KENTUCKY SHERIFF’S ASSOCIATION 07/23/2013 FRANKFORT, KENTUCKY

Meeting called to order at 10:00 AM Eastern Standard Time. Sheriff Chuck Korzenborn called role. Sheriff’s absent: Sheriff Blackburn, Sheriff Aubrey, Sheriff Gaines, Sheriff Leavell, and Sheriff Marcum. Sheriff Korzenborn certified a quorum.

Motion was made by Sheriff Sparrow and seconded by Sheriff Pate to excuse the absent board members. Motion was approved unanimously.

MINUTES OF PRIOR MEETING

No Minutes to Approve Motion was made to approve the minutes made by Sheriff and seconded by Sheriff to approve the minutes of the prior meeting as written. Motion was approved unanimously.

Dues Collected for the Year of 2013

The totals dues billed for the year 2013 are $125,901.00. As of 5/16/2013 $121,064.00 for a total of (96.1%) has been collected. That leaves an outstanding balance of $4,837.00.

A motion was made by Sheriff Cain to Transfer funds from the operating account to the Scholarship Account for the upcoming conference. The motion was seconded by Sheriff Williams.

The Motion was approved.

Dues Collected for the Year of 2013

The totals dues billed for the year 2013 are $125,901.00. As of 7/22/2013 $121,456.00 for a total of (96.5%) has been collected. That leaves an outstanding balance of $4,445.00.

KSA EXECUTIVE DIRECTOR’S REPORT KSA BOYS/GIRLS RANCH REPORT KSA Executive Director Wagner Report

KSA Director Wagner submitted the May and June financial report for the ranch

Motion was made to approve the reports made by Sheriff Wright and seconded by Sheriff Boggs to approve the financial report. Motion was approved unanimously.

KSA Camp- Camp has been great.

J.W. Bryan with the Finance and administration has been and will continue to attend the KSA meetings. J.W. and I have been working on issues dealing with the Sheriffs and will keep the KSA up to date on all issues.

Audits-We are still working together with the auditor’s office on issues and will continue to do so. When we have any new development on audit standards I will update the board as soon as possible.

J.W. Bryan address the board and let them know that the health premium checks will start coming directly to the larger county sheriff offices.

Upcoming Conferences

KSA Conference Bowling Green KY 09/09-09/13/2013

The board members rooms have been booked for the upcoming conference.

The training schedule has been sent out. Sheriffs need to get their rooms as soon as possible.

County Clerks- In some counties, clerks are doing the inspections for the sheriffs, the clerks are starting to request the fees for the inspections.

KY State Police-sent a letter thanking the KSA and especially Sheriff Melton for sending a deputy to sit on the KY OPS program up date.

KACO REPORT Sheriff Hampton - No Report

KLEC REPORT Sheriff Cain- No Report Larry Ball has retired as of July 1st

LEGISLATIVE UPDATE

Legislative Hearing- Members of the KSA will be attending a hearing on July 23 in reference to the Constable Bill that will be filed in the 2014 session.

Sheriff Cain- Telecommunicators are re filing a bill to have a funding mechanism for dispatch centers and may be coming to the KSA for support. PRESIDENT AGENDA

Jackson County-The Judge Executive tried to have the Sheriffs bond revoked. The bond company did not revoke the Sheriffs bond due to no wrong doing. The audit of the Jackson County Sheriff office has been completed. The money that was reported missing was funds that were paid out by the county for payroll and overtime.

Jackson County Sheriff reached out to the attorney general and the KSA in reference to concerns of possible illegal activity within the county government. Sheriff Peyman requested a meeting with the attorney general’s office but has not been contacted by attorney general’s office. Discussions by members in reference to a letter being sent to the A.G. office from the KSA requesting that a representative from the A.G. office meet with Sheriff Peyman, but the letter from the board would be of a neutral position. Sheriff Cain made the motion to send letter to the A.G. office and 2nd by Sheriff Hampton. Motion was approved unanimously.

