Shri Vishwesh Chaubey, Director IRICEN, welcome all the participants of the seminar. He hoped that a meaningful discussion would be held in two days and appropriate recommendation would be brought out & submitted to Railway Board.

Shri S.K. Pande ED/Track-1 & Shri Vipul Kumar ED/Track-2 from RDSO were present during the seminar and brought out certain points concerning safety and quality control which are being emphasized by Member Engineering. 1. Quality of AT weld shall be improved and portion shall also be checked at consignee end.

2. After certain nos of weld, test weld have to be taken out & tested. This is lacking in practice.

3. To improve quality of work, check list shall be prepared for each activity & process.

4. Sharp edges at the bottom of weld shall be grinded.

5. Quality control of PSC sleepers shall be improved particularly in reference of rail seat cant and strength.

6. Data feeding in TMS shall be checked and rechecked to ensure correctness of data.

7. Proper handling of 90UTS rail shall be ensured.

8. Joggle fishplate design shall be improved.

9. Proper quality of lubrication of fishplate joints shall be ensured.

10.Proper alignment shall be ensured during in situ mobile flash butt welding.

11.Proper quality of rubber pads shall be ensured.

Minutes of Agenda items

1. RAILS, SLEEPER & FASTENINGS 1.1 Whether any new defect classification is to be given in USFD other than OBS or IMR (NR)

Issue: As per manual of USFD testing 2012, page 51, the note given at the top of annexure IIA “Any sweeping signal on horizontal baseline that does not extend beyond 2.5 divisions from the left edge of the screen or vice versa shall be recorded as Gauge Corner Cracking (GCC) and not as OBS”.

Discussion: CTE/NR explained that due to note give at the top of annexure II A, following clarification required.  Whether any new classification is to be given except OBS or IMR.  If so what type of marking is to be done?  What action and classification etc. is to be done if, the GCC spreads in some length.

ED/Track-1/RDSO explained that the GCC defects are marked only in register and it is only for reference of SSE/USFD for next cycle. On further discussion, it was decided that CR & WCR shall send data of 100 locations on high GMT route to RDSO for examination & issue instruction.

Recommendation: Data of 100 location shall be send to RDSO by CR & WCR for high GMT route . RDSO to study and decide the classification in such cases. 1.2 Defect classification of rail having number of OBS defect. (NR/SER)

Issue: What defect classification/action is required to be taken if a rail is having OBS defect at 3-4 locations?

Discussion: CE/TM/SER stated that P.Way Manual and USFD Manual should specify the minimum number of OBS marking including GCC marking & scabs in single rail beyond which the rail should be classified as IMR rail.

On further discussion it was decided that CR & NR will send data to RDSO for study & issue suitable instruction if required.

Recommendation: CR & NR to send data to RDSO. RDSO to study & issue suitable instruction. 1.3 Distance of rail joint from abutment (NR)

Issue: Difference in provision of rail joint from abutment in case of fish plated joint & SWR

Discussed & Dropped 1.4 Provision of painting under liner with Epoxy paint (NR) Issue: During greasing of ERC, there is a provision for providing the layer of the Bitumen paint on the rail below the liner. However, the benefit of painting cannot be achieved as it does not dry immediately. It is seen that corrosion in rail occurs primarily on gauge face side whereas on non-gauge face side, corrosion under the liner, it is very limited. Therefore, it is suggested that one coat of epoxy paint may be applied below the liner only on gauge face side and leave it till it dries up. This will reduce the quantity of paint to be used.

Discussion: During discussion, it was decided that NR will do the trial & send report to RDSO for further examination & issue instruction if required.

Recommendation: NR can do trial & send report to RDSO for examination & issue instruction if required. 1.5 Use of composite sleepers in non standard layout (NR)

Issue: At present composite sleepers are being provided on the bridges in lieu of bridge timbers on trial basis. There are 9 No. of non-standard lay outs available in the Northern Railway on wooden sleepers for which no standard drawing is available. At present PSC sleepers are being manufactured at Khalispur sleeper plant and holes are being drilled at site as per requirement which is very costly. The use of composite sleepers in such location may be considered.

Discussed & Dropped 1.6 Surface cracks on rail top table (WCR,CR)

Issue: While investigating one of the accidents on Railway CRS/CC has noticed surface cracks in rail top table in rails which were involved in accident. CRS/CC wanted to know from Railways about safety precautions to be taken and speed restriction to be imposed in such cases.

It is seen that on W.C. Railway a survey has been conducted and nearly 44000 surface cracks on entire jurisdiction were noticed. These surface cracks are normally eliminated where rail grinding is carried out.

CTE/CR also stated that surface cracks have been noticed on rail top table in various sections at number of locations, during a survey conducted on Central Railway. About 161 rails are having such cracks in a length of about 100 km in IGP-BSL section. These cracks are shallow and could be detected only on close visual examination of rail table.

During further discussion ED/Tr/1/RDSO said that WCR & CR shall send Rail Piece to RDSO for examination.

Recommendation: WCR & CR to send Rail pieces to RDSO for examination & issue instructions if required. 1.7 Rail renewal beyond stipulated GMT (WCR)

Issue: As per IRPWM para No. 302(1)(d) the Rails shall be planned for through renewal after it has carried out the minimum total GMT as stipulated for different Rail sections.

However, if rails are continued beyond threshold GMT in track there is no guide line for safety precautions to be taken or imposing of speed restrictions on such stretches.

Discussed & Dropped. 1.8 Assessment of GMT in middle line (WCR,NCR)

Issue: The GMT of UP & DN lines are separately calculated and same is taken for deciding many track activities including decision regarding USFD testing. However, GMT on middle line is not intimated to engineering department by statistical department of Railways.

Discussion: CTE/NCR stated that, there are two major 3rd lines stretches on N.C. Railway. Statistical / Operating departments on North Central Railway could not give GMT of these 3rd lines and also could not account for their effect on GMT of the existing UP & DN lines. Instead GMTs are being calculated for UP & DN directions only. Due to their proper requirement/analysis of various activities like USFD rail-weld failure analysis & renewal decision could not be taken. Certain Railways are taking 20% GMT of UP line and 20% GMT of DN line for middle line. Therefore, there is need to issue clear cut guidelines for calculating of GMT for middle line.

During further discussion, all CTE’s were of the view that this problem can be solved if FOIS, COIS & control office application are linked to TMS. Recommendations: FOIS, COIS & control office application to be linked with TMS so as to get GMT data correctly. 1.9 Training of all SSE(P.Way) & JE (P.Way) in USFD Testing to improve effectiveness of Test checking. (SER)

Issue: All the SSE (P.Way) and JE (P.Way) should be imparted for the RDSO training to USFD testing so that they can effectively test check on outsourcing towards and also the departmentally work.

Discussion: All CTE’s were of the opinion to provide a module in refresher course of SSE & JE/P.way.

Recommendations: A module for USFD testing in refresher course of SSE & JE-P.Way be provided. 1.10 Disposal of Obsolete P.Way Materials (Class I & II) (SR)

Issue: The present practice of disposing the Obsolete P.Way materials is to advise all Divisions over the Railway and Other Zonal Railways and wait for their response to explore the possibilities for use of each material at other places. But, when a material is obsolete in one Railway, it is mostly obsolete for others also. Further, in most of the cases, the requirement, if any, from other Railways is very small and does not justify transportation, resulting in the materials not being disposed off. Keeping these materials unutilized is waste of capital investment, encouraging theft/missing, causing additional burden on the stock holders apart from loss of revenue for the Railways.

Discussion: All CTE’s were of the view that these guidelines are very old and shall be reviewed by Railway Board.

Recommendations: Railway Board to review the Guide Lines for disposal of obsolete P.Way Materials. 1.11 USFD testing of SEJs (SR)

Issue: Para 11.8 of USFD manual, revised 2012, specifies the detailed procedure for USFD testing of Switch Expansion Joints. As per para 11.9.3, it is essential to remove the bracket for carrying out USFD testing of SEJ. Hence, obtaining traffic block is inevitable, to carry out the USFD testing

Discussion: CTE/SR mentioned that it is a known fact that getting adequate line block for carrying out safety related track renewal works it self, is a difficult task in busy routes. Such is the case, getting line block for USFD testing is a remote possibility. He suggested to review and modify the provisions of manual regarding USFD testing of SEJ, considering the practical constraints as detailed above. Further, there is no mention about testing of improved/modified SEJs. Also, para 11.8.6 of USFD manual, revised, 2012, specifies the frequency of testing of SEJ as that for normal track, where as para 11.9.7 specifies the frequency of testing of tongue rail of SEJ shall be done once a year. This anomaly needs rectification.

