MARCI ANDINO, EXECUTIVE 12 DIRECTOR OF THE SOUTH CAROLINA ELECTION 13 COMMISSION, FOR ASSISTING THE GENERAL ASSEMBLY 14 WITH THE DRAFTING AND ADOPTING OF LEGISLATION 15 THAT COMPLIES WITH THE MANDATES OF THE UNITED 16 STATES CONGRESS’ HELP AMERICA VOTE ACT, AND TO 17 MAKE SOUTH CAROLINA A NATIONAL LEADER IN THE 18 AREAS OF VOTER REGISTRATION AND CONDUCTING 19 FAIR AND IMPARTIAL ELECTIONS. 20 21 Whereas, Ms. Marci Andino earned a Bachelor of Science degree 22 in Business Administration from Limestone College in 1989, a 23 Masters degree in Computer and Information Resource 24 Management from Webster University in 1991, and is a 1998 25 graduate of the South Carolina State Budget and Control Board’s 26 Executive Institute; and 27 28 Whereas, she is a member of the Executive Board of the National 29 Association of State Election Directors, and the Standards Board 30 of the Election Assistance Commission; and 31 32 Whereas, since 2003, she has been employed as the Executive 33 Director of the South Carolina Election Commission and serves as 34 the state’s chief election official where she oversees the conduct of 35 elections and voter registration; and 36 37 Whereas, as executive director, she assisted the Honorable John 38 Scott, member of the South Carolina House of Representatives, in 39 drafting and successfully passing an Act of the South Carolina 40 General Assembly to comply with the United States Congress’ 41 Help America Vote Act; and 42

1 [4185] 1 1 Whereas, the Help America Vote Act provides federal funding for 2 elections and requires each state to prepare a plan outlining how 3 the funds will be used to improve election administration, provide 4 education, and replace outdated voting technologies. It also 5 requires each state’s election director to administer the plan; and 6 7 Whereas, under Ms. Andino’s leadership: South Carolina has been 8 recognized as a national leader in the areas of voter registration 9 and conducting fair and impartial elections; electionline.org has 10 touted South Carolina as “ahead of most states” in the 11 implementation of the Help America Vote Act; South Carolina 12 was the first state to use a statewide database to maintain records 13 of registered voters; South Carolina has implemented the “Every 14 Vote Matters Every Vote Counts” education and outreach initiative 15 to educate voters on voter registration, absentee voting, and use of 16 the electronic voting system; and South Carolina has implemented 17 a statewide uniform electronic voting system throughout the state; 18 and 19 20 Whereas, it is fitting and proper for the General Assembly to pause 21 in its deliberations to recognize Ms. Marci Andino for putting the 22 spotlight on South Carolina for its success in leading the nation in 23 improving voter registration methods and the conduct of elections. 24 Now, therefore, 25 26 Be it resolved by the House of Representatives, the Senate 27 concurring: 28 29 That the members of the South Carolina General Assembly, by this 30 resolution, commend Ms. Marci Andino, Executive Director of the 31 South Carolina Election Commission, for assisting the General 32 Assembly with the drafting and adopting of legislation that 33 complies with the mandates of the United States Congress’ Help 34 America Vote Act, and to make South Carolina a national leader in 35 the areas of voter registration and conducting fair and impartial 36 elections. 37 38 Be it further resolved that a copy of this resolution be forwarded to 39 Ms. Marci Andino. 40 ----XX---- 41
