page GEN 0.4- 1 (or ENR 0.4-1 and AD 0.4-1 if the AIP is issued in three separate volumes). Maps and charts should be paginated in the same manner. For AD 2 and AD 3 the referencing system should follow the following format:

 AD 2.****-1-1 (-2, -3, etc.) (for AD 2.1 to 2.19 texts);

 AD 2.****-20-1 (-2, -3, etc.), AD 2.****-21-1 (-2, -3, etc.), etc. (for AD 2.20 to 2.24 texts to allow for lengthy texts and their expansion/contraction);

 AD 2.****-ILSDME22, etc. (for AD 2 charts);

5.9 AIP AMENDMENTS

Identification of changes

5.9.10 New or revised information contained in AIP replacement pages must be clearly identified. The preferred method is by an annotation in the page margin against the change in the form of a against it in the margin. A thick black vertical line or, where the change incorporated covers one line only or a part of a line, a thick black horizontal line. arrow, is sufficient to identify the change. Deleted/withdrawn information should be similarly identified by means of a thick black horizontal line in the page margin. Shading of affected text may also be used provided the purpose is clearly stated / indicated.

EXPLANATORY NOTES ON THE SPECIMEN AIP

PART 1 – GENERAL (GEN)

When the AIP is produced as one volume, the Preface, Record of Amendments, Record of Supplements, Checklist of AIP pages, and List of current hand amendments appear in all three Parts, while the annotation ‘not applicable’ must be entered against each of these in the Table of Contents of Part 2 and 3. The Table of Contents is published for each Part of the AIP.

If an AIP is produced and made available in more than one volume with each having a separate amendment and supplement service, a separate preface, record of AIP Amendments, record of AIP Supplements, checklist of AIP pages, list of current hand amendments and Table of Contents must be included in each volume.

… GEN 0.1 Preface

Brief description of the Aeronautical Information Publication (AIP), including:

1) Name of the publishing authority

An indication of the authority responsible for publishing the AIP.

2) Applicable ICAO documents

A list of ICAO documents relevant to the publication of the AIP and a reference to the location in the AIP where differences, if any, are listed.

3) The AIP structure and established regular amendment interval

A list, supplemented by graphic portrayal, of aerodromes and heliports within a State, including their ICAO location indicators and an indication of the types of traffic permitted:

1) Aerodrome/heliport name and ICAO location indicator

The name, in capitals, of the city or town which the aerodrome serves, followed by an oblique stroke and the name given to the aerodrome by the State concerned e.g. GUAYAQUIL/Simón Bolívar, BOSTON/Logan International, DHAHRAN/Intl, without repeating the name of the city or town. When the aerodrome is located on an island in a group of islands with a group name (e.g. French Antilles), the name of that island should be added in brackets, e.g. FORT-DE-FRANCE/Le Lamentin (Martinique). When the aerodrome is located on an island but serves no particular city or town, the name of the island should appear in place of a city name, e.g. SAN ANDRES I./San Andrés.

Add the ICAO location indicator following the aerodrome/heliport name.

2) Type of traffic permitted to use the aerodrome/heliport (iInternational/nNational, IFR/VFR, scheduled/non-scheduled, private military, GAT and otherGeneral Aviation, Military and Other).

Indicate the availability of the aerodrome/heliport for the specific types of traffic.

Note: Military = military traffic on GAT and OAT flight plans are possible at the aerodrome/heliport.

3) Reference to AIP, Part 3 subsection AD 2 or AD 3 in which aerodrome/heliport details, supplemented by graphical portrayal, are presented.

In many instances the geographical coordinates of aircraft stands at which aircraft equipped with INS could align and programme their equipment before departure could should be given to the accuracy mentioned above. These stands could be listed together with their coordinates, eg Stand 1 N522224.62 W0315654.18; Stand 2 N5222218.35 W 0315654.94.