Recommendations RDSO to study the provision and remove anomaly. 1.12 USFD testing of rails during the test free period (SR)

Issue: Para 6.6.1 of USFD manual, revised, 2012, specifies that the rails having sectional weight and grade equal to or higher than 52Kg/90UTS shall be ultrasonically tested covering gauge face and non-gauge face corner of rail head on passage of every 40GMT traffic during test free period.(25% of Threshold GMT for post 1999 rails}. However, Railway Board Ir.No.Track/21/2007/0903/7 dated 12.11.07 states that minimum one round of rail testing shall be done once in 2 years or 40 GMT, whichever is earlier, up to the test free period.

Discussion: CTE/SR mentioned that it is to be clarified whether the provision of USFD manual to be followed or Railway Board letter to be followed regarding USFD testing of rails during test free period. Correction slip to USFD manual may be required to be issued.

Recommendations RDSO check up & issue correction slip if required. 1.13 Modification to the term "Through packing" in the IRPWM. (SR)

Issue: Para 224 of IRPWM deals with the Through packing; Conventional maintenance by beater packing, covering various relevant activities. This para is apt for track with sleepers other than PSC sleepers, since PSC sleeper track is maintained only with on track machines.

Discussed & Dropped 1.14 Reviewing provision speed restriction for rail renewal & insitu welding. (ER)

Issue: During rail renewal & in-situ welding, track parameters are not likely to get disturbed. Therefore speed restriction of 30 KMPH to be imposed may be revised.

1.15 Inspection of HTS wire for manufacturing of Pre stressed concrete sleepers. (SWR)

Issue: At present HTS wires required for production of PSC Sleepers are being procured by Sleepers plants from various HTS wire manufacturing units located in different part of the country like Bangalore, Silvasa, Raipur, Vishakapatnam, Hyderabad / Secunderabad etc. Inspecting officials are required to be sent by railway to these places causing inconvience & loss of time in travel.

Discussion: CTE/SWR mentioned that as per exiting guidelines HTS wire needs to be inspected by railway officials before dispatch to sleeper plants. Depending upon orders placed by sleeper plants, officers for concerned zone, where sleeper plant is located, are required to go for HTS wire inspection to all the units. This is consuming lot of time in travelling.

To save loss of time it is suggested that irrespective of the location of sleeper plant, inspection of HTS wire can be done by nominated officers of each railway within the jurisdiction of which wire unit is located. However for such inspection a request should be sent by the concerned railway where sleeper plant is located.

Recommendation: Inspection of HTS wire shall be done by nominated officers of the railways in which the wire unit is located on the advice of concerned railways. 1.16 USFD Museum and Knowledge Centre (WR)

Issue: Rail-weld failure analysis of this railway indicates contribution of undetected flaws by Ultrasonic method amounted 18% during 2012-2013 and 15% during 2013-2014. Thus creation of USFD Museum and knowledge centre to preserved pieces of undetected flaws of rail/weld will improve the efficiency of USFD detecting & there by reduce chances of failures.

Discussion: During discussion it was felt that it was a good initiative & other railways shall also create such museum.

Recommendation: Other railways shall also create such museum. 1.17 Wheel burning occurred due to running of 58 BOX”N” wagon by inadequate loco. (ER)

Issue: Off late there has been a large number of cases of wheel burning of rails. On going into detail of the composition of load, it is seen there is a conscious practice to push 58 BOX’N’ loaded rakes by an engine which is not able to haul the load. There have been three severe cases on Eastern Railway in three divisions in the last week of March where severe wheel burning occurred and speed restriction of 10 Kmph has to be imposed till the rail was finally changed. Instruction already exists and no further action required. 1.18 Limit for foot corrosion to be raised (SCR)

Issue: The value of limit specified for foot corrosion as per para 302-(ii) shall be raised from 1.5mm to 3 mm.

Discussed & Dropped 1.19 UPLOADING OF USFD DATA (SCR)

Issue: Software for USFD has to be developed by CRIS to upload the recorded USFD data in SRT/DRT memory card directly into TMS to avoid tampering of data.

A committee already working on it & no further action required. 1.20 Expenditure on trials & experimental works. (NCR)

Issue: Railway Board has been ordering trial of new P. Way items from time to time as part of process for development and improvement. However on NCR, problem are being faced in expeditious procurement and putting the trial item in service.

Discussion: CTE/NCR stated that indents for such trial items are being vetted by finance subject to sanction by General Manager and that too after lot of pursuance. Also as trials are to be undertaken based on Railway Board orders, it will be desirable if such trials are ordered with concurrence of Finance Directorate of Railway Board for expeditious trials on Zonal Railway.

Recommendation: Board to issue clarification that either no finance concurrence required in such cases otherwise order for trials to be issued with finance concurrence. 1.21 Renewal criteria of 'D' marked rails (ECR)

Issue: There are no separate guidelines issued by Railway Board for renewal of 'D' marked rails and 'D' marked rails are renewed as per criteria laid down in P. Way manual and correction slips issued by Board from time to time on this issue. Discussion: CTE/ECR mentioned that it is noticed that 'D' marked rails are more prone to fracture and fractures are occurrinc in 'D' marked rails frequently. Therefore, separate guidelines of rail renewal for 'D' marked rails may required to be issued.

During discussion all CTE’s were of the views that study shall be carried out based on realistic data by RDSO.

Recommendation: ECR to send realistic data to RDSO to study and issue clarification it required. 1.22 Increase in stipulated progress of departmental USFD team (SER)

Issue: The stipulated progress of departmental USFD team is 1 TKm per operator. With the experience gained now by USFD teams and introduction of digital testing machine, this may be increased suitably, say by 25%.

Discussed & Dropped 1.23 Introduction of wheel probe testing in place of contact testing (SER)

Issue: Introduction of wheel probe testing in place of contact testing so that defects closed to the surface can be detected. Outsourcing agencies use immersion technique for testing where as departmental test is contact testing.

Discussed & Dropped 1.24 Power of Purchase of USFD spares to field organization ( SER) Issue: Empowerment of the field organization for purchase of spares from approved source so that the delay will be minimized for procurement of same.

Discussed & Dropped 1.25 Inclusion of hand probing in outsourcing contract of USFD ( SER) Issue: Outsourcing contract should also include hand probing so that welds and scabs which are the most vulnerable locations are also covered in the contracts.

Instruction already issued & no further action required.

2. POINTS & CROSSINGS 2.1 Non availability of standard drawing for 1 in 8 ½ & 1 in 12 Scissor cross over for centre to centre track spacing and centre to centre distance of 5.3 m (NR)

Issue: At present standard drawings are available for 1 in 8 ½ & 1 in 12 Scissor cross over for centre to centre track spacing of 4.72 m only with the increased in track centre distance from 4.7 m to 5.3 m. New drawings need to be developed.

Discussion: Any specific requirement by railways matter shall be referred to RDSO. Hence No further action required. 2.2 30 Kmph on loops having turnout taking off from inside of Curves. (WR) Issue: Criteria for turnout laid inside of curves is not provided in P.Way manual regarding resultant lead curve radius & permitted speed.

Discussed & Dropped 2.3 Speed restriction on train negotiating sequence of cross over. (WCR)

Issue: Speed restriction on sequence of cross over leading to running loops or one line to other multiple lines on negotiating sequence of cross over.

Discussed & Dropped 2.4 Cleaning and lubrication of Points. (SR)

Issue: ACS No.103 dt.1.6.07 to IRPWM para 237(6) specifies that the PWls shall be responsible for cleaning and lubrication of slide chairs of all hand operated points on their sections. For points interlocked with signals or locally interlocked points,PWls are required to clean & lubricate slide chairs from 4 th sleeper onwards" Thus the maximum burden of lubrication of slide chairs of almost all the points lies with PWI in addition to his regular maintenance.

Discussion: CTE/SR mentioned that there are points man at all stations available and it is their responsibility to ensure that all the points are kept clean without any obstructions. Point’s men are supposed to be familiar with all the points in their station and to proceed to point location in case of any urgency or any other situation which warrants clamping of points. Even now, Point cleaning registers are maintained at all stations; and Points men are entrusted the job of cleaning points on regular basis.

Prior to Issue of this ACS, Signal staff were responsible for cleaning and lubrication of all slide charirs of all interlocked and partially interlocked points and P.way staff were responsible for cleaning and lubrication hand operated points.

It is therefore suggested to modify the para 237(6) of IRPWM relieving the P.way staff from the responsibility of cleaning and lubrication of points and assign this job to pointsman. All CTE’s were of the openion to modify para 237(6) of IRPWM accordingly.

Recommendation: 3. L W R & WELDING 3.1 Measu Measurement of gap in SEJ with modified design ( WCR)

Issue: Large number of modified SEJs (T-6922) are being procured and laid in track. There are 2 gaps for measurement at SEJ. There is no proforma laid down in IRPWM for these type of measurements. Therefore, there is a need to develop proforma in IRPWM for modified SEJs.

Discussion: It is a TSC item & instructions are under issue. No further action required. 3.2 Clarification regarding classification of defective Thermit welds on major Bridges and approaches ( NR)

Issue: Different instruction regarding testing of weld as per Boards letter dt. 29/102002 & 09/05/2003 and USFD manual 2012 on Bridges & Bridge approaches.

