MINUTES OF SPECIAL MEETING OF THE CITY COMMISSION, CITY OF HALLANDALE BEACH, FLORIDA, HELD ON MONDAY, APRIL 9, 2012 AT 3:00 P.M., CITY COMMISSION CHAMBERS, 400 S. FEDERAL HIGHWAY, HALLANDALE BEACH, FLORIDA

1. CALL TO ORDER

Mayor Cooper called the meeting to Order at 3:03 P.M.

2. ROLL CALL

Commissioners London and Ross, Vice Mayor Sanders, Mayor Cooper and City Manager Antonio, City Attorney Whitfield – All Present.

Commissioner Lewy arrived at 3:06 P.M.

3. PLEDGE OF ALLEGIANCE

4. PUBLIC PARTICIPATION - Items not on the Agenda

Evelyn Looney, Vice-President, A & Associates, spoke regarding a Bid Protest/Appeal submitted for the award of Bid #FY 2011-2012-001 for Security Guard Services for the Three Islands and Golden Isles Safe Neighborhood Districts, and petitioned the City Commission for a reevaluation of the ranking criteria.

5. CITY BUSINESS

A. Discussion of the Citywide Parks Master Plan - Design of B.F. James Park, South City Beach, and Joseph Scavo Park. (Staff: City Manager) (See Backup) BP#012B/08

Jennifer Frastai, City Manager Administrator, and Randy Hollingsworth, Consultant, Bermello Ajamil & Partners, Inc., gave a presentation and answered questions posed by the City Commission.

The City Commission discussed the design of B.F. James Park.

Consensus:

- To direct the consultant to design at least one of the parks to include a fully accessible playground as part of the Citywide Parks Master Plan.

Commissioner Ross left the dais due to illness.

Mayor Cooper opened the floor to public comments.

April 09, 2012 Bill Julian, 1102 NE 2nd Court, Hallandale Beach, spoke in support of B.F. James Park Plan Refinement Concept 3 with two (2) 75ft lap lanes within the swimming pool.

Mervin Wright, 419 NE 10th Street, Hallandale Beach, spoke in support of B.F. James Park Plan Refinement Concept 3.

Barbara Southwick, 200 Diplomat Parkway, Hallandale Beach, spoke in support B.F. James Park Plan Refinement Concept 3.

Thomas Sands, 630 NW 9th Court, Hallandale Beach, spoke in support B.F. James Park Plan Refinement Concept 3 and recommended adding more pavilions within the park.

Andrew Markoff, 705 SW 2nd Court, Hallandale Beach, spoke in support of including additional open space as part of the B.F. James Park Plan Refinement Concept.

Mayor Cooper closed the floor to public comments.

MOTION BY MAYOR COOPER, SECONDED BY COMMISSIONER LONDON, TO DIRECT THE CONSULTANT TO PROCEED WITH THE DESIGN OF B.F. JAMES PARK PLAN ACCORDING TO REFINEMENT CONCEPT NO. 3. The Motion carried on a 4/0 Voice vote.

The City Commission discussed the design of Joseph Scavo Park.

Consensus:

- To direct the consultant to relocate the pavilions within Joseph Scavo Park to be centrally located and away from the residences; to relocate some of the trees to create additional open space; and to relocate the dog parks.

Mayor Cooper opened the floor to public comments.

Andrew Markoff, 705 SW 2nd Court, Hallandale Beach, spoke regarding the location and size of the dog parks.

Michelle Blum, 608 NE 25th Avenue, Hallandale Beach, spoke in support of relocating the location of the pavilions away from the residences and suggested relocating the dog parks. Ms. Blum further requested clarification on the street parking arrangements.

Mayor Cooper closed the floor to public comments.

The City Commission discussed the design of South Beach Park.

Consensus:

- To direct the consultant to proceed with the design of South Beach Park according to Plan Refinement Concept No. 1., and include the following changes: design the roof on the northbound shelter with a different type of material; increase the size of the central concession building to facilitate change rooms and a rentable facility; and eliminate the shelter to the south.

April 09, 2012 - To direct the consultant to reevaluate the proposed number of public restrooms based on their load capacity.

- To direct the consultant to evaluate the utilization of the concession building as a snack bar.

- To include wash off stations within the design.

Mayor Cooper opened the floor to public comments.

Barbara Southwick, 200 Diplomat Parkway, Hallandale Beach, encouraged input from Parks and Recreation staff.

Andrew Markoff, 705 SW 2nd Court, Hallandale Beach, spoke regarding the need for hurricane resistant building material to be used in construction.

Judy Selz, 717 Layne Blvd., Hallandale Beach, requested clarification on the base elevation of the proposed facilities.

Mayor Cooper closed the floor to public comments.

A. COMMISSIONER LEWY

MOTION BY COMMISSIONER LEWY, SECONDED BY COMMISSIONER LONDON, TO APPOINT LEO GRACHOW AS THE ALTERNATE ON THE PLANNING AND ZONING BOARD. The Motion carried on a 4/0 Voice vote.

B. COMMISSIONER LONDON

Commissioner London had no Communications.

C. COMMISSIONER ROSS

Commissioner Ross was absent from the dais during this portion of the meeting.

D. VICE MAYOR SANDERS

Vice Mayor Sanders had no Communications.

E. MAYOR COOPER

Mayor Cooper had no Communications.

7. CITY ATTORNEY COMMUNICATIONS - Items not on the Agenda

City Attorney Whitfield had no Communications.

Consensus:

- To direct the City Manager to bring back alternative dates for consideration for scheduling a Special Meeting to discuss the proposed conceptual and operations plan for the Beach Walk Concession project.

9. ADJOURN

There being no further business before the City Commission, Mayor Cooper adjourned the meeting at 5:42 P.M.
