LUTHER P. 13 BYARS OF LEXINGTON FOR HIS DISTINGUISHED 14 SERVICE TO THE STATE OF SOUTH CAROLINA AND TO 15 THE SOUTH CAROLINA REPUBLICAN PARTY. 16 17 Whereas, Luther P. Byars, is a native of Spartanburg, South 18 Carolina; and 19 20 Whereas, Mr. Byars began his political career while attending 21 college by volunteering to work on local campaigns for the South 22 Carolina Republican Party; and 23 24 Whereas, after graduating from the University of South Carolina in 25 1989, he served as Research Director for a Washington, D.C. 26 based political consulting firm before being named Deputy 27 Director of Voter Programs for the Republican National 28 Committee in 1991; and 29 30 Whereas, in 1993, Mr. Byars returned to South Carolina to manage 31 the primary campaign of Republican candidate Van D. Hipp, Jr. in 32 the First Congressional District and later became a Field Director 33 for David M. Beasley’s successful campaign for Governor in 1994; 34 and 35 36 Whereas, under the first administration of a cabinet level 37 Department of Revenue, Mr. Byars was appointed Taxpayer 38 Rights Advocate, where he played a vital role in achieving South 39 Carolina’s historic property tax relief measure. In 1998, he joined 40 the staff of Lieutenant Governor Robert L. Peeler as Director of 41 Public Affairs; and 42

1 [904] 1 1 Whereas, under the leadership of Chairman Katon Dawson, Mr. 2 Byars was named Executive Director of the South Carolina 3 Republican Party in January of 2003, a position in which he played 4 a key role in Republican campaigns for President of the United 5 States, United States Senate, the South Carolina Senate, the South 6 Carolina House of Representatives, and numerous local offices, 7 winning an unprecedented percentage of contested races; and 8 9 Whereas, Luther and his wife Drea reside in Lexington and are 10 blessed with three children: Trey, Melissa, and Patton; and 11 12 Whereas, we congratulate Luther P. Byars on his new position as 13 State Director for the Office of United States Senator James W. 14 DeMint and thank him for his continued service to the State of 15 South Carolina and the South Carolina Republican Party. Now, 16 therefore, 17 18 Be it resolved by the Senate: 19 20 That the members of the South Carolina Senate, by this resolution, 21 express their appreciation to Mr. Luther P. Byars of Lexington for 22 his distinguished service to the State of South Carolina and the 23 South Carolina Republican Party. 24 25 Be it further resolved that a copy of this resolution be forwarded to 26 Mr. Luther P.
