OHIO TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING September 8, 2010

CALLING THE MEETING TO ORDER – The regular monthly meeting of the Ohio Township Board of Supervisors was called to order by Chairman, Herb Hartle, on Wednesday, September 8, 2010 at the Ohio Township Municipal Building.

The meeting was opened with the Pledge of Allegiance

Mr. Hartle asked the secretary to note the presence of all three supervisors, Herb Hartle, Jim Reid and Tom Beatty.

PUBLIC HEARING - Mr. Hartle asked if any of the residents or representative were present in favor of the PRD modification along Kensington Road in the Cobblestone Plan. This modification would extend the existing property lines 10ft. into the current rear yard setback of 30 ft. for 143 and 145 Kensington Drive. Ryan Homes has placed trees and evergreens to provide some privacy for all homeowners affected by this modification. After consideration, Mr. Reid made a motion to accept the PRD Modification. Mr. Beatty seconded. Motion was carried unanimously.

COMMENTS FROM THE CITIZENS – Philip and Kathleen Deringer, 233 Crawford Road, expressed their concerns regarding speeding on Crawford Road and their concerns about the type of residents living in the old Malatak Personal Care Home.

Erica O’Dell and Mrs. Miebach, 223 Grandview Avenue, expressed their concerns regarding speeding on Grandview Avenue now that it has been paved.

APPROVAL OF THE MINUTES – Mr. Hartle announced that the minutes were posted on the bulletin board. There being no corrections, Mr. Beatty made a motion, seconded by Mr. Reid, to approve the minutes as posted. The motion was carried unanimously.

TREASURER’S REPORT – Mr. Sullivan read the treasurer’s report for the month of August. Mr. Reid made a motion, seconded by Mr. Beatty, to approve the treasurer’s report as read. The motion was carried unanimously.

INVOICES DUE FOR PAYMENT - Mr. Sullivan read the total invoices due for payment are $153,722.89 which covers checks #12667 to #12815 (PNC Bank), and Checks #4079 to #4100 for the total $5,188.55 (EIT Refunds).

POLICE SUMMARY – Chief Micklos read the police summary for the month of August as follows: The Ohio Township Police Department responded to 202 calls. 16 Alarms, 12 Suspicious Circumstances, 6 Fires, 1Animal Complaint, 5 Traffic Accidents, 16 Medical Emergency/ Assistance Calls, 39 Traffic Citations, 6 Traffic Offenses/Parking Problems, 7 Lockouts, 5 Motor Vehicle Accidents, 4 Criminal Mischief, 4 Domestic Disturbances, 81 Miscellaneous Calls. The Chief also reported several thefts of electronic equipment stolen out of cars throughout the township and surrounding municipalities over the Labor Day weekend.

FIRE REPORT - Chief Frazier submitted the emergency and fire report for the month of August as follows: The Ohio Township Fire Department responded to 18 calls. 6 Vehicle Crashes, 6 Fire Alarms, 1 Transformer Fire, 1 Carbon Monoxide Alarm, 1 Structure Fire, 1 Vehicle Fire, and 2 Natural Gas Odors.

PLANNING COMMISSION – The minutes of the August Planning Commission meeting are posted on the bulletin board.

ADMINISTRATIVE REPORT – Pennsylvania residents now have even larger incentives to upgrade their non-electric residential heating systems to help them conserve energy and save money. The Pennsylvania Home Heating Equipment Rebate Program now offers rebates ranging from $250 to $1,000 to replace furnaces, water heaters and boilers with more efficient ENERGY STAR-rated models.

The Allegheny County Health Department has reported that during the first 6-months of 2010 the number of rabies-infected wild animals in Allegheny county, most particularly raccoons, has again decreased below those recorded in 2001. They feel that at least some of this decrease can be attributed to the USDA wild raccoon rabies vaccination program started 8 years ago.

Both on-land and aerial baiting will continue this year. The vaccine within the fishmeal pellets or fish oil sachets, when consumed by raccoons, results in their developing antibodies to the rabies virus.

MANAGER’S REPORT – There was no manager’s report.

PUBLIC WORKS REPORT – Mr. Reid reported the road crew is completing the paving of Grandview Avenue. The audit of the Liquid Fuels 08-09 was recently completed and there were no findings. A contract with Morton Salt for Option Year 1 (9/1/10 to 8/31/11) was executed for a price of $59.10 per ton.

RECREATION REPORT - Park Rentals for the month of September – 1. Park Rentals for the month of October – 2. September Health and Wellness Program will be held on September 15th at 1 pm. and the topic is Simple Changes you can make for healthier eating habits. Grandparents Day at the Park went well and all in attendance had a great time. Community Day went well and the fireworks were postponed to Sunday due to weather conditions. Ohio Township 5K Walk & Run will be held on September 11th. Abrakadoodle art programs start September 22, 2010. Meditation Workshop will be held on October 16th from 1:00 pm to 3:00 pm. Preschool Story Time will be held on October 6th at 9:30 am. The Recreation Newsletter will be going out to residents at the end of September, check out some of the new programs this fall. The new programs include: kid’s indoor free plan, holiday cooking classes, Saturday craft classes, Exploring the natural arts classes, aerobic dance fitness classes, yarn time knitting and crocheting, mommy and me fitness class, teen dance class, learn to sew and shadow boxing workout hour.

UNFINISHED BUSINESS – None.

NEW BUSINESS – None. Mr. Hartle did mention that the 2011 Uniform and Non-Uniform Minimum Municipal Funding Obligations (MMO) were recently completed.

SOLICITORS REPORT – None.

CORRESPONDENCE – Mr. Sullivan reported we received correspondence for the FEMA Restudy and Countywide Mapping Project FY 2009 – Flood Insurance Study and Flood Insurance Rate Map for Allegheny County. There is also an Update of Comcast news from Frank Polito. Anyone wishing to read the update may come to the Township office and request a copy.

ADJOURNMENT – There being no further business, Mr. Beatty made a motion, seconded by Mr. Hartle to adjourn the meeting. The motion was carried unanimously.

The meeting adjourned at 8:25 p.m.

The next monthly meeting will be October 4, 2010.
