Proceedings of the Board of Education Community Unit School District No. 5 Minutes of the Regular Meeting of April 20, 2016
The Board of Education met in Regular Session on April 20, 2016 in the Jr. High Computer Lab. The meeting was called to order at 7:00 p.m. by President Brunnworth. Present at roll call were Brunnworth, Rademacher, Remer, Sievers, Skertich and Swenson. Rimar was present via telephone conference. Also present were Superintendent Murphy, Principal Schuricht, Principal Baumberger, Secretary Bruch, John Hanafin, Bob Hudzik, Kathy Stephens, Nikki Garrels, Mary Griffel, Julie Heyen, Amy Moulton, Rachel Hutchins, Karen Gall, Masey Blasa, Marcia Schulte, Peggy Kernich, Karrie Markezich, Ron Ryan, Mary Gajewski, Alice Adden, Jennie Halpin, Julie Wargo and Stephanie Carl. Richard Hanson arrived at 7:07.
Motion by Sievers, seconded by Remer to adopt the agenda and approve the Minutes of the Regular School Board Meeting of March 16, 2016, Minutes of the Transportation Committee of April 6, 2016, and the Special Board Meeting of April 6, 2016. All ayes. Motion carried.
Recognition, comments, and correspondence from employees and public: A Freedom of Information request was made by the Mt. Olive Education Association on Monday, April 4th for the 2015-2016 step, lane and annual salary by name for certified employees within the Mt. Olive Education Association bargaining unit. The district responded on April 4, 2016.
Mr. Murphy read a Resolution of Recognition for Maxx Fritz, Mt. Olive High School wrestler.
Motion by Remer, seconded by Swenson to approve the bills as presented. Roll call: 7 ayes. Motion carried.
Financial Report for March 2016: Education Fund $337,616.47; Mr. Murphy stated that April is a three pay period month so this balance will decrease drastically in April. Building Fund $376,510.76; there will not be many more expenses until the end of the year. Bond and Interest Fund $6,333.35 Transportation Fund $57,750.07; this balance will decrease to approximately $27,000 by the end of April if we do not receive any Transportation categorical payments. IMRF $70,479.33 Working Cash $47,097.31 Tort Fund $37,607.42 Life Safety $17,181.40 Total of all funds is $950,576.11. The Operating Funds balance is $818,974.61. Mr. Murphy stated that he contacted Pete Duncan’s office regarding the property tax bills. He said we could start receiving income from property taxes as early as July. Last year the EAV was down 5% which costs the school district $60,000 in revenue. The EAV figures for this year are not yet available.
Budget Report for March 2016: The Operating Funds show revenues at 81% and expenses at 72%. Revenues are slightly above the projection for the year and expenses are slightly lower than the projection for the year. Revenues vs. expenses by fund are: Education Fund 78% - 66% Building Fund 100% - 92% Tort Fund 97% - 96% Transportation Fund 79% - 73%; Mr. Murphy stated that we will not have any special education transportation in June. IMRF Fund 101% - 70%
Motion by Sievers, seconded by Brunnworth to approve the Financial Report and Budget Report for March 2016. All ayes. Motion carried.
Unfinished Business: No unfinished business.
New Business: Motion by Swenson, seconded by Sievers to accept the resignation of Jon Yoch as high school mathematics teacher effective at the end of the 2015-2016 school year. All ayes. Motion carried.
Motion by Brunnworth, seconded by Skertich to hire Kenneth Loy & Company, PC as the audit firm for Mt. Olive Community Unit School District for the 2016-2017 school year. Roll call: 7 ayes. Motion carried.
First reading of the Grade School Student Handbook for the 2016-2017 school year. Proposed policy changes include eliminating Jr. High Semester Exams, eliminating the 8th grade trip requirements, and changes due to Senate Bill 100.

First reading of Mt. Olive Elementary School Rising Star Continuous Improvement Plan.
Motion by Remer, seconded by Brunnworth to lease four 2015 seventy-one passenger school buses from Midwest Transit for a three year period of time; July 2016 through June 2019. Roll call: 7 ayes. Motion carried
The cost will be $13,240 per year per bus. Payment of $52,960 will be due in June 2017. This will include a full maintenance lease and camera system. Light bulbs and upholstery repair are not included in the maintenance agreement. Motion by Remer, seconded by Brunnworth to purchase two 2010 seventy-one passenger school buses from Midwest Transit. Roll call: 7 ayes. Motion carried.
The cost will be $32,129 per bus. Payments will be $22,738 per year for three years. These buses will be used when our regular buses are out on a trip. It is estimated that these buses will only acquire 1,000 miles per year. The district will be responsible for the maintenance on these buses.
Mr. Murphy stated that he has been told that the route drivers plan on staying with us and will be paid the same rate they are getting paid with First Student. Mr. Murphy also stated that we will be needing substitute bus drivers.
Motion by Remer, seconded by Sievers to lease one MV-1 handicap van from Midwest Transit for a three year period of time; July 2016 through June 2019. Roll call: 7 ayes. Motion carried.
This handicap van will include bumper to bumper warranty at a cost of $5,900 per year.
Mr. Murphy projects $140,000 less expenses in the transportation fund next year.
Motion by Skertich, seconded by Rademacher to assign Jonathan Baumberger as High School – Jr. High Principal effective July 1, 2016. Roll call: 7 ayes. Motion carried.
Motion by Brunnworth, seconded by Remer to assign Patrick Murphy as Superintendent – Elementary Principal effective July 1, 2016. Roll call: 7 ayes. Motion carried.