Discussion: CTE/NR mentioned that a clarification is required that what should be the classification of defective thermit weld found during manual testing on Bridges or approaches of Bridges ie DFWR or IMRW.

Also if the A.T. welds tested on bridges marked as DFWR, then it has to be joggled fish plated with two tight clamps immediately and SR of 30 Kmph is to be imposed, which can be relaxed to normal after providing joggled fish plates with two far end tight bolts and has to be replaced within three months of detection. In case of non-removal within three months, a speed restriction of 75 kmph for loaded goods train and 100 kmph for passenger train should be imposed. But as per instructions issued vide Railway Board’s letter No. Track 1/21/99/0910/7 vol. ii dtd. 9/5/2003, any defective welds detected during testing should be removed within 24 hours. Till then, the defective weld may be provided with joggle fish plate and clamp and speed restriction of 30 kmph is imposed. Which instruction shall be followed need clarification.

During further discussion, all CTEs were of the opinion that a defective weld on Bridge or Bridge approaches weather tested by Machine or manually shall be classified as IMRW and action shall be taken accordingly.

Recommendation: Defective weld on Bridges or within 100 m on Bridge approaches shall be classified as IMRW irrespective of type of testing and action shall be taken accordingly. 3.3 Provision of Joggled Fish Plates on A.T.welded joints. ( NR,SER)

Issue: Joggle fish plates with two far end bolts are being provided at many location requiring extra two holes in 90 UTS rails. There are never chamfered & causing fractures.

Discussion: CTE/NR stated that the A.T welds are to be protected by Joggle fish plating at various locations as per instructions issued by different letters and manuals.

At most of the locations Joggled fish plates with two far end bolts are being provided resulting in creation of large number of fish bolt holes in 90UTS rails. These bolt holes are never chamfered and causing fractures.

4. LEVEL CROSSINGS 4.1 Sanction of Posts of Gateman for elimination of unmanned LCS on Group ‘A’ route on SER (SER,SCR)

Issue: Due to large no of L/C being manned, a difficulty is being faced to create post of gateman.

Discussion: CE/TM/SER mentioned that Railway Board has raised concern on existence of unmanned LCs on Group ‘A’ route (Howrah-Jharsuguda) on S. E. Railway. Elimination of unmanned LCs on Group ‘A’ route (Howrah-Jharsuguda) on S. E. Railway needs manning of 41 unmanned LCs which cannot be eliminated by any other means except manning. As such, 106 posts of Gatemen are required to be created for manning of 41 unmanned LCs. Presently; in general creation of post is being discouraged for which it may take time.

Guidelines should be issued on creation of Posts of Gateman for manning of LCs on the pattern of running staff as Gateman’s basic job is passing of Train at Level Crossing gate.

CTE/SCR mentioned that the Commissioning of manned LC’s should not be done without the sanction of gateman posts.

He also mentioned that at present Gateman posts are filled up from the incumbents of the track man category only. But the expenditure incurred on the salaries of Gatemen is charged to operating Demand head - 9-G-250. In the light of the ongoing restructuring /reorganization of trackman cadre by clubbing the categories of Trackman, Gateman, Trolly man, Keyman, Mate, & Watchman into a unified category of Track-Maintainer Ito IV, the expenditure incurred on the salaries Track-Maintainers carrying out the duties of Gatemen should be charged to the same operating Demand for which Railway Board should issue suitable instructions with the concurrence of finance directorate.

Recommendation: 1. Creation of gateman post shall be done without matching surrender on the pattern of running staff. 2. Salaries of staff doing duties at L/C gate have to be charged to operating demand irrespective of designation. 4.2 Train passing duty at level crossing gates (SR)

Issue: At present, the gate keeper duties are performed by Engineering gate keepers, at the level crossings situated in mid section, where as for the level crossings situated within the station limits, these duties are being performed by traffic gate keepers. The basic duty of gate keeper is to ensure that the LC is kept in closed conditition against the road traffic to facilitate smooth operation of train services. Thus, it is an operating job, to be assigned to the traffic department.

Discussion: CTE/SR stated that the manning of the level crossings shall be with the traffic department; where as the maintenance of lifting barriers for LCs shall be with the S& T department. At present, maintenance of LB at non interlocked LCs is being managed by S& T in some Railways like SCR, and Engineering in some Railways like SR. This shall be made uniform, assigning the job to S& T department, as existing in most of the Railways, since S& T is equipped with qualified and competent staff for this job.

It is suggested that the train passing duties at Level crossings shall be assigned to traffic department, maintenance of LB interlocked as well as non-interlocked to S&T department, thus relieving the P.way staff from these duties to enable them to concentrate more on the track maintenance for enhancing the safety.

During further discussion all CTE’s agreed that maintenance of LB shall be done by S&T deptt.

Recommendation: Maintenance of lifting barrier of non interlocked gate shall also be done by S&T branch. 4.3 Duty Roster of Gateman as “continuous” category (NWR)

Issue: working of gateman of ‘C’ class LC should be classified as ‘Continuous’ to provide justice to job being performed by him.

Can be done by Job analysis and no further action required in this case. 4.4 Norms for creation of Artisan staff such as Blacksmiths, Welders etc (SR)

Issue: Norms for creation of Artisan staff such as Blacksmiths, Welders etc are required to be issued for proper maintenance of civil engineering assets.

Discussion: CTE/SR mentioned that With large scale provision of lifting barriers in lieu of tubular gates, requirement of Blacksmith for maintenance of LC gates has increased.

Further, due to non maintenance of LC gates, failures related to LC are causing loss of punctuality. A total of 17 trains lost punctuality in 11 incidents related to LC failures in 2013-14.

Further, with large scale electrification works being commissioned height gauges provided at LC gates are also required to be maintained for which Blacksmith is required. Similarly, with adoption of long welded rails, the requirement of welder is necessary for maintaining track as all track maintenance works such as deep screening, distressing, interchanging of rails, TRR/CTR/TSR work execution and repair welding requires a qualified welder.

In view of the above, Southern Railway have finalized norms for creation of Artisan posts such as Blacksmiths and Welders. However, associate finance of Railway is not accepting these norms and wants Railway Board guidelines on this subject.

During further discussion all CTEs agreed to have a uniform guidelines for creation of artesian posts and proper reference shall be made by SR to Board for consideration.

Recommendation: SR shall make a proper reference to Board for consideration and issuing uniform guideline for creation of artesian posts. 4.5 Increasing allowance to Gatemen (NCR)

Issue: There is general reluctance in trackman to work as gateman. Therefore Gateman allowance shall be increase

Discussion: CTE/NCR mentioned that Vide Board letter No.(P&A)1-2009/SP/CE-I dated 11.09.12, all the gatemen have been allowed special allowance of Rs. 375/- irrespective of the classification of gate as difficult. However, this allowance to gatemen is very low. The gatemen has to discharge duties in adverse conditions. He often comes across harassment by road users, which sometimes leads to altercation and even man handling. He is also responsible for lodging FIR in case of boom breakage/dashing of road vehicles etc. Even in normal discharge of his duties, he has to keep a close watch on train movement to watch out for Hot Axle, Flat Tyre, Open doors of wagons etc. Exchange of private No. with ASM/Cabinman requires gateman to be literate besides being in A-3 medical category. There is general reluctance in trackman to work as gateman.

In order to encourage the trackman to work as gateman, the special allowance of Rs. 375/- be raised to Rs. 2000/-. All CTEs also echoed same views.

Recommendation: Special allowance of Gateman shall be increase to Rs. 2000/- p.m. 4.6 Provision of Road Sign Board at Level Crossings.( SECR)

Issue: Clarification required regarding provision of Road Sign Board by State Govt. or by Railways Discussed & Dropped. 5. MISCELLANEOUS 5.1 Technological Solution of patrolling. ( NWR)

Issue: Patrolling of track be done by some technological aid in place of foot Patrolling.

Discussed & Dropped. 5.2 Anomalies in staff matters- Gang Mates to be covered under LARSGESS (NWR)

Issue: Gang mate of Engineering Department is not covered under LARSGESS because of which the key men/trackmen do not want to become mates. Mates also need to be included in this scheme.

Discussion: All CTEs were of the opinion that all categories of Track Maintainer shall be brought under LARGESS scheme.

Recommendation : Railway Board shall consider inclusion all categories of track Maintainer under LARGESS scheme. 5.3 Anomalies in staff matters- Incentives to Key men. (NWR)

Issue: The Grade Pay of key men and trackmen is same i.e. Rs. 1800/- Because of this, there is reluctance amongst trackmen to become keymen. There is an urgent need to give some incentives to key men.

Discussed & Dropped. 5.4 Restructuring/Reorganization of staffing pattern of Trackmen on Indian Railways.( NWR,SCR)

Issue: Certain clarification and further orders required for proper implementation of Restructuring/Reorganization of staffing pattern of Trackman & supervisors on IR.

