SALFORD STRATEGIC PARTNERSHIP EXECUTIVE

1. WELCOME, INTRODUCTIONS AND APOLOGIES FOR ABSENCE

The City Mayor opened the meeting and introductions were made by all those present. Apologies were submitted on behalf of Rabbi Simon Grant, Mel Sirotkin, Phil Lowthian and Nick Page.

2. PARTNERSHIP ROLE AND FUNCTIONS

Councillor Lisa Stone (Assistant Mayor, Communications and Engagement) presented this item and began by stating that this is an appropriate time to review the partnership in order to determine whether it is fit for purpose. Members of the group were informed of the intention to set up a task group to steer this piece of work, which would meet three or four times with the first meeting to take place in October. The first meeting will be used to determine the scope of the work, in November and December the options will be reviewed, presented to the December Executive meeting, with the new arrangements for 2013/14 will be agreed at the Partnership Conference in January/February 2013. Though some Salford Strategic Partnership Executive – 17th September, 2012 members have already agreed to be a part of the group the City Mayor requested all partners to think about whether they want to be involved and contact Cllr Stone if they do.

RESOLVED: THAT (1) a task group will be set up to review the partnership

(2) the first meeting to be arranged for October

(3) any partner who wants to be on the task group to contact Cllr Stone

3. CONNECTING SALFORD

The City Mayor presented this item which provided an outline of the consultation he intends to undertake on developing a city plan and to seek suggestions for engaging with people and organisations. The City Mayor emphasised the need to work smarter, to perpetuate what is already working well and to determine what the citizens of Salford want. He then went on to outline his desire to see the City on a twelve year cycle, split over four, three year plans and his aim to have the first three year plan launched at the Partnership Conference in the New Year.

Members were informed about plans for the consultation which include:

 senior officers, the City Mayor and local councillors touring the wards of the city together on a bus in order that they can see and understand the issues within each area in order to achieve a local led initiative and a genuine whole city approach

 feedback helping to develop a dynamic, flexible first plan which will roll forward into the next three year plan

 the desire to develop a website with interactive local modules, distribution of leaflets and a consultation document to be delivered to every home in Salford

Discussion took place around the way in which individual partners can support and feed into the process to deliver joined up thinking for the development of the plan and to ensure synergy between all partners. Ideas put forward included:

 links with the provision of education and further education  Police community blogs  NHS, GPs and Health Visitors  Young People’s Council  ‘FutureCity’ Initiative  voluntary sector working with hard to reach groups

The City Mayor thanked everyone for their input and was encouraged by the energy of the partners. All members were asked to feedback their initial views and develop their own areas of interest to encompass all areas.

4. VOLUNTEERING STRATEGY

Alan Tomlinson presented this report on behalf of Tim Field, the purpose of which was to outline a proposal to strengthen volunteering by making the most of partner’s volunteering programme and of learning from other areas. It was proposed that Tim Field, Deputy Director, Community, Health & Social Care, Salford City Council, will lead the review, working with representatives of partner organisations that run or support volunteering programmes. Progress will be reported to the Executive and a draft renewed strategy presented for endorsement.

During discussions the following points were raised:-

 There is a need to clearly identify what volunteering opportunities are available  Emphasis of flexibility around volunteering without the need for long term commitment  Matching the right people to the right volunteering programmes  Building on the legacy of the Olympics and other good volunteering work  Look to how volunteering is coordinated and delivered in other areas

RESOLVED: THAT (1) the information provided is noted

(2) members endorsed the proposal to renew the volunteering strategy

5. HEALTHIER TOGETHER – GREATER MANCHESTER HEALTH REVIEW

Councillor Margaret Morris (Assistant Mayor, Health and Wellbeing) opened this item by informing members that the presentation they were about to see was taken to the Mayoral Team in September and is now being presented in order to obtain contributions from partners.

Sue Lightup then went on to give the presentation which was to provide an overview of the Healthier Together work programme, which is a review of health and care in Greater Manchester. It includes primary, community and hospital services and the impact on social care.

The presentation made reference to the following:

 the Tasks  Healthier Together outcomes  the need to make better use of resources  current progress  anticipated timeline  stakeholder briefing

3 Salford Strategic Partnership Executive – 17th September, 2012 Members were informed that Cllr Morris now attends the Greater Manchester Health Council, is actively participating in the work and will provide feedback to elected members. During discussions it was agreed that a link to the website would be provided for members.
