TERMS OF REFERENCE FOR NATIONAL TECHNICAL WORKING GROUP ON PREVENTION OF HIV AND AIDS IN TANZANIA

INTRODUCTION

The national Technical Working Group ( TWG) on prevention of HIV and AIDS in Tanzania is to be established in response to a growing body of evidence which supports the need to urgently address issues related to prevention of HIV and AIDS which it seems since we started the ART programme less effort is put and this weakness create alarming situation . Access of prevention services to the population is limited, yet the diseases does not have cure, hence prevention remains as critical. This scarce prevention services need to be drastically scale up to reduce the dramatic increases of new cases.

In order to effectively address the HIV and AIDS prevention, a comprehensive and coordinated effort to systematically address the emerging and pandemic disease is of paramount important. This task will require collective effort and experts technical advice, and it is for this reason that the National Technical Working Group on Prevention of HIV/AIDS is to established.

The function of the TWG are in line with the Goal and Objectives of National Multisectoral Strategic Framework , National HIV and AIDS Policy and HIV/AIDS Act 2007 , DPGs – TACAIDS agreement in implementation of NMSF and UN Family programme on HIV and AIDS . The TWG will assist the TACAIDS in the Coordination of National Response in line w2ith NMSF 2008-2012. The TWG will mainstream the function of prevention in National Strategy

OBJECTIVE OF TWG

To assist the TACAIDS to coordinate and guide policy and programming on Prevention of HIV and AIDS in Tanzania

1 THE ROLE AND RESPONSIBILITIES OF TWG

The roles and responsibilities of TWG are as follows:

 To support development of National strategy for Prevention so as to operalinasation the NMSF under thematic Prevention  To identify and build partnership among key stakeholders involved in prevention of HIV and AIDS  To assist in developing policies on effective intervention for prevention of HIV and AIDS  T o provide strategic direction for national planning in specific area of prevention  To provide expert advice for research , programme development and scale up of interventions in line of f principle of Universal access  To assist dissemination of strategic information and best practices  To assist resources mobilization for HIV and AIDS PREVENTION activities  To Review progress report s submitted by stakeholders with view to collect data and inform programming.  Any activities to assigned by The DPGs –TACAIDS Working Group

MODUS OPERANDI

To achieve the above functions the TWG will meet regularly on quarterly basis. Monthly meetings, if indicated, will be considered for the first period to ensure the rapid start of the process and to implement activities in a timely fashion

The TWG will determine its method of work including consideration of:

2  Appointment of small groups to work on specific a reason prevention  Contracting consultants for specific task s in different fields relating to above functions  Consulting Stakeholders  Convening Workershops and Meetings  Any other method of work as deemed fit with TWG

COMPOSITION OF TWG

Membership to the TWG is granted to organization, which selects an individual to represent it at the TWG meetings The TWG will be made o up of voting members representing g the key relevant sectors

The sectors represented on the TWG shall be Government, United National Agencies, Multi and Bilateral development Partners, NGOs, Community based Organizations, and International NGOs.

The TWG will be composed of:

1. Government - TACAIDS, MOHSW, RESEARCH INSTITUTIONS , ACADERMIC INSTITUTIONS PMO - RALG 2. UN FAMILY : WHO, UNAIDS ,WB 3. Development partner ( To be identified) 4. NGOS local and International 5. CSO 6. 1 representive form PHLWA 7. Representive from the council 8. Representive from the Community

3  The TWG will function under the overall coordination of and leadership of the TACAIDS ---DPGs working Group which works under the Leadership of TACAIDS  TWG will be Chaired by TACAIDS  Every effort will be made to ensure that the TWG membership includes people with in depth understanding of prevention and HIV nexus  Membership to TWG is for a term of three years. At the expiry of , a member may be nominated by sector to serve another term ( However max two term only)  Non attendance : The membership of a member who fails to attend three successive meetings of the TWG will be terminated

THE TWG SECRETARIAT

The TACAIDS will Secretariat to the TWG

The responsibilities of TWG Secretariat are as follows:

 Coordinate TWG and its Committees , Prepare draft agendas , prepare minutes and distribute them  Record the TWG decisions obtained from approved minutes  Distribute guidelines and best practices documents

 Carry out other functions as specified in the TOR by TWG

EVALUATION OF TWG

The TWG will carry out periodic self assessment of its performance and / or an indecent external review of its performance as decided by TWG
