2016/041) Minutes of the meeting held 25 July 2016 RESOLVED to approve the minutes of the meeting held on 25 July 2016 as a true and accurate record of the meeting; the minutes were duly signed by the Chairman

2016/042) County Councillor’s Report A written report had been previously received from NCC Cllr Smith which included the following points:-  The Better Broadband for Norfolk (BBfN) programme was completed ahead of schedule in September 2015, having given 186,000 extra Norfolk premises access to high-speed broadband. An extension to the programme is now underway, which will make better broadband available to even more Norfolk premises and contribute to the national target of making superfast broadband available to 95% of the UK by the end of 2017. Norfolk residents can keep up to date about the programme on the BBfN website.  Work has started on £50,000 resurfacing of the inbound carriage way of the A146 beneath the A47 Southern Bypass Flyover and should be concluded by the start of next week. Also I am hopeful of getting the vegetation cut back at the junction of the A47 Norwich east bound slip road and the A146 Trowse bypass as visibility is severely obstructed at that point, especially when a 1 Mins 26.09.16

Hopefully the long saga of the bridge repair and reopening of the road under the London Main Railway Bridge at Long John Hill, Norwich will be over soon. The new Bridge was installed over the August Bank Holiday weekend, and hopefully the road underneath it will be re-opened by the end of September.  The new Norfolk Police Beat Manager based at Poringland Police Station is PC Tom Harvey. His direct dial phone voicemail number is 01603 276 207. 11. The Bus Service No 85 Surlingham to Norwich via Rockland, Bramerton and Kirby Bedon has a new timetable and operator starting this week. The service has moved back to Anglian Bus and includes an extra service leaving Norwich at 11am and returning there at 11:52. Unfortunately the published timetable for the Norwich bound service contains errors which are being corrected. 12.A Norfolk Library Service Festival of Storytelling will run between 24 September and 9 October, with events in every library, including the mobile library service. The Festival will include a wide variety of performances for children, schools, families and adults. Stories from traditional fables to pirate adventures, Norfolk yarns to fairy tales will be told. There will also be related events such as the Bounce and Rhyme for toddlers and Shared Reading for adults to encourage people in their love of reading. Ask about the festival at Poringland Library.  Planning permission (2016/1324) has been granted by South Norfolk Council for a distribution centre for “Mattressman” at the old factory site on Stoke Road, Arminghall, favouring employment opportunities of the site over the County Highway’s road network objections. Mobile library update – A written update was received and noted

2016/043) District Councillor’s Report No report at this time and previous correspondence from Dist Cllr Lewis was noted

2016/044) Councillors reports Brief verbal reports were received which included the following:- Cllr Prentice made reference to the correspondence regarding the Community Speedwatch and offered to liaise for the Council Cllr Fabre suggested that PC Harvey could attend the next Six meeting so that all the parish councils could be addressed at the same time to maximise his time – the Clerk to contact Tina Eagle to request The Clerk advised that over the summer the yellow lines had been reinstalled near the Shop and they had been lined incorrectly, however, Highways Officer, Bob Edwards, had been very helpful when the Clerk contacted him and attended quickly and rectified the issue Cllr Fabre and Cllr Brown reported that they had attended the parish council’s meeting on the Greater Norwich Local Plan but felt the meeting was not productive Cllr Brown received a complaint regarding the vans in Whitlingham Lane and the state of the road but was unsure whether this should be addressed to the Broads Authority or South Norfolk Council Cllr Brown had been in contact with Happisburgh School and they are agreeable to a viewing of their sports facilities, they are small primary school and Cllr Brown has been speaking to Headteacher Cllr Brown advised that the meeting with Crown Point had been deferred as the S106 agreement was deferred again

Cllr Brown advised that the Six minutes had included a reference to the recent loss of John Ellis and the Clerk confirmed that she had been informed by the Poringland Clerk and that the funeral was on 17 October 2016. Members expressed their condolences Cllr Herring reported that he had mended the leaking tap at the allotments and trimmed the overgrowth opposite the Shop. He had also trimmed overgrowth by the children’s grave area at the cemetery. However, the streetlights at Block Hill were still obscured by overgrowth and the drains needed clearing and the footpath and steps into the woods needed attention, the area opposite May Gurney was also overgrown. Cllr Herring had also been asked by Mrs Coleman about the work for the White Horse and the Clerk confirmed that clarification of the work and terms was still awaited from the management team Cllr Steward reported a broken manhole cover in The Street by the pinch-point – the Clerk to report to Highways Street light faults were reported along White Horse Lane and also on A146 off Kirby Road to Surlingham (numbers to be advised) and noted that the graffiti had not been removed from the bridge – the Clerk to report ACTION: CLERK/KP

2016/046) Finance matters a) Summary of receipts and payments – Deferred b) Statement of accounts – Deferred c) Zurich increase in Insurance Premium Tax – Noted for information d) Completion of audit and External Auditor’s report 2015-16 – RESOLVED to accept the external auditor’s report and completion of audit for 2015/16 and noted that the annual return is in accordance with proper practices and no matters of concern were raised. The Clerk was thanked for successfully completing the audit process by the members present.

2016/047) Allotments, Churchyard, Common and Cemetery a) Allotment tenancy agreement – The tenancy agreement was discussed at some length; the provision of skips and the need to review the annual costs and compare to income was noted and to be considered when the new budget is presented. RESOLVED to add the following clauses to the agreement to commence 1 October 2016

Keep every hedge that forms part of the allotment garden properly trimmed. Ensure that any trees bordering or within the plot are maintained ensuring any restrictions/protection orders from South Norfolk Council are observed and permission and advice is sought as necessary. Ensure access at all times to Council representatives or contractors as required b) Allotment re Norfolk Homes – Cllr Cattee reported that allotment Dell 49 had been identified as likely to be impacted by the Norfolk Homes development and it was suggested this plot was not let. The Clerk to check if currently let and, if so, offer an alternative; if vacant not to let c) Letter re land by allotments – Correspondence suggesting that land along the access road to the Block Hill allotments may be for sale was discussed. The Clerk to contact Fiona Sarson at Crown Point to enquire if she had any knowledge of the proposals, may also need to contact NPS d) Common – Play equipment – A quote for repairs and resurfacing at the Common was discussed and it was strongly felt that the wooden train should not be removed and the Clerk to ask for costs for a replacement. The Clerk to ask Fenland to confirm the length of the guarantee for the fibrefill surfacing and to report at the next meeting. Members generally felt the play area was well used and an asset to the village e) Churchyard & Cemetery matters – Request re volunteer help – The Clerk to confirm to Revd Scott that members had no objections to the use of volunteers to tidy the churchyard. The cemetery was discussed and different options for grounds maintenance were considered. RESOLVED that Norse should be instructed to tidy up the cemetery ready for winter and the Clerk to contact Easton College to enquire if a student would be prepared to carry out gardening duties ACTION: CLERK

2016/049 ) Chairman’s urgent business Cllr Fabre confirmed that she had met with Mary Brookes, Trowse Villager, and discussed the Villager’s request for donation. Cllr Fabre confirmed that the parish council was in favour of working together with the Church and Villager as the village developments progressed and there was a brief discussion – agenda item for next meeting

The Chairman invited members of the public to speak and points raised included the following:-  Residents asked if the meeting with the developers had been held – update provided in the meeting  A resident raised a query regarding the underground power lines on the Kier site and raised concern that work seemed to be in progress and also noted that the gate was left open recently and there may be health and safety implications – The Chairman confirmed that the parish council were unaware of the proposals and had only received an email from Dist Cllr Lewis and the Clerk was requested to contact UK Power to seek clarification