Discussion: CTE/NWR mentioned that vide Railway Board’s letter No. PC-III/ 2012/ FE-II/ 2 dated: 03.07.2013 the post of PWS has been merged with the cadre of JE/P. Way and now all PWS are re-designated as JE/P. Way. After merger of cadre of PWSs with JEs/P. Way, the structure of P. Way cadre gets modified. In view of this, the duties of JEs/P. Way need to be revised. The duties which were, till now, being performed by PWS will be under taken either by JE/P. Way or Track maintainer Gr.-I. This has to be decided. Further, vide Railway Board’s letter No. 2010/CE-1(Spl)/GNS/15(Pt.) dated17.08.2012, the categories of Mate, Keymen & trackmen have been revised and re-designated as Track Maintainer Gr.-I, II, III & IV. The duties of these categories should be revised and necessary amendments to manual issued accordingly. He further mentioned that as per the latest instructions issued from Railway Board, Senior Gang Mates will be placed as Track Maintainer Gr. I in the Gr. Pay of Rs 2800/-. In terms of the Railway Board’s instructions, the promotion to Track Maintainer Gr.-I has been stated to be through selection. The detailed guideline of the process of selection has not yet been received from Railway Board.

PCE/SCR also added that the issue of career progression and working conditions of Trackmen on Railways was reviewed and Restructuring/Reorganization of staffing pattern in Trackman cadre has been issued vide Railway Board’s letter No E(NG)/1-2012/PMS/1 dated 17-08-2012 (RBE No 91/2012). The existing categories of Trackmen/Gatemen/Trolleymen/ Watchmen/Keymen in Pay Band- I with Grade Pay Rs 1800/- and Mates ( P.Way) in PB-I with Grade Pay Rs 1900/- in the Permanent Way side of Civil Engineering Department of Indian Railways have been restructured, to be operated as a unified cadre of Track Maintainer from Grade-I to IV with Grade Pay varying from Rs 2800/- for Grade-I, Rs 2400/- for Grade-II, Rs 1900/- for Grade-III and Rs 1800/- for Grade-IV.

As per Para.3 of the said letter, the detailed duties/responsibilities attached to each post in the revised pattern and corresponding changes in Permanent Way Manual/Safety Manuals, training modules etc., will be notified separately by Civil Engineering Directorate. The same are yet to be issued. In the absence of these instructions, there is confusion in implementing the above restructuring orders.

He further mentioned that i) The existing staff in Trackmen / Trolleymen / Gatemen / Watchmen /Keymen categories are all clubbed and placed in the unified category of Track Maintainer. At present, the wages for the staff working in Trackman/Keyman/Trolleyman categories are charged under the head ‘Expenditure on Repairs & Maintenance of P.Way & Works’. Whereas, the wages of Gateman are charged under the head of ‘Expenditure on Traffic Expenses‘. As such, with the proposed unification of Gatemen / Trackman /Trolleyman / Keyman/watchman categories as Track Maintainer Gr-IV, clarification needs be given on this aspect for proper allocation of the heads. ii) From the instructions issued vide Board’s letter it is not clear about the placement of Keyman & Gatemen in the revised pattern. If these two categories were also placed in the category of Track Maintainer Gr-IV with G.P 1800/- in the revised pattern along with Trakman/ Trolleyman/ Watchman, lot of resistance/reluctance will be found in filling up the vacancies in these categories, as staff are reluctant in general to carry out the strenuous duties of Keyman and hard duties of Gatemen. iii) The Yard Sticks for the post of Track Maintainers in the revised pattern should be clearly issued, as the present Yard Sticks for Gateman, Trackman, Trolleyman, Mates, Keyman & Watchman are different. If all these posts are clubbed into one category of Track Maintainer Gr-IV, then Yard Sticks as well as duty lists should be clearly issued by means of correction slips to the P.Way Manual. iv) In the light of the existing instructions governing promotions of the staff, clarification also needs to be issued on the point ‘whether, employees in Track Maintainer- II category in G.P 2400/- who are just promoted from the category of Track Maintainer- III can be promoted as Track Maintainer- I immediately without observing the two (02) years residency period in the category of Track Maintainer- II. v) The mode of selection/promotion also requires to be modified as recommended by 84th TSC. vi) Percentage of Trackman Grade I & II shall be modified suitably so as to accommodate Mate, Keyman & Gateman. vii) Orders may please be issued for restoration/finalisation of all the selections (which could not be finalised and cancelled in the light of the proposed merger), so that vacancies in the category can be filled. viii) Revised duty list for the post of JE/P.Way may please be issued and corrections to IRPWM/LWR Manual (regarding assignment of work attached to post of erstwhile Sr.P.Way Supervisor) may be issued at the earliest, so that proper supervision for maintenance of track at the lower level is ensured. ix) Revised Yard Sticks for the posts of SSE/P.Way & JE/P.Way may be issued at the earliest by Board, so that, there may not be any problem in redistribution of the existing posts and also in creation of additional posts for the new assets. x) Eligibility conditions prescribed under LARSGESS needs to be reviewed and relaxed for track maintainer I to IV; Otherwise, there will be lot of resistance/ reluctance from the staff in effecting the promotion orders, which may result into non- filling up of higher grade vacancies in the cadre.

Recommendation: 1. Instruction may be issued for calculation of financial implication of merger of Sr PWS with JE based on 6th pay commission. 2. The percentage of Track Maintainer-IV shall be increase to 11% to match with existing posts of Mate & Keyman. 3. The revised instruction shall be issued for charging expenditure after merging of cadre for track maintainer working for Track work & at Level crossing to appropriate head of Repairs & Maintenance of P.Way & Works & Expenditure on Traffic Expenses. 4. The mode of selection/promotion also requires to be modified as recommended by 84th TSC. 5. The Yard Sticks for the post of Track Maintainers in the revised pattern should be clearly issued, as the present Yard Sticks for Gateman, Trackman, Trolleyman, Mates, Keyman & Watchman are different. 6. Revised Yard Sticks for the posts of SSE/P.Way & JE/P.Way may be issued at the earliest by Board, so that, there may not be any problem in redistribution of the existing posts and also in creation of additional posts for the new assets. 7. Eligibility conditions prescribed under LARSGESS needs to be reviewed and relaxed for track maintainer I to IV 8. Orders may please be issued for restoration/finalisation of all the selections (which could not be finalised and cancelled in the light of the proposed merger of Sr PWS & JE), so that vacancies in the category can be filled. 9. The residency period of 2 years for promotion on account of upgradation shall be relaxed. 10. All Railways shall advice a proper working model using revised cadre structure from Track Maintainer-IV to SSE/P.Way in respect of existing sanction strength on the Railways so that Board may issue a final model & duty list for implementation on Indian Railway. 5.5 Provision of Ex cadre allowance to SSE/JE USFD (NR)

Issue: After 6th Pay commission incentive to PWI/USFD by way of promotion in Ex cadre has stopped. He may be give special allowance as given to vigilance Inspectors.

Discussion: PCE/NR mentioned that as per Railway Board letter No. 89/Track65-III/K/82 dtd 2/6/1990 (copy enclosed), Item No. C, USFD SSE/JEs were motivated by giving a promotion on coming to USFD cadre, treating the same as ex cadre posts. But after the introduction of 6th pay commission and subsequently merging of SSE and JE grades, this monitory benefit no longer exists. Railway Board vide letter No. E(P&A)I-2010/SP-1/Gen-1 dtd. 3/1/2012 granted a special allowance @ Rs. 2500/- P.M. to vigilance inspectors. Since USFD and vigilance both are ex-cadre organization, therefore it is suggested that either on entry in USFD organization SSE/JE may be given next higher grade pay on Ex-cadre basis Or granted a special allowance of Rs. 2500.00 per month.

Recommendation: Board to expedite to issue of orders either giving higher GP or special allowance of Rs. 2,500/- p.m. to SSE/USFD. 5.6 Inspection of washable apron (NR)

Issue: Schedule of inspections along with requisite proforma for inspection of washable apron need to be incorporation in IWPWM.

Discussion: During discussion it was decided that NR & SCR will develop the Performa and submit the same to RDSO for examination & issue the same for uniform adoption on IR.

Recommendation: NR & SCR shall develop the Performa and submit the same to RDSO for examination & issue the same for uniform adoption on IR. 5.7 Restriction on reception of BLC (Container Wagons) wagons in main/ loop line having turnout 1 in 8.5. (ECR)

Issue: Cases of derailment of container flats in different yards of ECR while negotiating the cross-overs/ series of turnouts.

Discussion: CTE/ECR mentioned that there have been quite a few cases of derailment of container flats in different yards of ECR while negotiating the cross-overs/ series of turnouts. One of the major contributing factors, towards derailment appears to be the rigid couplings of the dedicated consist of 5 flats.

