UNICEF-BCO : TERMS OF REFERENCE (TOR) Job Title and Level: Programme Officer (Gender and Development), NOB Section: Representative’s Office Duration: 364 days Duty Station: Dhaka 1. Purpose of Assignment:

UNICEF’s work on gender equality is guided by the Gender Action Plan 2014-2017, which advances gender equality and the empowerment of women and girls in key areas of UNICEF’s work. The GAP identifies four targeted gender priorities – ending child marriage, promoting gender-responsive adolescent health, advancing girls’ secondary education and addressing gender-based violence in emergencies – and elucidates the gender dimensions within each of UNICEF’s seven strategic outcomes areas. Additionally, the GAP includes indicators for measuring the success of UNICEF’s gender programming and outlines steps to strengthen UNICEF’s institutional effectiveness in promoting gender equality throughout its programmatic work.

In accordance with the standard set to implement the Gender Action Plan which requires increased and dedicated Country Office capacity on gender, the Bangladesh Country Office had created a post of Gender and Development Specialist within the Representative’s Office to support the CO on gender programming and also to coordinate all efforts around the targeted gender priority, ending child marriage.

Since the establishment of this post in the Country Office, it was noted that the complexity and extent of programmatic work requiring gender capacity and expertise is vast, given that work on gender-responsive programming was not undertaken in BCO over the years. The capacity assessment on gender conducted in 2015 revealed that programme staff do not have technical knowledge or understanding of gender, are not sufficiently aware of UNICEF’s GAP, and are not informed of gender-responsive programme strategies and approaches. This has meant that providing technical support to programmes, coordinating the ending child marriage programme (which was in its early days in 2015), and ensuring that the office produces evidence and data related to gender has required intensive and continuous engagement on the part of the Gender & Development Specialist. In parallel, the Gender and Development Specialist has also engaged extensively with external partners and the government sectors to position UNICEF as a recognized UN agency with credibility on gender and women’s rights work.

UNICEF Bangladesh’s role within the development sector in the country recently resulted in the organization being elected by the government and development partners to be the country Co-Chair, along with the Ministry of Women and Children Affairs, of the Local Consultative Group (LCG) on Women And Gender Empowerment (WAGE), which is a formal government and donor consortium where priority advocacy and policy issues related to this sector are deliberated and acted upon. This consortium was traditionally co-chaired by the Representative of UN Women who performed a coordination and technical role along with the Ministry, in order to push forth an adequate agenda on gender and women’s empowerment, while a separate dedicated international staff within the organization was managing the operational work related to the consortium’s affairs (includes: coordination with agencies on implementation of key initiatives that have been identified, organization of quarterly meetings, ensuring regular documentation and archiving etc.).

Given that UNICEF will now be co-chairing the LCG WAGE with the Gender and Development Specialist being the Co-Chair along with the Ministry, and the fact that with the new Country Programme, there is an increased focus on gender programming work within the organization, including management of the Ending Child Marriage programme which is being operationalized at a larger scale from 2016-2018, it will not be possible for the Gender and Development Specialist to manage and operationalize the work as a single staff member. UNICEF’s reputation on the LCG WAGE is critical as it involves the government and donor partners, and to serve as the Co-Chair where UNICEF will have to perform the de-facto Secretariat’s role for the consortium, it is important to have at least 1 national staff along with the Gender Specialist to ensure that UNICEF is able to deliver on expectations. Thus, this TA position is expected to largely perform the role of the Secretariat for the LCG WAGE, as well as support the Gender and Development Specialist to ensure that UNICEF is well positioned with partners in Bangladesh, both government and non- government, as an organization that is strong on gender responsive programmes and women and girls’ empowerment issues.

7. Major duties and responsibilities:

1. Support and serve as the Secretariat for the LCG WAGE group while UNICEF is the Co-Chair  Support the Co-Chairs in setting the agenda for the meetings, in conjunction with other development partners who are members of the group.  Ensure proper documentation of the LCG WAGE consortium, including filing and dissemination of quarterly meeting minutes, report preparation of all LCG WAGE supported events (international women’s day, 16 days of activism against VAW etc.), compile relevant programme briefs related to gender from different member organizations etc.  Under the supervision of the UNICEF co-chair, liaise and consult with UNICEF programme sections, government and other external partners (civil society, NGOs, private sector) to identify and include them in the consortium initiatives in order to raise the profile of the group as an advocate on women’s empowerment and gender rights.  Liaise with the UNICEF operations section as needed to ensure smooth implementation of LCG WAGE related activities within UNICEF premises and also external LCG WAGE related events. 2. Support effective programmatic implementation of UNICEF’s gender target priority on Ending Child Marriage  Support the Gender and Development Specialist in monitoring programme implementation on ECM against the use of the HQ Canada funds at the 5 field office level. Liaise with Chief of Field Services or responsible programme implementation officer to ensure that funds are being utilized in line with proposed strategy note and action plan.  Support Knowledge Management of the ECM project, which includes conducting at least 3 field visits per quarter for the purpose of documentation of lessons learnt, good practices and other interesting stories from the field on the ECM project. 3. Support quality and support monitoring and reporting  Support the Gender and Development Specialist in the review of high value proposals and PCA’s related to ECM, adolescent health, secondary education and gender based violence in emergencies to ensure appropriate integration of gender priorities, expertise and budgeting.  Assist the GAD Specialist in working with the M&E and planning section, and sectoral teams to ensure that gender- responsive indicators and performance benchmarks are being included, routinely monitored, analyzed and utilized at the country-level; oversight over reporting.

4. Facilitate knowledge management, sharing, and partnerships on gender  Keep updated on the global gender strategies, initiatives and events and in close collaboration with the GAD Specialist, ensure the dissemination of gender-related tools and guidance. Share other gender-related knowledge with key office staff for their attention and learning. If necessary, support the documentation and sharing of the CO's experience in gender programming and implementation and lessons learned.  Under the supervision of the GAD Specialist, collaborate with other UN agencies and partners to enhance gender results at the country level. When required, represent UNICEF in external meetings on gender, including with sectoral networks, partners, government counterparts, donors, the Regional Office, and the UNICEF BCO CMT meeting on gender.  In collaboration with the Innovations Specialist, develop a concept note and operational plan for rolling out innovations related to ECM, and other gender-specific ones that are selected by the office as effective for the new CPD.

8. Qualifications or specialized knowledge/experience/competencies required for the assignment:

Education: University degree in the social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), public health, public policy, public administration, international development, or in an area relevant to UNICEF’s sectoral work (e.g. Health, Nutrition, WASH, Education, Child Protection, Social Inclusion, HIV/AIDs, etc.). Academic credentials in gender are a strong asset.

Work experience:  At least 2-3 years of demonstrated expertise on gender in at least one of the key issue areas—on targeted priorities or gender mainstreaming that are the focus of UNICEF’s Gender Action Plan.  Demonstrated track record in supporting the design, implementation, management and delivery of results on gender and development, especially at country/field level.  Experience in rigorous research and analysis, including quantitative research methodologies, and monitoring and evaluation; specific work on gender related indicators is desirable.  Experience in coordinating programmes with a range of government and development partners.  Proven experience in ability to connect sectoral issues and programmatic approaches on gender will be an asset.

Language requirements:  Excellent spoken and written skills in both English and Bengali is necessary.
