1 Investment Conditions

1.1 Location, Area and Population

√ Mielec is situated in the north-west of Podkarpackie Province, on the flat land of the western section of the Sandomierz Valley. The area of the town covers 47.36 square kilometres and is inhabited by about 61.8 thousand people.

√ The River Wisłoka flows along the west side of Mielec and joins the longest river in Poland, the Vistula River, about 18 km far from the town.

√ The location of Mielec is convenient from the point of view of communication:

● two significant road routes run through Mielec: the first one is on the north-south axis from Tarnobrzeg to Dębica and the other one is on the west-east axis from Tarnów to Kolbuszowa;

● a railway line of the north-south direction runs through the town, and in Dębica, to the south, it is connected with the east-west main international railway line (Przemyśl - Zgorzelec). However, to the north, it goes to Tarnobrzeg and Sandomierz, and then further in the direction of Radom and Warsaw.

1.2 Selected Elements of Technical, Social and Cultural Infrastructure

Technical Infrastructure

√ Mielec is a town with long and rich industrial traditions. In fact, in the 1920s, its significance became even higher thanks to the establishment of Central Industrial District. This resulted in the creation of WSK Mielec Transport Company, which made it possible for the town to develop considerably.Yet, after the company had been restructured, quite many firms were set up and they continued the aicraft production.

√ The effect of the economic changes in Mielec was highlighted by establishing EURO- PARK Mielec, a Special Economic Zone (SSE) – the first one of this sort in Poland, where activities were taken up by the companies formed as the result of restructuring of WSK Mielec Transport Company as well as by totally new firms from non-aircraft industries.

√ At present, within the EURO-PARK Mielec Special Economic Zone (SSE ) many well-known Polish and overseas companies operate, namely:

√ Apart from SSE, there is another convenience for investors in Mielec, that is, Mielec Industrial Park (MPP). The main aim of the project is to create an attractive place for running a business and investing by means of modernising and developing the present technical infrastructure as well as by creating a new one, necessary for the correct use of MPP. This initiative offers support to small and medium-sized enterprises that intend to undertake or extend some businesses within the Municipality of Mielec

√ The initiative connected with MPP has been realised in four sections. The sections ''A'' and ''C'' are part of the airport, whereas the sections ''B'' and ''D'' Wojsław are located along the road Mielec – Dębica.

√ In addition, the undertaking referring to MPP aims at building two structures of an ''IN-TECH'' New Technologies Incubator, where new research-development firms are to be located.

√ Mielec is surrounded by agricultural areas, so naturally it also performs a role of the local centre for agricultural services; the Commune's Cooperative called ''Samopomoc Chłopska'' acts in the town.

√ The number of households in Mielec depending on the basic infrastructure is as follows (approximate percentage of the population):

● sewage system - 95%,

● natural gas (from the grid) - 80%,

Social Infrastructure

√ Health Care Institutions:

● E. Biernacki Memorial County Hospital;

● Outpatients' surgeries:

- Health Care Complex – Independent Public Unit in Mielec with Specialised Dispensaries, - County Ambulance Service Station, - 18 private health care units;

● 19 dentist surgeries.

√ Mielec is the local secondary level education centre. There are a number of educational institutions in the town:

● Foreign Language Teacher Training College,

● College of Economy and Management in Mielec,

● Mielec Business School,

● Private Business School,

● 6 comprehensive secondary schools,

● 4 technical secondary schools.

The comprehensive secondary schools turn out to be very successful in the field of education:

● students win various awards and distinctions in national subject competitions,

● a high percentage of the graduates continue their education at universities,

● the Mixed Chorus of the 1st Comprehensive Secondary School in Mielec has been ranked as one of the best in Poland for 30 years. The Town of Mielec Cultural and Recreational Infrastructure

√ Cultural Artefacts:

● Municipal Culture Centre – the House of Culture (the ''Galaktyka'' cinema, art galleries);

● Exhibition-Promotion Centre;

● Municipal Library (headquarters and 4 branches);

● the Regional Museum (the Oborskis' Manor House – headquarters and the ''Jadernówka'' branch – photography department).

√ Sports, Recreation and Leisure Facilities

● The Municipal Centre of Sport and Recreation contains:

- a sports hall fitted out with full-sized indoor fields for volleyball and handball, a seating for 2,200 people, two training gyms, an indoor 25m swimming pool and complete technical back-up facilities;

- a football and athletic stadium with 2 football pitches, a 400m tartan track, a partially roofed stands for 15,000 people, a complex of facilities enabling an organisation of athletic events. In addition, under the stands there is a 60m tartan track, facilities for long jump, a gym, cloakrooms and social back-up facilities;

- asphalt sports fields for basketball and handball at Solskiego Street;

- an artificial ice-rink of 40m x 20m;

- an outdoor 50m swimming pool with 2 small recreational pools and a 50m long chute;

- tennis courts – 1 indoor tennis court in the tennis hall of 36m x 19m x 9.5m, 4 outdoor tennis courts, 3 asphalt ones and 3 brick ones;

- a skate park with full equipment;

- a playing yard for children and youngsters;

- football pitches – 2 grass ones with a cinder track and stands for about 1,000 people and 1 cinder pitch;

- a stadium at Warszawska Street – a gym hall, a grass football pitch with a cinder track and stands for 500 people, asphalt sports fields.

