Captain Tom Cunningham graduated from Sturgeon Bay High School in Sturgeon Bay, Wisconsin, in June 1977. He entered the United States Naval Reserve as a Midshipman with an NROTC scholarship to the University of Wisconsin in August 1977. He was commissioned as an Ensign, Civil Engineer Corps, United States Navy, in December 1981, after receiving a Bachelor of Science degree in Mechanical Engineering. After completing the Basic Course for Civil Engineer Corps Officers, Captain Cunningham served as an Activity Civil Engineer in the Public Works Department at Naval Station, Rota, Spain, from March 1982 to April 1984. His next tour was in Orlando, Florida as the Officer in Charge, Naval Construction Battalion Unit FOUR ONE NINE. In June 1986, Captain Cunningham became a Personal Aide and Special Assistant to Rear Admiral John Paul Jones, Jr., CEC, USN, Commander, Naval Facilities Engineering Command and Chief of Civil Engineers. After a follow on tour in the Headquarters’ Real Estate and Planning Department, Captain Cunningham was assigned as an Assistant Resident Officer in Charge of Construction at Chesapeake Division’s Contracting Office in Quantico, Virginia, in March 1988. After transferring from Quantico, Captain Cunningham completed his Master of Science degree in June 1991 at Stanford University in the Construction Engineering Management Program. Captain Cunningham was then assigned as the Public Works Officer and Officer in Charge of Construction at Marine Corps Logistics Base, Barstow, California. Captain Cunningham served as Executive Officer, Naval Mobile Construction Battalion ONE THIRTY-THREE from May 1994 until June 1996. Following this tour, he became Readiness and Training Officer for TWENTIETH Naval Construction Regiment, Gulfport, Mississippi. Captain Cunningham was assigned overseas in Bahrain, where he served as Force Civil Engineer, U.S. Naval Forces, Central Command, and U.S. Fifth Fleet from August 1997 to April 1999. Captain Cunningham took charge as Commanding Officer, Naval Construction Training Center, Port Hueneme, in May 1999. He served as Production Officer, Public Works Center, San Diego from June 2001 until August 2003. Captain Cunningham’s final tour on active duty was at Naval Air Station, Patuxent River, Maryland where he served as Public Works Officer and Officer in Charge of Construction. After retiring from the Navy in July 2006, Captain Cunningham became the Senior Naval Science Instructor at Point Loma High School in August 2006.

Captain Cunningham is a Registered Professional Engineer and a member of the Society of American Military Engineers.

Captain Cunningham is the son of Mrs. Marilyn A. Cunningham and the late Commander Marshall E. Cunningham, USN. He is married to the former Lisa Stoneman of Sturgeon Bay, Wisconsin. They have two daughters, Laura and Amy.