Motion by Brunnworth, seconded by Sievers to post internally the position of Assistant Principal for the 2016-2017 school year. Roll call: 7 ayes. Motion carried.
Motion by Remer, seconded by Skertich to enter into Closed Session at 7:55 for the following purposes as allowed under the Illinois Open Meetings Act (5ILCS 120/1 et seq.): Discussion of the appointment, employment and dismissal of employees of the public body and collective negotiating matters between the public body and its employees or their representatives. Roll call: 7 ayes. Motion carried.
Motion by Remer, seconded by Skertich to return to open meeting at 9:18 p.m. All ayes. Motion carried.
Rimar left the meeting via telephone conference after Closed Session.
New Business (continued): Discussion regarding athletics and activities was tabled.
Principals’ Reports: Mr. Baumberger reported that the Pre-K held the Third Annual Art Show on March 31st. The families and public was invited to view the art displays. Mr. Baumberger thanked everyone who attended and supported the Pre-K students learning art in the classroom. On April 7th, Mrs. Hutchins’ 5th grade class performed the play “Sideways Stories from Wayside School”. The performance was attended by over 100 people consisting of parents, guardians, siblings, and community members. On April 11th, Mike Lockett presented a discussion on the Civil War for students in grades 3rd through 8th. He displayed uniforms, artifacts, and other memorabilia for the time period to discuss with the students. The week of April 11th through 15th Pre-K students celebrated The Week of the Young Child. The themes were Music Monday, Taco Tuesday, Work Together Wednesday, Artsy Thursday, and Family Fun Friday. Mr. Baumberger thanked the high school students who worked on this project. Last week the staff, students, community members, and parents were able to experience the Titanic. Mrs. Caveny’s 7th grade students made exhibits and presentations on the various aspects of the Titanic ranging from hypothermia to understanding the social economic class system for the different option packages the passengers were allowed to purchase. On April 26th, the Junior High will be hosting a 6th grade orientation night. The evening will begin with a presentation in regards to the transition the students will experience and the changes that will follow next year. The students will be able to meet their teachers for the next school year. Mr. Baumberger thanked Mr. Murphy, the Academic Foundation, and the school board for making these field trips possible. These trips allow our teachers to be able to bring their curriculum to life and build real life connections to their materials that they may not have been able to otherwise. Pre-K graduation has been set for Tuesday, May 17th. Many of the students have been in the program for three years and will be graduating to our kindergarten program in the fall. Jr. High track will be participating in the State series on May 13th and 14th. We currently have 12 female and 5 make participants qualifying in either the 4x100 relay, 4x200 relay, 4x400 relay, hurdles, long jump, 200 meters, 400 meters, 800 meters, 1600 meters, high jump, shot put, discus, and possibly the 100 meters events.
Mr. Schuricht reported that Freshmen Orientation is May 4th at 6:00 in the high school gym. All incoming freshmen and parents for the 2015-2016 school year are invited to attend. The Silver Medallion Academic Excellence Awards Banquet will be held on Thursday, April 28th. This banquet is sponsored by Lewis and Clark Community College and the Alton Telegraph. Students must be seniors in the top 8% of their graduating class. Mt. Olive participants are Maria Clarke, Kelly Schneider and Tessa Moore. The SLU English classes went to SLU today on a field trip to tour the campus and see a play at the university theater. The Academic Foundation supplied the funds for this trip. The Illinois Civic Mission Coalition has accepted MOHS as one of 15 schools to apply for the opportunity to become an IL Democracy School. April 29th is the PSAE incentive trip to Six Flags. This trip is sponsored by the Academic Foundation. April 23rd is Prom in the high school gym. Coronation begins at 6:30 p.m. and is open to the public. Post prom follows the dance. The last band concert will be May 1st in the High School gym at 3:00 p.m. In sports, the baseball team is 8-2. Their regional will be at Lincolnwood or Hardin starting May 16th or 17th. Softball is 8-7 and their regional will be at Greenfield or Calhoun starting May 16th. Girls track sectional is May 12th in Carlinville and boys track sectional is May 19th in Gillespie. Ethan Swenson took 17th in the 60 meter hurdles at the Indoor State Track Meet in Bloomington on March 25th. There will be a crash simulation re- enactment held before Prom in coordination with the police department and fire department. This re-enactment hopes to send a message to the students about making positive decisions. Graduation will be held on May 14th at 7:00 p.m. in the high school gym. The graduation practice and awards are on May 12th at 10:00 a.m. in the gym. Seniors will have a luncheon following the awards ceremony. May 10th will be final exams for seniors and May 11th will be the senior class trip to Skyzone and other activities. Mrs. Sherry Anderson would like to express her thanks to the board and the community for having her as part of the Mt. Olive School District for these past 20 years. Superintendent’s Report: Mr. Murphy reported on Senate Bill 231. If this bill passes, Mt. Olive would receive a significant increase in General State Aid. The districts health insurance policy with Blue Cross Blue Shield expires June 30th . The initial rate increase came in at 21%. Our insurance broker has asked for rate relief, so this figure is not final. The health insurance committee has decided to also obtain rates from Aetna and United Health Care. The Fema Fundraiser brought in $7,300 worth of sales which will bring in approximately $2,100 for funding sports and activities.
There will be an Extracurricular Board Meeting on May 10th at 7:00 p.m. in the Jr. High gym to discuss ways to fund sports.
The next Regular Board Meeting will be Wednesday, May 18th in the Jr. High Computer Lab.