Sheriff Wright-Brought to the board discussion in reference to a committee of Sheriffs be formed to work with new Sheriffs who are elected are appointed. KSA Director Wagner stated that at the 2014 conference he would like to bring in the new sheriffs a day early with other sheriffs’ to give them an orientation of the office of sheriff.

Special Deputies-A 40 hour class is for special deputies are being put together. The class may be hosted by KACo. PRESIDENT AGENDA

CCSO Supervisors-Members of the board discussed the role of CCSO supervisors who were not KLEC certified to receive training. Sheriffs would like the CCSO to get into the SGT. Class that is put on by DOCJT, but class space is reserved for KLEC certified personnel. Sheriff Cain stated that if the KSA would send a letter requesting a class, he would deliver it to the KLEC board for consideration. KSA director Wagner stated that the NSA may come and do the training and get credit hours for the CCSO.

OLD BUSINESS

Sheriff Sparrow-A policy has been developed and approved in relating to off duty details by KACo. A copy will be forward from my office to be sent out to the KSA.

Sheriff Peoples-members of the KSA have been meeting with KY EMS about upcoming training. The EMS Director would like 30 minutes at the conference and would like at 7 more sheriffs or deputies from the KSA to sit on the board. The KY EMS is having a training June 16-20 in Western Kentucky. Training templates are available from KY EMS to the KSA.

NEW BUSINESS

Sheriff Wright-brought to the floor for discussion that he would like the KSA make a donation to the Bardstown officer family.

KSA Director Wagner stated that there were several friends of the KSA that had passed that some type of donation could be made. NEW BUSINESS

Sheriff Ed Brady- at the jailer’s conference they had a fund raiser at the vendors’ hall for a silent auction on donated items. The jailers also had the vendors make a donation to the Bardstown officer’s fund.

Sheriff Cain suggestion the KSA makes a $100.00 donation to the funds set up for all individuals and do some type of fund raiser at the conference for the Bardstown officer. A motion by Sheriff Boggs’s to make the $100.00 donation, 2nd by Sheriff Williams. Motion was approved unanimously.

Sheriff Peoples-the KSA web site now has anonymous tip page for all sheriffs from across the Commonwealth. When a tip comes in it will be forward to the sheriff that it is intended for.

Sheriff Young-the 2nd annual car show will be held this weekend in Anderson County. See flyer attached.

Sheriff Wright is having his annual clay fun shoot, see flyer attached.

Sheriff Melton-Golf Scramble for the ranch will be held at the UK Club. All Sheriffs’ are requested to attend are to help volunteer to coordinate the event.

Sheriff Melton- wanted to thank Sheriff Hampton and his office during a recent drowning that occurred in Franklin County.

Sheriff Cain-Owensboro convention and hotels are nearly completed and wanted to host the KSA conference there in the near future. NEW BUSINESS

Sheriff Melton-Frankfort would like to host the KSA conference in the next coming years with hotels already wanting to submit bids.

NSA Conference 2014- Sheriff Aubrey will be sworn in as the NSA President. All Kentucky Sheriffs are requested to attend in Ft. Worth TX. June 20-25.

Sheriff Whitaker- There will be a gun auction during the KSA conference. The gun has been donated by a local fire arms dealer from Logan County.

Tom Gaither- an artist from Ludlow Kentucky presented to the KSA board a fund raining ideal in reference to an 11x14 framed painting of the ranch. The initial startup cost is $40.00.and each office would get a painting. At the bottom of the painting is an area for a coin to be placed for up to 5 years that if a $30.00 donation is made that the office would receive the coin and all the proceeds would go to the ranch. Sheriff Tony Hampton made the motion to start off the program 2nd by Sheriff Melton. Motion was approved unanimously.

NEXT MEETING

The next meeting is August 14, 2013 at the Galt House in Louisville, KY during the Governors Local Issues Conference. Breakfast will be hosted by Sheriff Aubrey and the JCSO and will begin at 9:30. The meeting will start at 10:00 a.m. EST

Motion to adjourn was made by Sheriff T. Hampton and seconded by Sheriff Melton. Motion was passed unanimously.
