BY-LAWS

ARTICLE I - NAME

Section A. The name of this organization shall be the NORTH ALABAMA SADDLE CLUB ASSOCIATION

ARTICLE II - PURPOSE

Section A. The main purpose of the NASCA shall be to formulate and present to all member clubs a standard set of rules or regulations from which all member saddle clubs will govern their activities.

These rules shall be unbiased and with a single purpose to assist all member saddle clubs and saddle club members in show and activity presentation. They shall emphasize to member saddle club officers and NASCA officials to know these rules so that standardization can be accomplished throughout NASCA.

To promote friendship, sportsmanship, fellowship, and high ethical standards within and between all member saddle clubs throughout NASCA.

ARTICLE III - MEMBERSHIP

Section A. Club membership in NASCA shall be open to any legally constituted saddle club that has a constitutionally governed body and duly elected officers.

Section B. Petition for membership in NASCA shall be made in writing by an authorized officer of such saddle club to the NASCA President or any member saddle club director, who shall have the responsibility of forwarding the petition to the NASCA President along with a copy of certificate of incorporation and/or By-Laws to NASCA President.

Section C. The NASCA President and NASCA officers may accept the club or defer acceptance pending a business meeting. The results will be based upon the majority vote of those present.

Section D. Any saddle club accepted in NASCA must agree to abide by and enforce all such rules that pertain to all member saddle clubs. Upon acceptance, the club must pay to NASCA’s Treasurer membership dues in the amount prescribed by NASCA.

Section E. Member saddle clubs must attend two-thirds of all NASCA meetings. This can be accomplished through the club elected delegate system.

1 ARTICLE IV - GOVERNMENT

Section A. NASCA shall be governed by the following officers: President, First Vice President, Second Vice President, Secretary, Treasurer, Sergeant at Arms, and Points Secretary.

All above officers shall be duly elected. To be eligible for a NASCA office, one must attend one- half of NASCA meetings during the current year and be present at the election or have accepted the nomination through the nominating committee. Anyone who holds an office in any other saddle club association cannot hold an office in NASCA.

The President shall act as NASCA Director to the AOHA or may appoint the position of NASCA Director to the AOHA. The NASCA Director to the AOHA shall attend AOHA meetings as NASCA’s representative, and report developments back to NASCA. The NASCA Director to the AOHA shall oversee the record keeping of NASCA Horse Show results as they pertain to State Show qualification. The NASCA Director to the AOHA shall be responsible for registering NASCA exhibitors for the State Show. The NASCA Director to AOHA shall be responsible for assigning stalls to NASCA exhibitors at the State Show. In addition, the President may appoint a secretary to assist the NASCA Director to AOHA with the record keeping of saddle club members’ qualification and registration for the AOHA State Show.

Section B. Each member club shall elect a NASCA Director who will be vested with the club voting power. He or she will have the responsibility of attending the meetings and of fairly representing the member saddle club for any such business that should require the vote of NASCA Directors.

Section C. The duly elected officers of NASCA shall have the administrative responsibility for the business affairs of NASCA. Normal expenditures shall be at the discretion of the President and Treasurer. They shall not exceed $500.00 except in case of an emergency. In that case, it must have approval of three (3) NASCA officers or member saddle club directors. The signature of either the NASCA President or Treasurer shall be required on any check drawn on the NASCA account.

Section D. The NASCA President shall preside over all such meetings and in case of his/her absence, one of two NASCA vice presidents shall assume this responsibility.

Section E. It shall be the duty of the NASCA Secretary to record all such business in NASCA meetings and to report such business at each NASCA meeting.

Section F. The NASCA Treasurer shall keep accurate records of all expenditures and shall likewise report such expenditures as well as income at each of the meetings. The NASCA Treasurer is also required to make an annual report at the beginning and the end of each year.

Section G. The first and second NASCA Vice Presidents shall serve at the request of the NASCA President and may be called upon to conduct meetings, head committees, assist member saddle clubs, or other such activities deemed necessary by the NASCA President for smooth and efficient operation of NASCA.

Section H. The NASCA Sergeant at Arms shall keep order at all meetings and activities as necessary.

Section I. The NASCA Points Secretary shall keep a record of all saddle club members’ points under the present points system. Points must be posted at every NASCA show during the season, updated weekly, barring family illness or hardship.

2 Section J. In keeping with proper parliamentary procedures, the NASCA President will accept any motion make in proper order at any business meeting of NASCA. Motions must be made by a NASCA officer or a member saddle club director. Any other individuals present making a motion must do so through their representative or member saddle club director.