Due to rigid coupling (more rigid than the CBC coupling) consist of 5 flats, it has a tendency to remain straight and hence naturally exerts significant lateral force at the wheal flange level while negotiating the cross over/series of turnouts, while entering/exiting the yard. The problem gets pronounced on 1 in 8.5 turnouts, where the curvature is sharper. Similar cases of derailment have also been reported from other railways.

In view of above, it is recommended that movement of the BLC wagon (container) may as far as possible be restricted to main line/first loop with 1 in 12 T/out. RDSO may kindly be advised to incorporate this in speed certificate pertaining to BLC (container wagons).

During further discussion it was agreed that CR,WR,ECR & SR where such incidents occurred will send details to RDSO for study & issue suitable instruction.

Recommendation: CR, WR, ECR, SR shall send the report to ED/T-1/RDSO for study & issue suitable instructions. 5.8 Provision of speed Restriction on account of overdue rail renewals and machine tamping. (ECR,CR)

Issue: Due to regular maintenance/Renewal activity not being done causes the undue stress on health of track leading to unsafe condition. Therefore speed restriction be imposed in such cases.

Discussed & Dropped. 5.9 Outsourcing of track maintenance activities in term of Bd’s letter no 2011/CEDO/SR/15/O/Vol.I dated 16.12.13. (ECR)

Issue: Boards letter no. 2011/CEDO/SR/15/O/Vol.I dt. 16.12.13 regarding outsourcing of track maintenance activities beyond 20 activities has issue without finance concurrence therefore not being taken congnisate by finance dept.

Discussion: CTE/SER mentioned that as per Railway Board’s letter no. 2011/CEDO/SR/15/0/Vol.I dt. 16.12.13, it has been advised that track maintenance activities in the field should be organized through either departmental resources or through outsourcing or a combination thereof. Along with this letter a formula with example for calculating the total outsourcing to be done in equivalent trackmen has been indicated. However Railway Board Vide letter no. 2006/CE-I/GNS/3 dated 02.04.2007 has enumerated only 20 track items (identified as per para 8.10 of MCNTM report) for executing through contract outsourcing. Apart from these twenty activities there are various other activities which are to be executed through P.Way gangs.

However in case of particularly new assets and where manpower is less than the required strength, other activities of track maintenance in addition to 20 activities are required to be outsourced. Bd’s letter dated 16.12.13 does not clarify this issue. Moreover this letter has no concurrence of finance directorate of Rly. Bd. These issues need further clarification.

During further discussion all CTEs were of the opinion that we cannot always depend upon outsourcing and it shall be restored to only in emergency. For regular maintenance, in house capacity shall be built up.

Recommendation: 1. For regular maintenance in house capacity shall be built up. 2. Out sourcing shall be done only in emergency. 5.10 Problem in post creation of safety category due to bench marking (WR)

Issue: Personal & Accounts insisting on bench marking for post creation against douling/GC and matching surrender of 1:1 for the same much review.

Discussion: CE(TMC)/WR mentioned that Engg department is facing a lot of problem for post creation against Doubling/GC and for USFD staff as Personnel Deptt and Accounts Deptt are insisting to follow the bench marking criteria in such post creation of safety category. Every proposal is being lingering for long time on account of bench marking criteria.

The bench marking is solely depends upon the ETKM (which is function of GMT) of the section, whereas the requirement of Gang strength is depending on many other factors. Out of four type of activities i.e. T, R, M & S activities only T activities are dependant of GMT rest three types of activities are not depending on GMT hence their requirement cannot be linked with bench marking.

Many of major activities like Density of bridges & their maintenance, monsoon/LWR patrolling, maintenance of extremely bad formation, filth removal, security patrolling, watching of vulnerable locations etc. are such activities which vary section to section according to peculiarity of section hence requirement of manpower against such activities cannot be accessed through benchmarking.

It is not desirable to insist on criteria of bench marking (which is based on thumb rule) in case of creation of such safety category posts, as Railway Board has already fixed the yard sticks/formula for exact calculation for requirement of manpower.

Secondly the 1:1 matching surrender in case of post creation against new assets is needed to be reviewed, as we are already having short cadre for maintenance of existing assets. Post creations against new assets (which is essential to operate the new assets) is stalling and getting delayed on this account.

It is suggested that post creation for such posts where exact scientific formula and yard sticks are available should be delinked completely with Bench Marking criteria and criteria of 1:1 matching surrender in case of post creation against new assets must be reviewed accordingly.

Recommendation: 1. No bench marking shall apply to creation of post for which yard sticks are available. 2. Matching surrender 1:1 shall not be insisted upon for new assets. 5.11 Supply of two piece rain coat instead of one piece to trackmen (WR)

Issue: Provision of one piece raincoat must be replaced with two piece rain coat with luminous strips on back and front side for safety against trains accordingly.

Discussion: CE(TMC)/WR explained at present as per Railway Board specifications circulated vide “uniform circular no. 3 of 2005” one piece rain coats are being supplied to trackmen. However these raincoats are not comfortable and creating hindrance during normal working of trackmen. There is lot of resentments represented by trade unions on behalf of trackmen.

Matter was examined on BCT division of WR on trial basis in BCT- ST section (main line) and it is found that two piece raincoat is suitable and convenient for trackmen during working on track as trackmen have to bend frequently during various track activities on track and during such bending action one piece raincoat is not convenient. It is suggested that provision of one piece raincoat must be replaced with two piece rain coat with luminous strips on back and front side for safety against trains accordingly.

All CTEs agreed that two piece raincoat shall be provided.

Recommendation: Two piece rain coats with luminous strips on back and front side shall be provided to Track man in place of one piece rain coat. 5.12 Need of yard sticks for output from P-way gangs.( WR)

Issue: Yardsticks/Norms for output of various track maintenance activities being performed by trackmen should be formulated and issued so that track maintenance can be carried out efficiently.

Yard sticks can be taken from MCNTM formula, therefore no further action required. 5.13 Induction of Trackmen in to other departments (WCR)

Issue: Due to reduction in age of Track men opting for induction to other deptt, large no. newly recruited trackmen are also asking for induction to other deptt.

Discussion: CTE/WCR mentioned that vide Board’s letter No. E(NG)I-99/CFP/23 (Vol.II) dated 02.08.2012, there was provision for induction of Trackmen in to other departments. As per these provisions Trackmen in Workshops, Traffic & Commercial department is allowed up to 10% with 50% seniority and against 40% quota on bottom seniority and the age limit was reduced from 45 years to 40 years.

The same has been reconsidered by Board’s letter No. E(NG)I- 99/CFP/23 (Vol.II) dated 14.11.2013 and age limit against 10% quota with 50% seniority has been reduced from 40 years to 38 years and against 40% quota on bottom seniority reduced from 40 years to 33 years.

Due to this facility, large number of newly recruited Trackmen are asking there induction in other departments. This is causing problem in continuing the newly recruited Trackmen in engineering department even for a minimum period. There is no time limit laid down for induction in to other department, a newly recruited Trackmen can opt for this induction any time. At least time limit for such cases can be kept to reduce early movement of new Trackmen from engineering department to other department.

All CTEs also of the view that relaxation give shall be withdrawn.

Recommendation: Relaxation of age of Track Man for induction to other department from 45 years to 38 years for 10% quota with 50% seniority and for 40 years to 33 years against 40% quota with bottom seniority shall be withdrawn. 5.14 Inter Railway transfer of Trackmen (WCR)

Issue: Minimum period of service for Track men shall be specified for Inter Railway transfer.

Discussion: CTE/WCR mentioned that recently all Zonal Railway Recruitment Cells are recruiting Trackmen in large numbers. After appointment large number of Trackmen are applying for inter railway transfer. It is seen that there is no laid down time limit for asking inter railway transfer.

Initially Railway Board vide letter No. E(REP)I-06/Transfer/MISC/1 dtd. 23.10.2006 issued guidelines that the inter railway request transfer can be entertained only after serving in a parent railway for a period of minimum 5 years. The same has been relaxed from 5 to 3 years vide Board letter No. E(REP)I-06/Transfer/MISC/1 dated 28.08.2008 for Gr. ‘D’ employees. The requirement of 3 years service has been removed vide Board letter No. E(REP)I-06/Transfer/MISC/1 dated 07.11.2011. AS per present guidelines a new incumbent on first day of appointment can apply for transfer to other Railways. Therefore, there is a need to restore the instruction of 2006 where 5 years service condition was there.

All CTEs were of the opinion that 5 years period of working before inter railway transfer be restored back for trackman being safety category.

Recommendation: Minimum period of 5 years for inter Railway transfer of trackman shall be restored back being safety category. 5.15 Induction of ladies as a Trackmen in recruitment by Railway Recruitment Cell (WCR/ER/CR)

Issue: Due to large no of track women posted in gang difficulty is being faced during emergency duties and hard job like transportation of P. Way material & Rail renewals etc.

