Background and Context The Estates Directorate offers a range of services including Estates Management and Development, Maintenance, Car Parking, Cleaning, Portering and Security. The directorate is responsible for a range of over 71 University buildings both academic and residential totalling over 150,000 square metres over a 108 acre site. Security sits within a multi- disciplinary team of security and portering services reporting to a Team leader and managed overall by a Facilities and Security Manager.

The security team work across the full campus and student residences covering a range of buildings including offices, workshops, laboratories and lecture theatres. Duties include preventing all types of crime, patrolling the campus, staffing the control room and utilising CCTV to prevent and reduce crime, carrying out basic maintenance and cleaning services; supporting both the Portering team and wider Estates Directorate; ensuring buildings and property are secured, providing good customer care; car parking assistance and enforcement; helping to ensure efficiency of service and ensuring health & safety guidelines are met.

Specific Duties and Responsibilities of the post

The post holder will be responsible for ensuring that Security duties are undertaken to the agreed timescales and standard. As a member of the Security Team, the post holder will help provide a full range of security services across the whole University, in order to ensure the safety and security of people, grounds, buildings and their contents. The ability to effectively manage potentially confrontational security situations is essential. The post involves working effectively with a diverse range of customers including appropriately referring vulnerable students for which mandatory training will be provided.

To ensure the smooth running of the campus the postholder may be required to work a five out of seven day week, including bank holidays. They will need to be flexible with regards to hours of work to support business needs.

The postholder may be required to work anywhere across the University.

Overall Purpose of the Role The role holder will:  Work as part of the Securities Team to deliver service provision to staff, students and visitors. They will have sufficient knowledge of the work gained through experience and on-the-job training. Work under direct supervision. The work carried out is of a routine nature.

Main Work Activities

Communication

 Deal with enquiries from staff, students and visitors, including issuing visitors with University publications  Operate the radio control base plus three telephones, including the University emergency line  Report faults, defects and damage and support the maintenance helpdesk and utilise Planon (a Facilities Management ICT system for which training will be provided)  Complete and maintain accurate records, liaising with Police and staff across the University  Work within established processes and procedures with minimum day to day supervision under the guidance of a line manager  The role requires relevant knowledge of security gained through experience and on- the-job training.

Teamwork and Motivation

 Under the guidance of a team leader, where necessary provide day-to-day support to other members of staff including members of staff new to the work area.  Work flexibly across both Portering and Security  Work as part of a team to assist with Health and Safety issues e.g. clearing of snow/ice in winter and the spreading of salt/sand on roadways and paths.  In the absence of the Line Manager responsible for implementing fire or incident procedures.

Service Delivery

 Monitor and log all incidents and response times against Service Level Agreements completing all necessary paperwork and reporting to the line manager  Operate the Report Centre including related paperwork, CCTV monitors and recorders.  Managing disturbances including in the bars, Halls of Residence and student houses including responding to out of hour’s complaints from private residents regarding student behaviour e.g. noise and ensuring the information is appropriately referred. 1* Responsible for traffic control, directing visitors, enforcing car parking regulations and issuing fines for illegally parked cars. 2* Being familiar with and having a working knowledge of the intruder alarm and fire alarm termini, and respond accordingly. Checking of various hazardous areas in laboratories which use lasers, chemicals and radiation

Community Operative (Security) Band 2 April 2015 Version 1 3* Escorting police, ambulance and fire services around buildings to the scene of the incident, and undertaking crowd and traffic control  Taking responsibility for ensuring that people in buildings out of hours are authorised and have the appropriate keys  Taking responsibility for enforcing the University rules - eg no cycling on footpaths, no skateboarding on campus  Being familiar with the location and having a working knowledge of the different types of water pumps, which have to be transported to the scenes of incidents in the event of flooding  Patrolling of the 108 acre main campus including playing fields, main teaching buildings, Sports Centre, together with approximately 170 student houses  Checking for security problems throughout the buildings – eg burst pipes, over-heating equipment  Preventing all types of crime, and working closely with colleagues and the police  Dealing with demonstrations and providing personal protection for controversial speakers and VIPs  Arranging emergency out of hour’s accommodation, communicating with newly arrived international students and ensuring correct payment prior to accommodating.  Security of all student houses including, securing at the end of semester, re-opening rooms, serving banning letters, eviction orders and assisting with evictions from University property.  Responsible for opening and securing buildings and the Kyle compound as required.  Movement and logging of lost and found property and equipment for disposal/recycling  Responding to radio calls promptly, using appropriate radio etiquette and ensuring continuity of response throughout the shift.  Respond to emergency requests for cleaning of premises and basic maintenance as directed, removal of rubbish and monitoring on the site.

Work Environment  Manual handlings and the safe use of equipment, chemicals and workplace safety  Support reception in accurately recording and managing the issuing of keys and take responsibility for the master key when on duty  Driving of University vehicles including the Security vehicle, for which drivers are responsible for completing the mileage book, basic maintenance, valeting and correct use of the University vehicle fire extinguisher.  Drive, load and unload vehicles including chauffeuring University Officers/VIPs and transportation of valuables, including, cash, paintings, silver and the mace, both locally and long distance.  Act as a first aider when required.  Support fire alarm and emergency lighting testing and equipment checks and keep accurate records.  Deal with emergencies to set standards and procedures  Identify and report faults, defects or damage using existing procedures.

Additionally the post holder will be required to:  Fulfil the employees’ duties described in the University’s health and safety policies and co-operate with the health and safety arrangements in place within the department. May be required to undertake specific health and safety roles on request e.g. Display screen equipment assessor, first aider, departmental safety officer, fire warden  Show a commitment to diversity, equal opportunities and anti-discriminatory practices. The post holder must be:

Community Operative (Security) Band 2 April 2015 Version 1  Capable of patrolling a large area on foot, responding to incidents and emergencies across the campus quickly by foot,  manual handling of large and bulky objects (training provided)  Willing to spend the majority of time working outdoors including in inclement weather, working flexibly on a 5 over 7 contract including bank holidays.  Willing to undertake any additional duties in line with this post.
