Honourable Governor Dr. Ishrat-ul-Ebad Sahib, Honourable Chief Justice, Justice Sabihuddin Sahib, Vice Chancellor, Dow University Prof. Masood Hameed, my colleagues, ladies & gentleman. It is my honour and privilege to welcome you here on the opening ceremony of Dowites’78 Operation Theatre Complex.

It is our good fortune that the stone laying in June 2003 was also done by Dr. Ishrat-ul-Ebad. It has taken 4 years to complete this project which consists of approx 54,000 sq. ft. of covered area on 2 floors. It has 14 operation theatres, Prof. Shafiq-ur-Rehman will be giving more details about this project.

I would like to share, briefly, the background of this project. It was the class of 1976 which after completion of 25 years of graduation decided to give back something in return to their alma mater. This class donated an Emergency Theatre to Civil Hospital. This noble effort of the class of 76 was followed by the 77 class doing the renovation of Emergency Obstetric and Gynae units.

Following this spirit a group from our class (of 1978) gathered in the house of Prof. Shafiq-ur- Rehman, Prof. Shafiq-ur-Rahman presented the idea of an Operation Theatre Complex to this gathering of friends. He had already done some home work and the projects blue prints were presented to this gathering and the estimated price at that time was calculated to be around 70 million rupees.

We debated the aspects of this project and a provisional decision was taken to print and circulate the projects brochures among class fellows and potential donors.

We organized our first fund raiser on October 2003 at Karachi Gymkhana. In this gathering we managed to raise 2.5 million.

The core team of this project during this period kept on changing except Prof. Shafiq-ur-Rahman who throughout remained the key navigator, co-ordinator and steered this venture to its completion.

Without his zeal and devotion we wouldn’t have achieved this goal.

On this occasion I would like to thank all our Donors especially Maulana Sattar Edhi Sahab, Faisal Edhi, Mr. Wali and many more, many of them do not want to be named.

In this project we have been very ably assisted by our seniors especially Prof. Tipu Sultan, Dr. Hamid Zaki, Prof. Saeeda Hyder, Prof. Manzer Saleem and other. Their experience helped us a great deal in getting this project complete.

The Civil Hospital administration under the able leadership of its Chairman has been very helpful and co-operative and despite the inconvenience caused during the Civil Works have extended all help and assistance to Dowites 78. Our worthy Chancellor the Governor of Sindh has been very helpful and has donated 27 Lac for this project. Our class’s pride the Vice Chancellor of Dow University Prof. Masood Hameed in a recent meeting held in his office was assured help in the running and functioning of the theatres.

The estimated cost of running this would be around 16-20 Lac per month. We have formed an organization which we hope will Inshallah devote itself in managing and maintaining the project. Please pray that God Almighty gives us the strength and devotion to succeed in this task.

Post Office Foundation has joint venture agreements which are assessed as A.O.P. With the introduction of the new sub-section (6B) of Section 153 of the Income Tax Ordinance 2001, this manufacturing unit’s tax liability would be on the basis of PTR (Presumptive Tax Regime). Whereas the corporate sector is immune from the applicability of the above section (which is responsible for heavy tax difference) thus making us unable to compete the market with this exorbitant tax liability.

We would request the Board to allow Post Office Foundation and its joint venture agreements to be assessed on the basis of actual profits or losses (regular assessment).

It is therefore requested that the sub-section 6B of Section 153 should not apply to any payment receive by Post Office Foundation and its manufacturing joint ventures. December 12, 2007

We would like to point out that a number of printers are not in the corporate sector. In 2007 the Central Board of Revenue issued a Circular No. 1 of 2007 (No. F.4(1)ITP/2007-EC dt. July 2, 2007) para 22 it was notified that Tax deducted on payment made to non-corporate tax payers (Individuals & AOPs) to be covered by PTR (Presumptive Tax Regime). The para reproduced below :

22. TAX DEDUCTED ON PAYMENTS MADE TO NON-CORPORATE TAXPAYERS (INDIVIDUALS & AOPs) TO BE COVERED BY PTR [Section 153(6B)]

Section 153(6A) was introduced last year which excluded all manufacturers from presumptive tax regime in respect of sale of goods. A new sub-section (6B) has been added which provides that tax deductible on sale of goods will be discharge of the final tax liability in the case of an individual and AOP being a manufacture. Thus the application of sub-section (6A) has now been restricted to corporate manufacturers only. This provision will be effective from tax year 2007.

Since a lot of our members are running their business as Proprietors or AOPs (Partnership) it is requested that like the iron and steel products the sub-section of (6B) of Section 153 should not apply to any payment received by the manufactures of printer products (Printers). December 12, 2007

After the complete survey of the press and the premises they decided that they will assign the job of printing 20 million Ballot Paper to us, in case if the P.C.P. and P.S.P.C. are unable to meet the target of printing the total quantity of Ballots Paper, Provincial as well as National.

During printing of the Ballot Papers, Army will take over the security responsibilities of the area both at Post Office Foundation Press, Golra More, Rawalpindi as well as at G.P.O. Compound in Karachi.

The Election Commission has requested to provide some space in the adjacent building of Chief Controller of Stamps to accommodate the Army Personnel from 20-12-2007 to 15-01-2008. The Army Personnel have assured us that they will take care of Chief Controller of Stamps area in their use during the period of printing of Ballot Papers.

As for our premises at Golra More there is enough space at our disposal to house the Army for its security duties.