Discussion: CTE/WCR mentioned that large numbers of women are posted in gangs in different sections. P-way engineering officials are facing lot of difficulties for utilizing them for emergency duties. It is also difficult to use them for hard job like rail renewal, sleeper renewal and transportation of material etc. In some of the section total number of Trackwomen are more than Trackmen. This is a common problem in all zonal Railways.

Dy CE/TMS/ER further added that there is no differentiation in the work carried out by men and women in course of their gang duties but different standards for PET for male and female candidates appearing for recruitment in trackmen category are specified. A good number of female candidates have joined through RRC selections in previous years as trackman. It is found that these lady employees are ultimately have to be deployed for non-hardcore track maintenance duties thereby reducing effective gang strength.

CTE/CR also mentioned that a large number of ladies have been posted in various gangs on Central Railway through recent recruitments. These track- women cannot be assigned hard jobs which generally, being carried out by gangs. Further they may also not be able to do patrolling, lifting of heavy P.Way materials such as rails /sleepers etc.

All CTEs expressed that such situation exists on all railway and therefore Female candidate shall not be recruited for Track Maintainer category.

Recommendation: Female shall not be recruited in Track Maintainer categories.

5.16 Replacement of GAZ work charge post with creation of Revenue GAZ posts against new assets. (ECOR)

Issue: GAZ posts of existing assets shall be charged to revenue since work is of regular nature

Discussion: CTE/ECoR explained that every year hundreds of TKMs of new assets have been taken over by open line for maintenance by creating work-charged (WC) GAZ posts. More than 40% of the GAZ cadre is operated work charged against D&G provisions available in the Track Renewal Estimates.

Over the years, this D&G provisions have been drastically reduced and it will be difficult to sustain these WC posts further unless Revenue GAZ posts are created.

On further discussion all CTEs were of opinion that regular nature posts be converted to revenue post in place of WC posts.

Recommendation: 1. All Railways shall send proposal to Railway Board for conversion of work charged posts of regular in nature to revenue post at the earliest. 2. Railway Board shall consider the proposal of railway and approve conversion of these posts to revenue posts. 5.17 Distribution of duties of Track Maintainer I - IV (ECOR)

Issue: Implementation of the restructuring of track maintainer cadre as per RBE No.91/2012 and No. 33/2014 have been held up due to delay in distribution of detailed duties and responsibility of Track Maintainers – I, II, III & IV and carrying out corresponding changes in IRPWM, Safety Manuals, Training Manual etc. by the Civil Engg. Directorate.

The item is clubbed with item 5.4. 5.18 Signing of CRS papers for RVNL Organization. (SER)

Issue: CRS paper of project being executed by RVNL does not contain signature of RVNL authorities, absolve them of all responsibility.

Discussion: CE/TM/SER stated that Railway Board has issued a supplementary to the MOU between Railway & RVNL on the authority to process CRS papers for the projects being executed by RVNL.

Railway Board has directed that ‘CAO Organisation should process CRS papers for RVNL projects’.

In this connection, it is submitted that CRS papers of the projects being executed by RVNL does not contain signature of RVNL authorities. As such, the authorities who have actually executed the work are kept out of preview of signing CRS papers whereas the Officers of Construction and Open Line Organisation who have not executed the works are to sign the CRS papers. This practice absolves RVNL of responsibility of proper execution.

On further discussion, it was observed that RVNL does not sign the CRS paper as Railway act authorize only Railway Officers to sign the CRS papers. RVNL is not defined as railway authority as per railway act and therefore Railway act requires such suitable modification.

Recommendation: Suitable modification shall be done in railway act to define RVNL as Railway authority. 5.19 Suggestions on measurement of ballast to reduce the detention time of ballast rakes on weight basis instead of volumetric basis. (SER)

Issue: Measurement of Ballast being supplied in Ballast values be changed from volumetric to weight being reduce detention time of sakes.

Discussion : CE/TM/SER stated that PCE/SER vide letter under reference (i) has requested Railway Board to issue guidelines on quality control and measurement of ballast at originating station i.e. loading point of ballast itself for the ballast being procured from Eastern Railway ballast quarries.

Accordingly, Railway Board vide letter No: 2006/CE-II/MB/2 dated 26-04-2013 has nominated a Committee comprising CTE/Eastern Railway as member and CTE/SER as convener to look into the matter. However, till now no fruitful result could come out, although, this Railway has requested CTE/Eastern Railway to fix up a suitable date for discussion on the above subject.

Recently, CTE/Eastern Railway has informed Board that measurement of ballast should be continued to be done on the basis of cubic meter citing the advice of Member Engineering.

On further discussion it was noticed that committee of CTE/SER & CTE ER was recommended in last CTEs seminar but same has not yet approved by Railway Board. Board may approve it early.

Recommendation: Railway Board to approve committee of CTE/SER & ER as suggested in last CTE seminar. 5.20 Cumulative frequency diagrams for Curves (SR)

Issue: As per IRPWM Para 420 (2), Curve registers of groups 'A' and 'B' routes should also be provided with cumulative frequency diagrams for each curve to get a graphic idea about the condition of geometry of curve. However, now, the cumulative frequency diagram is not the criteria for realignment of curve.

Discussion: CTE/SR mentioned that as per IRPWM Para 420 (2), Curve registers of groups 'A' and 'B' routes should also be provided with cumulative frequency diagrams for each curve to get a graphic idea about the condition of geometry of curve. Recommendation: Provision of making cumulative frequency diagram for curve shall be deleted in para 420(2) of IRPWM. 5.21 Restoration of traffic on receipt of jerk/abnormal condition of track reported by loco pilot and/or guard of a train. (SR)

Issue: Para 718 of IRPWM and SR 6.07 of GRS specify the detailed procedure to be followed in case of any jerk/abnormal condition of track reported by Loco pilot and/or guard of a train. Subsequent to derailment of train no.12137 (Punjab mail) on NR, Railway board have issued a letter No.2011/CE-II/ Accident policy dated 8.5.12, containing instructions that no train shall be admitted in the block section concerned until the PWI has inspected the kilometer and certified to the station master that the section is safe for passage of trains specifying the speed restriction, if necessary. This results in heavy loss of punctuality.

Discussion: CTE/SR stated that this stipulation makes mandatory that the PWls must inspect and certify the track for allowing any train in the section, irrespective of the cause for the abnormal condition of the track. The cause may be either rail/weld failure, obstruction, cross level variation etc. In certain cases, where the jerk message is given by the loco pilots, on inspection, the track was certified for normal speed, since nothing found abnormal regarding track. In such cases, detaining the train services may result in heavy loss of punctuality.

As per SR 6.07(1) of GRS, in the absence of Engineering officials, the train with a caution order instructing the loco pilot to stop dead before the affected kilometers and after satisfying himself about the condition of track, passes over the track in question at 10 KMPH, or if he finds the line unsafe to pass, return to station in rear. If the loco pilot is not able to detect any thing doubtful, subsequent trains shall be dispatched with a speed restriction of 10 KMPH till the track is certified to be safe by engineering officials.

Since the instructions contained in the Railway board's letter referred above are different from the provisions contained in SR 6.07 of GRS, revised instructions in line with GRS are to be issued by Railway board, considering the details given above.

On further discussion, all CTE were of the opinion that as the Railway Board letter is in contravention with G&SR, it shall be withdrawn.

Recommendation: Railway Board letter is in contravention with G&SR, therefore it shall be withdrawn. 5.22 Provision of Inspection window in guard coach of LHB rakes. (ER)

Issue: LHB rakes are being introduced in a big way on all fast trains including Rajdhani & Satabdi Expresses. The guard coach of this LHB rakes do not have any trailing window making it difficult for field P.way staff to do last vehicle inspection over their sections. There is a need to suitably modify the design of the guard coach of LHB rakes.

Discussion: All CTEs were of the opinion that inspection window shall be provide in LHB rakes on guard coaches wherever not available.

Recommendation: Inspection window shall be provided in LHB rakes on guard coaches wherever was not available. 5.23 The Pway SSR to be published at the earliest. (SCR)

Issue: The USSR for P.Way items of works ie, 34 items identified in MCNTM –Man Power & Cost Norms For Track Maintenance has to be issued by Railway Board.

Discussion: All CTEs requested that USSR for P.Way items shall be issued early.

Recommendation: Board may issue of USSR for P.Way items at the earliest. 5.24 TRACK PARAMETERS WITH REFERENCE TO SPEED (SCR)

Issue: Track parameters like Gauge, Cross level, Alignment, Versines’s maintenance tolerances specified in IRPWM are not connected to speed. Hence, tolerance for the above mentioned track parameters should be connected with speed.

Discussed & Dropped. 5.25 SURRENDER OF VACANCIES OF TRACKMEN FOR CREATION OF POST OF TRACKMACHINE STAFF (SCR)

Issue: Railway board letter No.2010/CE-1(Spl)/GNS/8 New Delhi dated 26.05.2010 issues Instructions that trackman posts may be surrendered to create Track Machine posts only. Whereas, RB letter No.2004/CE-1/GNS/1 dated 18.04.2007 letter by ME specified that no surrender of trackmen to be made (being safety category) and if made, may be revoked.

