1 THE CLIENT
Established in 1985, Desert AIDS Project (D.A.P.) has earned a national reputation as one of the most comprehensive AIDS service providers. It is one of only a handful of AIDS agencies operating an on-site medical clinic, a full range of client support services, and a comprehensive HIV education and prevention program, including anonymous HIV testing. Desert AIDS Project provides the opportunity for improved community health and responsible well-being through its framework of services, advocacy, and education. Desert AIDS Project, a recently certified Federally Qualified Health Center (FQHC), has a dedicated 100-person staff, a 19-member Board of Directors and an annual operating budget over $18 million.

Desert AIDS Project’s mission is to meet the evolving medical and social service needs of people living with HIV/AIDS by providing direct services and advocacy, while working to prevent new infections through education and outreach.

THE POSITION
Reporting and relationships
The Chief Program Officer reports to the Chief Executive Officer, is part of the Leadership Team, oversees 30+ program staff and supervises the following nine direct reports:

Job Purpose
The Chief Program Officer (CPO) position is responsible for the overall development, expansion, integration and implementation of Desert AIDS Project’s program strategy. The ultimate goal of Desert AIDS Project’s (D.A.P.) program strategy is to achieve D.A.P.’s: 1) mission 2) community service values and 3) guiding principles. The CPO serves as a member of the leadership team and participates actively in developing D.A.P.’s overall strategic direction. The CPO leads D.A.P.’s Program Departments and sets goals, monitors work, and evaluates results to ensure that departmental and organizational objectives and operating requirements are met and are in line with the needs and mission of D.A.P..
The CPO will provide leadership in the daily operations of D.A.P.’s: 1) Clinical, 2) Social Services, 3) Prevention and 4) Grants and Quality Assurance Departments through the development of systems, and policies and processes needed to manage the organization’s current activities and its projected growth. The CPO will be charged with assuring ongoing evaluation of programs and priorities.
3 RESPONSIBILITIES
Lead the program team, including goals development, coaching, performance assessment, and the identification and filling of skills and capacity gaps Identify and recruit key institutional partners who can help us reach our goals Work closely with the fundraising team to develop project concepts Manage a departmental budget of approximately $5 million Oversee the execution of projects including those funded by grants, working closely as required with the program staff, volunteers, information systems team and others.
Program Leadership
Lead the Program Directors/Managers and the other Program Staff on the development and implementation of program strategies and work plans Develop, ensure implementation, and enforce the use of systems that facilitate smooth work flow, equitable and efficient work allocation, quality control, monitoring and evaluation, and communication within and among programs as well as between Programs and other D.A.P. departments Together with Program Directors/Managers, establish and monitor progress against Program and organizational metrics and milestones Take responsibility for overall work quality and integration of learning and best practices. At Program Department level, assist Program Directors/Managers with measuring project and individual performance through regular communication with Program Staff, monitoring progress, tracking outcomes, and services. Conduct site visits to measure program performance, ensure quality, and track outcomes Work with Program Directors/Managers to provide high-level project oversight, approving project scope and deliverables within programs Assume responsibility for ensuring resources are available to support programs.
Operational Innovation
Align all business processes and reinforce organizational structure to ensure the effectiveness of major programs and initiatives and to achieve agreed upon objectives Assist in the development, implementation, enforcement, and monitoring of program policies and procedures for effective service delivery Ensure compliance with all regulatory, licensing and accreditation requirements, i.e. Ryan White, Federally Qualified Health Center, and 340B Assure routine and emergency procedures are universally understood, well- documented and consistently practiced Develop innovative initiatives to enhance internal communication, education, efficiency, and effectiveness
4 Facilitate the application of technology to enable the engineering of programs and processes to make optimal use of resources Coordinate and oversee financial management, including: developing program budgets; authorizing and monitoring expenditure of contract funds; and identifying opportunities for cost savings Lead efforts to identify and assess how emerging trends and issues may impact D.A.P.’s work.
Management and Organizational Leadership
Manage Program Directors/Managers including work performance, evaluation, and professional development Manage, train and mentor Program Directors/Managers on development of program strategy, program management, and project-level management of Program Staff; ensure resources are available and utilized to develop strong leadership for each program area Contribute to organizational strategy as a member of D.A.P.’s leadership team, including the development of organization-wide and department annual goals, strategies, and desired outcomes, along with the development of corresponding budgets Support CEO in building relationships with stakeholders, including fellow NPOs, and donors Present Program Management Reports to the Board of Directors and/or Board committees; prepare and present other reports to the Board or CEO as requested Represent D.A.P. at meetings within the nonprofit and philanthropic community and at conferences and other relevant meetings and events.

Capacity to oversee programs and professional program staff located in multiple locations Excellent communication skills, including written, verbal and non-verbal. Superior public speaking skills with an ability to make and use distinctions as to types, frequency, tenor and levels of communications, depending upon circumstances, audience, recipient, and content Exceptional organizational and time management skills An aptitude for working effectively and constructively with a range of internal and external partners; working as a collaborative member of teams, including administration, development, communications, and other program teams. The flexibility to serve effectively both as a team leader and a team member in support of the team leader Expertise in one or more of the following areas strongly desired: nonprofit performance measurement, ethics and accountability, and/or leadership development Strong software skills; proven ability to proficiently use Outlook, Word, Excel, PowerPoint, and the Electronic Health Records. Ability to quickly learn new technologies relevant to D.A.P.’s work environment. Knowledge of ARIES (AIDS Regional Information and Evaluation System) is a plus.
Education and Experience:
Graduate or professional degree in a relevant field (health care administration, public health, social science, business, etc.) strongly desired At least 10 years of relevant experience working in a leadership position in a mission driven public health care setting Thorough understanding of healthcare financing for low-income populations Deep knowledge of health concerns among low-income people, HIV/AIDS, Federally Qualified Health Centers (FQHCs), HIPAA rules and regulations.
