I. CALL TO ORDER

Jo Williams, vice- chairman, called the meeting to order at 6:00 PM as a regular monthly meeting of the Board of Education. Greg Crawford led the pledge of allegiance.

II. RECOGNITION OF RETIREES

Jo Williams and Mr. Foster presented retirees with a plaque honoring their years of service with Anderson County Schools.

ACEA President Terri Gilbert congratulated retiring ACEA teachers and presented each with a gift.

Susan Fowler, Retired Teachers Association president, invited retiring teachers to join the Retired Teachers Association.

RECONVENE

III. RECOGNITION OF GUESTS A. Bob and Reid Lederer, Carton Services, presented monetary awards to Teachers of the Year Dewayne Emert, Stephanie Pridemore and Renee Branham.

B. Plaques were presented to community partners Barry Thacker and GEO/ Environmental Associates and Rev. Robby Leach and Beech Park Baptist Church. Avery Johnson, Anderson County Detention Facility and Rev. Wayne Phillips, Main Street Baptist Church were not available. IV. CITIZENS TO BE HEARD

A. Kent Berry, Tim Cable and Tim Rich provided information to the board on robotic competition. Motion by Dail Cantrell and seconded by Glenda Langenberg to give the group the board’s support to create a team for competition. Motion carried.

B. Dr. Joe Rainey asked the board on behalf of the Mobile Dental Advisory Committee, to allow the Anderson County Health Department to provide dental service in the schools instead of Dr. Clabough’s mobile dental clinic. Motion by Rickey Rose and seconded by Steve Fritts to take the dental program under review, send to the curriculum committee, ask the health department and the school system to work together to include logistics, etc., and report back to the board at the June 2012 meeting. Motion carried.

V. APPROVAL OF AGENDA

Motion by Dail Cantrell and seconded by Glenda Langenberg to approve the agenda. Motion carried.

VII. COMMENTS FROM THE CHAIR

A. Dr. Burrell reminded the board of commencement exercises scheduled Sunday, May 13, 2012 at Thompson Boling Arena.

VIII. DIRECTOR’S REPORT

A. Mr. Foster recognized Emmalee Mariner and Brittany Kellison (who were unable to attend) with plaques for their service as student board of education members.

B. Daniel Stone, CHS Band Director, introduced two of his students, Trevor Bullock, bassoon, and John Paul Powers, tuba, who were recently named to the All State band. Mr. Stone said CHS is one of only eleven schools in the state to have two or more students go to All State. Additionally, Trevor was first chair at Governor’s School for the Arts last summer. John Paul was named first chair tuba and second chair baritone/ euphonium and has also been named one of the top ten young artist tuba players in the world. He will be competing in Austria this year. Both have been approached by numerous colleges and universities for scholarship opportunities.

C. Andrea Russell, ACHS principal, reported back to the board on the “cell phone zone” at her school. She said cell phone violations ranged from six to 20 in the past and in March (during the phone zone) there were 9 violations. There were seven in April and so far none in May. Tim Parrott stated the code of conduct reads that the use of cell phones is at the principal’s discretion. Motion by Dail Cantrell and seconded by Glenda Langenberg to leave the cell phone zone at the discretion of the principal 5/10/2012 Minutes of Anderson County Board of Education Regular Meeting Page No. 93

and to bring a plan to the board on how it will be used at their school. Jo Williams asked to amend the motion to send to the policy committee. Motion failed. Motion by Dail Cantrell and seconded by Glenda Langenberg to amend policy 6.312 Use of Personal Communication Devices and Electronic Devices on second reading and add “each principal must submit a written proposal to the board of education prior to implementing cell phone policy. Motion carried. a. IX. STUDENT SERVICES REPORT

The report was accepted as read. X. COMMITTEE REPORTS

A. Motion by Scott Gillenwaters and seconded by Dail Cantrell to present a balanced budget to commission. Rickey Rose stated the board is not approving the budget, only taking it to commission. Jo Williams asked for a workshop in which all board members can participate if they are inclined and Dr. Burrell suggested waiting until Mr. Woodward has a balanced budget. Motion carried. Motion by Scott Gillenwaters and seconded by Greg Crawford to take funds from the bond issue to replace the tile at both Briceville Elementary and Dutch Valley Elementary Schools. Motion carried. Motion by Scott Gillenwaters and seconded by Greg Crawford to purchase a commercial hood for the culinary arts class from the bond issue funds. Motion carried.

B. Steve Fritts said the Operations Committee met on May 3, 2012 to discuss the prioritization of the capital outlay “wish lists” from principals. Mr. Foster and staff are currently working to prioritize the list.

C. Motion by Jo Williams and seconded by Rickey Rose to approve policies 1.800 Emergency Closings, 3.400 Student Transportation Management, 3.402 Special Use of Vehicles 4.408 Use of Multimedia, 4.502 Family/ Family Involvement, 4.602 Class Ranking, 4.603 Promotion and Retention, 4.6052 End of Course Grading, 5.109 Evaluation, 5.305 Family Medical Leave, 5.502 Complaints about School Personnel, 5.900 Professional Personnel Negotiations, 5.901 Scope of Professional Negotiations, 6.202 Home Schools, and 6.304 Student Discrimination/ Harassment/ Bullying/ Intimidation on second reading. Motion carried.

XI. ACTION ITEMS

A. Motion by Jo Williams and seconded by Rickey Rose to approve the Code of Student Conduct with the change to policy 6.312 Use of Personal Communication Devices and Electronic Devices on second reading. Motion carried.

B. Motion by Dail Cantrell and seconded by Rickey Rose to approve textbook adoption. Motion carried.

D. Motion by Dail Cantrell and seconded by Jo Williams to approve the construction and sale of a house built on the ACCTC campus. Motion carried.
