Position Title: Utility Billing Coordinator Department: Finance Salary Range: $31,000 to $46,000 Date: June 30, 2015

GENERAL DESCRIPTION This position is non-exempt with the responsibility of the utility billing operations and meter reading to include the following essential functions: 1). Utility Billing - including the analysis and interpretation of associated meter reading and billing reports, determining discrepancies and inaccuracies, handling customer questions and complaints. Involves frequent communication with the Utility Billing Supervisor in analysis of utility billing adjustments, calculations, and billing. Responsible for the efficient and timely processing of utility billing, cut-off notices, and collection of accounts. 2). Meter Reading - works closely with meter readers, analysis of effective meter reading of accuracy, trouble-shooting inaccuracies and errors, timely connection and disconnection of utility customers, as needed. 3). Other - This is a highly visible position requiring constant interaction with the public in situations that may involve conflict requiring tact, judgment, and diplomacy. Requires strong problem solving skills and excellent public relations.

REPORTING AND METRICS  Reports directly to the Utility Billing Supervisor.

ESSENTIAL DUTIES

 Calculate and prepare customer utility bills and cut-off notices in accordance with departmental policies;  Complete and maintain various billing records and documents necessary to the checks and balances to complete the billing process;  Calculate and apply penalties;  Works with local building contractors to provide flow meters for construction projects;  Calculate charges for rate changes after council approval;  Prepare delinquent listing, on/off list; and door hangers;  Checks weekly finals for refunds and processes checks on finalized accounts;  Assists in the collection and processing of payments from customers over the counter, via mail; and from other collection sites. Such payments are for installation fees or deposits, utilities, or other charges;  Communicates with citizens and other city employees regarding services, complaints; and other concerns;  Maintains records and follow ups on client issues and/or requests;  Utilizes computer, 10-key calculator, and other office machines in all aspects of work,  May be required to work after hours and;  Other projects and duties as assigned by Utility Billing Supervisor.

REQUIRED EDUCATION AND EXPERIENCE  High School Diploma or GED equivalent required. Minimum of two years of office/clerical experience with a high degree of public contact;  Minimum of two years previous experience in utility billing in a municipal setting is preferred.

KNOWLEDGE OF: (at entry)

 Knowledge of municipal services and charges or ability to learn within a relatively short period of time;  Knowledge of Red Flag Rules;  Principles and practices of general accounting;  Knowledge of customer billing and collection procedures;  Standard business arithmetic, including percentages and decimals;  Ability to post utility payments and handle cash (including making change);  Research and prepare necessary adjustments for customers for utility billing supervisor approval;  Ability to deal effectively with multiple clients in processing requests;  Ability to communicate effectively orally and in written form;  Ability to process large volumes of payment transactions rapidly and accurately;  Ability to multi-task;  Ability to learn new computer applications in a timely fashion;  Techniques for dealing with a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the phone.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS: Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer, stamina to maintain attention to detail despite interruptions, strength to lift and carry files weighing up to ten pounds and into the City vehicle; vision to read printed materials and on a computer screen, and hearing and speech to communicate in person and over the phone. Must be able to tactfully handle potentially rude or irate citizens. ADDITIONAL INFORMATION: Selected applicant must pass background investigation and drug screen.