Discussed & Dropped. 5.26 EQUATED KMS OF NO. OF WELDS TESTED UNDER USFD TESTING (SCR)

Issue: As of now the yardstick stipulated for USFD testing in respect of Weld testing as 30 Welds equated to one Kilometer length. But this will be accepted only if the section consists of 5RP/3RP. In case of 10 RP the no. of AT weld joints will be 16 to 18 nos and for 20 RP will be 8 to 10 nos. In some of the newly opened sections, very few AT welds exists due to welding of all joints by Mobile Flash Butt welding in the entire block section. Hence, the yardstick of 30 welds equated to 1 Kilometer requires review according to the section.

Discussed & Dropped. 5.27 ASSESSMENT OF QUANTITY OF GREASE GRAPHITE (SCR)

Issue: Correct assessment of Grease Graphite

Discussion: CTE/SCR stated that assessment of grease graphite for maintenance of PSC/LWR and BOX “N” Routes track has been done in South Central Railway for the activities mentioned below: a) ERC greasing

b) Greasing of liner contact area

c) Lubrication of gauge face of straight track on BOX ‘N’ Route

d) Greasing of gauge face on curves

e) Greasing of Points & Crossing and Turn in curves

f) SEJ’s lubrication

g) Greasing of Joggled fish plates and plate screws.

So far, the real assessment has not been done by any Railway. Based on the Circular / Manual provisions i.e. IRPWM Para No. 250(3), 427, 1411(5) and LWR 6.2.6, the frequency of greasing laid down in manual but, the actual quantity of grease required for Km/TP, P&C, SEJs, ERC/LCA and curves etc not given in manual provision.

In SCR assessment for the consumption of grease graphite for various activities has been made by a committee of JAG officers based on various field trails. On further discussion it was decided that Other Railways also to examine this issue. SCR shall make yard stick & sent to Board for adoption on all Railways.

Recommendation: 1. All other Railways also to examine the actual consumption of Grease Graphite. 2. SCR shall make yard stick for the consumption of grease graphite for various activities & send to Board for adoption on all Railways. 5.28 Access/Switching over to Operating frequency to the Walkie-talkie sets provided to Engg Supervisors. (NCR) Issue: The walkie-talkie sets presently provided to Engineering Supervisors have only one frequency on which only Engineering to Engineering both way communication is possible. But, there is no access to Operating frequency, not even for one way communication (i.e. listening)

Discussion: CTE/NCR mentioned that during traffic blocks, need is often felt to talk to Operating staff for exchange of information as well as extension/cancellation of traffic block with exchange of private numbers. Also, the Operating/Running staff may be alerted in case of any unusual noticed by the P.Way Inspection officials during their inspection, requiring suspension of traffic or imposition of SR.

At times, information about approaching trains may be required by the Inspecting officials for their personal safety viz during Push trolley inspection over sharp curve/steep gradient/cutting with poor visibility and bridges without adequate trolley refuses etc.

If the facility of switching over to operating frequency on walkie-talkies of engineering supervisors is also extended, it will not only help in avoiding train detention in case of unusual and engineering blocks, but the safety of trains as well as the Inspecting official will also be ensured. All CTEs were of the opinion that facilities be extended.

Recommendation: Facility of switching over to operating frequency on walkie-talkies of engineering supervisors shall be extended so as to ensure the safety of trains as well as the Inspecting official. 5.29 Limits of horizontal distance of platform coping from centre of track (CR)

Issue: Maintaining horizontal distance within tight limits of 10mm is difficult in field perticularly when platforms are in curve.

Discussion: CTE/CR mentioned that Para 3(i) under Chapter-II of SOD specifies horizontal distance from centre of track to face of passenger platform coping as under:

Maximum - 1680 mm Minimum - 1670 mm

Thus, there is a margin of only 10 mm in maximum and minimum dimensions. Maintaining horizontal distance within such tight limits is difficult in field particularly in curve. Maximum limit prescribed, therefore, needs a relook.

During further discussion all CTEs were of the opinion that on corves this problem can be talked by providing Ballast less Track.

Recommendation: On all curves locations Ballast less track shall be provided. 5.30 Introduction of new trains (CR)

Issue: While introducing new train in budget every year provision of Maintenance corridors are not ensured.

Discussed & Dropped. 5.31 Procurement of G- Clip (SCR)

Issue: Railway Board vide their letter No.QA/CT/ERC/Policy dated 17/02/2011 advised that items ERC Mk.V and G-Clip are not included in the Master List of approved vendors and advised to obtain the same from Track Design Directorate of RDSO. For G- Clip, the Master list of approved vendors is yet to be issued by RDSO, which may be expedited so that procurement of G- Clips in place of ERC J- clip can be initiated.

Discussed & Dropped. 5.32 Clarification regarding opening of section for goods traffic on private siding in terms of policy circular No.7 issued by Civil Engg.(General), directorate on October -2012. (SECR)

Issue: In terms of clause 11.7 of Policy circular No.7, for opening a railway section only for goods traffic, the permission can be given by the Chief Engineer (Construction) in-charge of the project, for one year without CRS sanction. However, in case of private siding, there is no clear instruction available, where the works are generally carried out by the Railway consultants.

Discussion: CTE/SECR explained that in terms of clause 11.4 of Policy circular No.7, opening of railway line only for goods traffic will require sanction of CRS and in terms of clause 11.6 of Policy circular No.7, CRS sanction is required on a new line for introduction of any rolling stock irrespective of whether it is passenger rolling stock or goods rolling stock.

In view of above, the following may be clarified:-

(i) Clause 11.7 of Policy circular No.7 stipulate that CRS sanction not required for opening a railway section only for goods traffic for one year, if permit by the Chief Engineer(Construction) in-charge of the project but clause 11.4 stipulate that opening of railway line only for goods traffic will require sanction of CRS.

In case of private siding constructed by railway consultants, who will competent to permit for opening a siding only for goods traffic for one year and process for CRS sanction and who is competent to sign joint safety certificate, track certificate and bridge certificate.

Recommendation: Railway Board may issue suitable clarification regarding competent authority for opening of a private siding only for goods traffic for one year. Discussion on items of CTE seminar 2013 held at IRICEN on 25 th & 26th April 2013.

1. Board’s orders were not received on minutes of CTE seminar 2013 except on some draft remarks from CE (G) dte. 2. All CTEs requested to expedite Boards orders on CTE seminar 2013. 3. However some items of CTE seminar were further discussed and further recommendations are placed below for consideration of Board.

Items of CTE seminar 2013 1.9 Test free period for USFD testing of rails is misnomer. (ECR)

Issue: The word “test free period” should be replaced and correction should be made as “Rails to be ultrasonically tested at every 40GMT up to 15% of the service life in GMT of rails rolled before April’1999 & up to 25% of the service life in GMT for rails rolled in April’1999 and later.

Recommendation : The name of first 25% life of rail in terms of traffic carried (GMT) may be changed to “quarter life” instead of ‘test free period’ as there is no test free period as such.

Further Discussion: During further discussion ED/Track-1/RDSO stated that it is not necessary. However all CTEs were of the opinion that Test free period is a misnomer as testing is required in this period for fatigue for rails having weight 52 kg or more and UTS 90 or more. Therefore it shall be defined as “Quarter life”.

Further Recommendation: Board shall consider recommendation of CTE seminar 2013 for changing name of first 25% life of rail in terms of traffic carried (GMT) to “quarter life”. 2.2 Review of Joint Inspection of Points & Crossings and Track Circuits. (Docket No. N/245/1/5 dated 21.04.1998) (NCR)

Issue: Instructions already exist for periodical joint inspection of all the interlocked points at all the stations to be carried out by SSE/SE/JE (P. Way) along with their counterpart of the Signal department. However, the existing standard format of NCR does not adequately incorporate S & T items to be jointly inspected. Hence, following additional S&T items are proposed to be incorporated in the joint points & crossings inspection format for a balanced and purposeful joint inspection.

Recommendation: RDSO to study the proforma for joint inspection of points and crossing and a revised proforma covering only relevant items of engineering as well as signaling department should be decided and circulated for field applications. Further Discussion: ED/Track-2/RDSO stated that Draft performa have been circulated to all Railways for remarks. All Railways shall expedite submission of their remarks to RDSO so that performa can be issued early by RDSO.