Section K. Rule changes in NASCA are accomplished by the following procedures. Rules should be voted on as submitted. If several rules on the same subject are submitted, each club has the option to decide how they will vote on each. During the December meeting of NASCA, time will be set aside for the directors to explain the reasons for their submitted rules changes. These new changes/additions will be submitted to the NASCA Directors for them to take to their respective clubs for discussion, etc. The Directors will bring back to the January NASCA meeting how their respective clubs want them to vote. We will have a vote, each Director will vote according to their club’s wishes on each submitted change/addition. Any submitted change/addition must be in the hands of the Rule Change/Review Committee before the December meeting each year.

Section L. The annual election of officers shall be held no later than the last day of October and they shall be installed in office at the annual awards night held no later than November of each year.

Section M. The job of saddle club director to NASCA must be filled by an adult member of a member saddle club. It is recommended to each member saddle club that the director be elected along with your club officers.

Section N. The NASCA President shall appoint a nomination committee each year at least thirty (30) days prior to the election and it shall be their responsibility to recommend a slate of officers from those who qualify. Each office is subject to majority vote of the directors present.

Section O. If as many as three (3) member saddle clubs are present at any NASCA meeting, business can be conducted.

Section P. Only NASCA Directors shall be allowed to vote.

Section Q. Special meetings are only at the call of the NASCA President.

Section R. There will be no more than two (2) elected officers in NASCA from any member saddle club.

Section S. Each member saddle club director or member saddle club representative shall have the right to cast one (1) vote on any motion placed on the floor for decision.

ARTICLE V - RESPONSIBILITIES

Section A. It shall be the responsibility of NASCA officers to furnish a copy of up-to-date By-Laws to each saddle club member. The member saddle clubs, in turn, must make each member of their club aware of the contents of said By-Laws. It is recommended that each club update their own By- Laws to correspond with NASCA By-Laws.

Section B. The NASCA officers shall elect one (1) night or day during the month of November, but not to precede that last point show of the season, for the purpose of drawing show dates and activity dates for member saddle clubs and organizations for the coming year.

Section C. Each member saddle club and organization shall be notified of that date, and each is required to

3 have a representative present for the drawing. Each member club shall pay a fee of thirty-five dollars ($35.00) and organizations shall pay a fee of fifty dollars ($50.00) previous to the draw in order to become eligible for the drawing.

Section D. The drawing shall proceed the following way: Each club in NASCA will have one specified date that will be their show date every year. This will be considered the first draw. Saddle clubs and civic organizations will have second draw. Member saddle clubs and civic organizations will both be in the draws thereafter.

Section E. If scheduling becomes a problem, then NASCA will limit the number of dates that organizations can draw.

Section F. Once all activity dates have drawn, the NASCA Secretary shall include all dates and places in the annual NASCA Directory. Once the NASCA Directory has been printed, NASCA will adhere to all information.

Section G. The final points show of the season shall be the Climax Show at a time and place chosen by NASCA officers and member saddle club directors.

Section H. During all NASCA sanctioned activities, rules shall be followed as represented by the directory.

ARTICLE VI - GENERAL

Section A. NASCA President shall not vote except in case of a tie.

Section B. In case a vacancy occurs in one (1) of the offices, the NASCA President shall have the power to appoint a qualified saddle club member to fill out the term vacated.

Section C. All member saddle clubs are subject to said By-Laws and should set aside one meeting per year to acquaint individual club members with these By-Laws.

Section D. NASCA will provide a prescribed number of directories to all concerned with NASCA activities.

Section E. Failure to abide by the articles and sections of By-Laws of North Alabama Saddle Club Association may invalidate any membership. Any business conducted in NASCA may also be invalidated should said By-Laws not be followed.

Section F. Directors may bring a member or participant before the association for disciplinary action by referring to the NASCA President for a meeting.

Section G. Any saddle club member of NASCA participating in any NASCA event shall have the right to protest in writing to NASCA President within ten (10) days of the date the By-Laws or NASCA Directory Rules have been broken or violated.

Section H. Any member or member saddle club brought before the association for disciplinary action shall have a hearing before Directors and NASCA officers only. Directors then shall decide whether censure, probation, fines and/or dismissal will be necessary.

Section I. Member saddle clubs cannot have activities at the club on NASCA activity dates. (NASCA Summer show, Climax Show, State Show or Awards Night.)
