Rail franchises, concessions and their ownership, in approximate order of end dates, soonest first.

FRANCHISES The Department for Transport’s (DfT’s) aim has been three to four franchise competitions a year. Normal franchise lengths are 7-10 years, with a pre-contracted continuation for a further 3-5 years, subject to agreed criteria. Many franchises provide for an extension of 28 weeks, or longer. Northern Arriva Rail North 01 04 2016 April 2025 Term extendable by 1 year. Managed from Leeds jointly by Rail North (Deutsche Bahn) and DfT. May 2025 Next but one General Election Essex c2c - National 09 11 2014 Nov 2029 Franchise may be extended up to 28 weeks at DfT discretion. Thameside Express Caledonian Serco 01 04 2015 March 2030 Awarded and managed by Scottish Executive. Sleepers High Speed 2 Franchise, open 2026 B’ham Not known The 2013 Preparation Act refers to railway lines connecting ‘at least B’ham/Crewe access, or what? 2027 Crewe London, Birmingham, East Midlands, Sheffield, Leeds, Manchester’.

CONCESSIONS Concessions are a form of management contract. The awarding body may take the risk on some or all of the level of service provided, operating hours, staffing levels and fares. The concession holder runs the train services and stations, providing customer service and operations staff. The light rail systems shown here have physical connections with the national network, or are fully integrated as with the Docklands Light Railway. Manchester RATP Dev 01 08 2011 July 2017 Awarded and managed by Greater Manchester Combined Authority Metrolink (TfGM). Shortlist RATP, Keolis/Amey, National Express, Transdev. Preferred bidder for 10 year contract Sept 2016, award Jan 2017 Tyne & Wear Nexus 01 04 2017 Mar 2019 Managed and operated by North East Combined Authority (Nexus). Metro (DB Regio Tyne & Wear until 31 03 17) Docklands Keolis/Amey 07 12 2014 April 2021 Awarded by TfL, nominally as a franchise but with many features of a Light Railway concession. Extension option to 2023. Operator of Emirates Air Line. Crossrail MTR (Mass 31 05 2015 May 2023 TfL contract. New trains May 2017. Takes over Heathrow Connect May Transit Railway, Liv. Street - 2018. Runs Paddington-Abbey Wood Dec 2018, Shenfield May 2019, Hong Kong) Shenfield Maidenhead/Reading Dec 2019. Concession extendable by 31 mths. London Arriva Trains 14 11 2016 May 2024 Awarded and managed by TfL subsidiary Rail for London Ltd. Overground (Deutsche Bahn) Concession extendable 2 years by TfL. (MTR-Arriva until 13 11 16) Merseyrail Abellio/Serco 20 02 2003 July 2028 Awarded and managed by Liverpool City Region Combined Authority (Merseytravel). May be extended by 5 years.