Further Recommendation: 1. Railways shall submit of their remarks on draft performa to RDSO within one month. 2. RDSO to issue perfoma early on submission of remarks by Railways. 2.8 Permissible speed in case of multiple cross-over’s

Issue: Para 410 (4) “Up-gradation of speeds on Turnouts and loops to 30 Kmph” of IRPWM specifies permissible speed on different types of Turnouts. Accordingly, 30 Kmph speed is permitted on 1 in 12 curved switch turnouts laid on PSC sleepers. However, manual is silent whether speed of 30 Kmph can be permitted on multiple crossovers i.e. when one has to go from one line to the non adjacent line. There are different situations i.e. i) when distance between two SRJs is more than one coach length; ii) when distance is less than one coach length; and iii) when SRJs are butting each other. Para 407(9)(b) stipulates that a minimum length of 50 m should be kept between two reverse curves. It further stipulates that whenever straight length between two reverse curves can neither be eliminated nor extended to 50 m, speed in excess of 30 Kmph should not be permitted, of course if degree of curvature, super-elevation and transition permits the speed. In case of 1 in 12 turnouts, there is reverse curve of 4o without transition and super-elevation with straight mostly less than 50 m. Can the speed above 15 Kmph be permitted on such multiple crossovers? There are no guidelines available on the subject. RDSO may look into the matter and issue necessary guidelines.

Recommendation: RDSO to study the problem to decide whether speed can be raised on multiple crossover of 1:12 turnout.

Further Discussion: During further discussion all CTEs were of the opinion that in general speed shall not be raised. Only in special circumstances railways can approach RDSO for raising the speed.

Further Recommendation: 1. In general speed shall not be raised in such cases. 2. Only in special circumstances railways can approach RDSO for raising the speed. 5.10 Surrender of posts & creation of posts for new assets (WCR,SCR)

Issue: In terms of Para 4.3 (7) of policy circular No. 7 a certificate is to be submitted to CRS that sanction of staff as per Railway Board’s approved formula and yard stick/ norms for all category of staff (i.e. currently approved MCNTM formula to Trackmen etc.) is available before applying for opening of the section for regular operation of goods/ passenger trains. At present, for creation of new lines / new assets matching surrender is being asked in zonal Railways and zonal Railways are facing great difficulties for providing matching surrender for creation of staff for new lines / new assets as there is no surplus safety / non safety posts which can be surrendered. WCR is having sanction strength of 11731 while as per MCNTM formula, the required gang strength worked out to be 13508. Thus there is a shortage in sanctioned gang strength as compared to strength required as per MCNTM formula. A draft letter has been issued by Railway Board vide no. 2012/CE-I/GNS/2 dated .02.2012, it is suggested to outsource activities including for new lines. Exercise has been carried out in WCR and even if all the possible activities are outsourced, still there will be shortage of manpower as per present position. Therefore additional manpower will be needed for new lines. Hence for creation of posts of new lines / new assets, no matching surrender should be asked.

Recommendation: For creation of post for opening of new section, surrenders should not be expected from existing posts of trackmen being in safety category.

CE(G) Dte remarks: Zonal Railways have been already reiterated vide letter no. 2011/CEDO/SR/15 Vol. I dated 16.12.2013 to create man power or do outsourcing as deemed necessary for all new assets and the authority lies with GM of the railway as per clause 4(2) of the Railway Act 1989.

Further Discussion: During further discussion all CTEs were of the opinion that for regular Maintenance activities normally no outsourcing shall be done. Also clear instruction shall be issued from Railway Board for implementation of MCNTM formula.

Further Recommendation: 1. For regular Maintenance activities normally no outsourcing shall be done. 2. Also clear instruction shall be issued from Railway Board for implementation of MCNTM formula. 5.11 Review of duties of Permanent Way Supervisors (PWS). (WR,SR)

Issue: It is suggested that the duty list of PWS in IRPWM and LWRM must be revised for inclusion of above mentioned duties, so that PWS can share the increased workload of sectional JEs with defined responsibility according to their pay/post/qualification. Necessary corrections in other relevant manuals/rules such as GR should also be made accordingly.

Recommendation: A committee of CTE WR, SR and NR is formed to deliberate on the duties of PWS and also yard stick of PWS (as per item no. 5.11 and 5.12) CE(G) Dte remarks: Zonal Railways have been advised to merge PWS cadre with JE/P.Way and thus PWS has to carry out the duties of JE. All the PCEs were requested to suggest a proper working model using the present revised cadre structure right from Track Maintainer Gr. IV to SSE/P.Way, so that it could be further examined and necessary instructions may be issued; but none of the Railways have given any feedback. CTEs may please deliberate and make suitable suggestions w.r.t. duties of JEs/P.Way and Track Maintainers as a follow up to Railway Board’s letter no. 2013/CE-I/GNS/29, dated 04.03.2014 to all the PCEs.

Further Discussion: During further discussion all CTEs were of the opinion that Boards to issue order for formation of committee early to deliberate the issue.

Further Recommendation: Boards to issue order for formation of committee based on recommendation of CTE seminar 2013. 5.12 Yard sticks for PWS (NWR)

Issue: At present there is no yard stick prescribed for jurisdiction of the PWS. Hence the finance department is hesitating in vetting of proposals for creation of Posts of the PWS. Hence it is proposed that proper yard sticks needs to be prescribed for proper supervision of track maintenance activities. It is suggested that one PWS shall be posted for two gangs for proper supervision.

Recommendation: Committee formed under item no. 5.11 should also look into this aspect also.

CE(G) Dte remarks: Zonal Railways have been advised to merge PWS cadre with JE/P.Way and thus PWS has to carry out the duties of JE. All the PCEs were requested to suggest a proper working model using the present revised cadre structure right from Track Maintainer Gr. Further Recommendation: Boards to issue order for formation of committee based on recommendation of CTE seminar 2013. 5.15 Suggestions to reduce the detention of Ballast Rakes and reduce workload of Sr.DEN/DEN/AEN for Measurement being done after arrival of Rakes in the sections. (SER)

Issue: This will have a smooth and uniform system of measurement and adequate quality control at the originating point of the quarries itself.

Recommendation: Committee of CTE SER and ER will put up the recommendation to the Railway Board.

Further Discussion: During further discussion all CTEs were of the opinion that Boards to issue order for formation of committee early.

Further Recommendation: Boards to issue order for formation of committee based on recommendation of CTE seminar 2013. 5.19 Promotion to Gang Mate – Issue of LARSGEES. (CR,NR,NWR)

Issue: It is suggested that post of Gang Mate should also be included in the list of staff eligible for guaranteed employment to their ward under LARSGESS scheme.

Recommendation: Mates may be included in the LARSGESS.

CE(G) Dte remarks: In terms of Railway Board’s letter no. E(P&A)-1/2001/RT/2 (KW), dated 02.01.2014 Drivers and Gangmen were identified on Indian Railways to be given benefit of LARSGESS. Subsequently, a few other categories were also added by Railway Board under this scheme; but Drivers and Gangmen continued to be in the list.

Railways may check up, if the benefit is being availed by all the GPs in Driver category on the basis of letter of 2004; same logic will apply for LARSGESS benefits to all the categories of Trackmen, presently re-designated as Track Maintainer Gr. IV, III, II, I.

In any case, if due to the interpretation of rule, the candidates suitable for Gangmate (now Track Maintainer Gr.I) are not willing to their promotion for availing the LARSGESS for their wards, next suitable candidate should be considered for promotion as per extant rules.

Further Discussion: During further discussion all CTEs retreated that Mate shall be included in the LARSGESS.

Further Recommendation: It is retreated that Mate shall be included in the LARSGESS. 5.21 Provision of Special Allowance/Grade Pay to JE/P. Way working in USFD Organization. (NR)

Issue: It may kindly be suggested that: (i) On entry in USFD organization SSE/JE may be given next higher grade pay on Ex-cadre basis. OR (ii) Rs. 2500/- per month may be added in is salary as allowance.

Recommendation: Railway Board to allow either of the incentive to the PWIs who are working in the USFD organization.

CE(G) Dte remarks: Railways should make a reference with proper suggestions and views of both the Federations, so that it may be deliberated in Board and a proper decision taken.

Further Discussion: During further discussion it was brought out that special allowance is already given to vigilance inspectors of Rs 2500/-. Same rule can applied to USFD organisation being in Ex cadre post.

Further Recommendation: A special allowance is already given to vigilance inspectors of Rs 2500/-. The Same allowance can be given to USFD JE/SSE being in Ex cadre post. 5.23 Monsoon period for coal loading in wagons (WCR)

Issue: Vide corrigendum no. 5 to rate circular no. 28 of 2011, the monsoon period for coal loading has been revised as 1 July to 15 August. But in WCR the monsoon gets effective from 15 June to 30 September. By reducing the monsoon period vide correction slip no.5, the period from 16 June to 30 June & 16 August to 30 September no restriction is there while in these days there are rains and increase in load due to water is noticed.

Recommendation: Railway Board to review the monsoon period stipulated vide rate circular no. 28 of 2011. It should be made realistic

Further Discussion: All CTEs mentioned that monsoon period shall decided based on monsoon on all India level as wagon can travel throughout India and therefore the period shall be defined from 1st June to 31st Oct.

Further Recommendation: Monsoon period shall be revised from 1st June to 31st Oct on all India bases.
