House of Representatives Montpelier, Vermont Concurrent House Resolution H.C.R. 237 House concurrent resolution congratulating Gerald F. Conklin, P.E on his designation as the 2004 Vermont Engineer of the Year Offered by: Representatives Martin of Springfield and Emmons of Springfield Whereas, each year, the state’s professional engineering organizations designate an outstanding engineer in this state as the Vermont Engineer of the Year, and Whereas, nominees for this distinguished award are evaluated on several criteria, including their public stature, educational background, and professional engineering achievements, and Whereas, the winner of the 2004 Vermont Engineer of the Year Award is Gerald F. Conklin, P.E., and Whereas, he is highly respected among his professional colleagues and is a worthy recipient of the Vermont Engineer of the Year award, and Whereas, since 1985, Gerald Conklin has served as president and chief executive officer of Dufresne-Henry of North Springfield, which is a Vermont-based engineering, planning, landscape architecture, and environmental science firm with 300 employees and 17 offices throughout the United States, and Whereas, his extensive professional experience preceding his employment at Dufresne-Henry included the major responsibility of managing a nationwide evaluation of the U.S. Environmental Protection Agency’s (EPA) sewer infiltration and inflow program, and Whereas, Gerald Conklin’s other EPA-related assignments have included membership on the team which conducted the agency’s first value engineering study and his serving as the author of an EPA handbook on sewer system evaluation and rehabilitation, and Whereas, on February 27, during National Engineers Week, the Vermont Engineer of the Year award was presented to Gerald Conklin at a ceremony held at the National Life headquarters in Montpelier, and Whereas, Gerald Conklin was also in attendance at the State House when Governor Douglas signed a proclamation designating National Engineers Week, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates Gerald F. Conklin, P.E. on his designation as the 2004 Vermont Engineer of the Year, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to Gerald Conklin at the offices of Dufresnse-Henry in North Springfield.