The Town of Mielec ● The Municipal Centre of Sport and Recreation in Mielec owns 16 ha recreational areas located in the vinicity of the main stadium, a complex of swimming pools and a sports hall. In fact, all the areas are being transformed into the Municipal Park of Sport and Recreation. Besides, the areas are equipped with the facilities enabling an organisation of local picnics, concerts and large outdoor cultural events.

1.3 Communication and Transport

Roads

√ Mielec has convenient road connections within the province and with other roads of this sort. Also, the town joins indirectly the system of national and international routes. The following roads connecting the biggest towns of Podkarpackie Province run directly through Mielec:

● No.875: Mielec – Kolbuszowa – (and then No.9) Rzeszów;

● No.985 to the north + No.871: Mielec – Tarnobrzeg – (and then No.723 and No.77) Stalowa Wola;

● No.985 to the south: Mielec – Dębica, with the crossroad (No.986) to Ropczyce and Krosno;

● No.984 + No.73: Mielec – Tarnów.

√ The nearest international road E40, connecting the German border with the Ukrainian one, runs horizontally through Dębica, about 29 km far from Mielec.

√ The nearest national road No.9 of Radom – Barwinek (the border with Slovakia) runs through Kolbuszowa, about 28 km far from Mielec.

√ The roads within the town are of good quality and assure absolutely convenient connections - they are accompanied by good auxiliary infrastructure , that is, car parks and pavements.

√ In addition, it is planned to modernise the road of Mielec – Dębica, that will soon be the main connection between Mielec and the planned A4 motorway.

Railway Lines

√ A railway line of national importance (Dębica – Tarnobrzeg – Warsaw) runs through Mielec. It indirectly joins the east-west main international railway line (Przemyśl – Zgorzelec).

The Town of Mielec Airports

√ The nearest airports are:

● Mielec Airport (within the town);

● Jasionka Airport near Rzeszów (about 50 km far from Mielec).

√ The road haulage is available almost without any limitation. Transport service is provided by the following companies:

● travellers can use the main PKS CONNEX Bus Station in Mielec or some bus stops situated at several points in the town.

● precision mechanical industry.

√ The companies that operate within the town have many-year output experience, and they are ready for undertaking production for demanding clients.

● industrial investment within the town, excluding the EURO-PARK Mielec (SSE). In this case:

- the town regularly offers a new location for production undertakings;

- the specialised units of the Municipality of Mielec and Mielec County Office give legally permissible assistance to investors in order to aid effectively the implementation of their investment projects.

The Town of Mielec 1.5.3 Trade and Services

√ Mielec has a significant purchasing potential and , in fact, is the local trade and service centre.

√ In the 1990s, the trade and service sectors developed rapidly in the town. Now, as the number of commercial demands has already been met, they undergo a gradual reconstruction in terms of quality.

√ The Special Economic Zone (SSE) and Mielec Industrial Park (MPP) make it possible to form subjects that offer a wide range of services for the companies and institutions functioning in SSE and MPP, e.g. financial, administrative, information technology, transport – dispatching and cleaning services.

1.7 Information on Allowances and Assistance Given to Investors

On the 27th of November, 2003, the Town Council of Mielec made the resolution No.X/88/03 concerning the adoption of ''the 2004 – 2008 Regional Aid Programme'' on forms and ways of granting allowances to investors. In reality, exemptions from taxes on property are the basic form of assistance given to investors and the reduction of unemployment in Mielec. Here are the types of them:

● exemption from tax on property relating to land (excluding the land belonging to the airport);

The Town of Mielec ● exemption from tax on constructions – roads and squares situated within the EURO-PARK Mielec (SSE) which belong to or are a subject to the perpetual user of the manager of the Zone, or which are used to carry out a business based on the business permit valid within the Zone;

Conditions depending on the natural and economic resources

● The strong points of Mielec favouring new investment are:

- the economic output of the companies functioning in the town already;

- the availability of the technical infrastructure;

- the labour resources representing positions adjusted to the needs of industrial investors;

- good service provided to investors by the local institutions as well as assistance given to them in the process of implementation of pre-investment tasks;

- the territory of Mielec Industrial Park are prepared for industrial investment;

- the In-Tech Incubator of New Technologies is to be formed;

- allowances granted to investors that meet certain criteria.
