Section 21720 of the 1976 Code, as last amended by 31 Act 40 of 2011, is further amended by adding a new subsection (I) 32 at the end to read: 33 34 “(I)(1) Within one hundred twenty days after the effective date 35 of this act, the State Ethics Commission shall design, develop, and 36 possess the present ability to produce a suitable photo 37 identification card for each person who registers to act as a 38 lobbyist. The identification card shall have printed on it the name 39 of the lobbyist, a color photograph of the lobbyist, and the name of 40 the lobbyist’s principal that the lobbyist represents; however, when 41 a lobbyist represents more than one lobbyist’s principal, the 42 identification card shall have printed on it the registrant’s name

[4392] 2 1 and the word ‘LOBBYIST’. The State Ethics Commission is 2 authorized to charge and retain a reasonable fee, not to exceed 3 twenty dollars, for each identification card or replacement 4 identification card issued pursuant to this subsection. A lobbyist’s 5 identification card shall expire ten years from its date of issuance; 6 however, a lobbyist shall obtain a new identification card if his 7 information materially changes prior to the card’s expiration date. 8 (2) Beginning January 1, 2017, each lobbyist shall display a 9 lobbyist photo identification card issued pursuant to this subsection 10 in a readily visible manner while engaged in lobbying at: 11 (a) the State Capitol grounds, including the office 12 buildings located on them; or 13 (b) a building that houses the principal office or residence 14 of a statewide officer or state agency.” 15 16 SECTION 2. This act takes effect upon approval by the 17 Governor. 18 XX 19
