CHEPSTOW TOWN COUNCIL Minutes of the Extraordinary meeting of Chepstow Town Council held in The Gatehouse, High Street, Chepstow on Wednesday 15th May 2013 at 7.00pm Present:

208. DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA None.

209. DRILL HALL The meeting considered the report of the Town Mayor and Chairman of the Drill Hall Committee in respect of essential repairs to the Drill Hall and potential funding arrangements.

It was reported that the total cost of the works was £107,154 which included both essential roofing repairs and desirable improvement works including: roof insulation; repair and upgrade of ceiling extractors; and, installation of a new heating system.

It was noted that Monmouthshire County Council had agreed to contribute £60,000 towards the cost of these works, leaving an outstanding balance of £47,154.

It was reported that this balance £47,154 comprised of £10,544 for essential roofing repairs and £36,610 desirable works and that approximately £15,000 of the desirable works costs was a provisional sum to allow for replacement heating. It was suggested that the replacement heating system might be deferred as some economies and improvements would result from the insulation and improved extraction systems. It was also suggested that the replacement of the heating system could be carried out at a later date as it did not impact on the roofing works.

Members expressed the view that the Town Council should fund the essential roofing repair costs of £10,544 and additionally contribute jointly with the Drill Hall Management Committee towards the cost of desirable works, which excluding the provisional sum for heating replacement amounted to £21,600.

72 RESOLVED: (i) To contribute £10,544 towards the cost of essential roofing repairs to the Drill Hall roof; (ii) To contribute a minimum of 50% of £21,600 in respect of the cost of desirable works to the Drill Hall; the funding percentage to be finalised following consideration of the Drill Hall Annual Accounts; (iii) The contribution from the Drill Hall Committee to be determined following consideration of their Annual Accounts and to be repaid to the Town Council over a maximum period of four years, the term of the current Council.
