PARTNERS FOR BREAKFAST IN THE CLASSROOM GRANT FUNDED BY THE WALMART FOUNDATION

Request for Proposals Purpose This letter is a Request for Proposals (RFP) for school districts in ID, OH, OK, NE, LA, MO, MS, NC, TX, and UT to apply for funds to support the creation or expansion of Universal Breakfast in the Classroom (BIC) programs and spark the academic and nutritional gains associated with the morning meal. This grant opportunity is made possible with the generous support from the Walmart Foundation and administered by the Partners for Breakfast in the Classroom (PBIC).

Requirements and Qualifications Schools will be considered for the grant if they meet the following criteria: Have 70% or more of their students eligible for free and reduced-priced meals and/or offer free breakfast to all students Have an average breakfast participation around or below 50% Students must be allowed to eat breakfast in the classroom, after the bell Breakfast must be served at no charge to all students in the funded schools Strong stakeholder support and buy-in from school leadership and staff, including the School District Superintendent (or designee) who will be required to sign a Memorandum of Understanding Commitment to making reasonable efforts to continue the program for at least 3 school years Willingness to promote the program on school/school district website(s) Preference will be given to schools/districts that have NEA representation

A successful Breakfast in the Classroom program will meet the following criteria:

Cost effective with a focus on maximizing participation/increasing number of schools implementing universal in-classroom breakfast per funding allocated Easy to operate for school nutrition staff, teachers, and other education support staff Financially solvent program that has widespread support from various stakeholders in the school community including students, parents, teachers, educational support professionals, and administrators as well as greater community support Consistent with current dietary guidelines and USDA’s meal pattern requirements for school breakfast

Grant awards may be used to support the implementation of breakfast in the classroom including, but not limited to: 1 Equipment and supplies  Coolers and/or hotboxes  Grab n’ Go kiosks  Portable point-of-sale computer equipment  Additional refrigeration to store milk or other breakfast items  Trash cans, recycling bins, and/or trash bags Limited staff support and training for the implementation of the new breakfast model Marketing materials  Signage and promotional materials related to the benefits of school breakfast and alternative service models

Grantees will be provided with: Training for school building staff in the funded schools Toolkits for educators and support staff Direct technical assistance from a food service consultant who will assist with a self- assessment and work with target schools as they develop action plans On-going technical assistance from national and state education and anti-hunger partners Opportunities to engage with PBIC and other stakeholder networks to become champions of expanding breakfast participation and serving breakfast in the classroom

Priority will be given to: Schools with a low cost per child ratio School Districts that are new to Breakfast in the Classroom or Grab n’ Go Awardees will be notified on a rolling basis 3-4 weeks after submission

2 Submission Guidelines (Grants accepted and reviewed on a rolling basis)

This is a 3-step process:

1. Submit a letter of support from the Superintendent (or designee)

2. Complete and submit self-assessment form. This form will assess:  The targeted # of schools and the projected # of students to be served  Current free and reduced eligibility enrollment numbers  Current breakfast participation (ADP)  Level of school stakeholder buy-in  Method of breakfast delivery and counting and claiming  Menu requirements and staffing  Financial, equipment, training, and marketing needs

3. Submit a final and completed grant application that includes:  BIC Action Plan Worksheets with program narrative  Identify any other grant funds received in the district related to school breakfast

Applicants can expect to hear back from the Partners regarding their grant status within 2-4 weeks of submitting their full proposal.
