APPENDIX 4 TO ANNEX C TO CFC OPLAN (KOREA) 9518 X-XX SPECIAL OPERATIONS

1. Situation

a. Enemy. Annex B.

b. Friendly

(1) Friendly Military Forces: Annex A, ROKA emphasizes ground forces. The South Korean Army is quantitatively superior only in armored personnel carriers, armored fighting vehicles, and helicopters. South Korea is quantitatively superior in surface combatants, but North Korea outclasses the ROK in every other category. The ROK navy consequently would rely heavily on an U.S. carrier battle group based in Japan for early reinforcement.

(2) Civilian Agencies tasked to support special operations. Annex A.

(3) Applicable Command Relationship Agreements. Annex J.

(4) The US Defense Representative (USDR) will continue Security Assistance Training Programs (SATP) through the employment of technical and training assistance teams.

2. Mission. On order, CFC conducts Foreign Internal Defense (FID) operations in Korea.

3. Execution

a. Concept of Operations

(1) Phase I, Alert and Staging and Phase II, Establish Intermediate Staging Base(s). The intent is to minimize risk in this operation, prevent and deter escalation, and achieve US national security objectives without committing significant numbers of US conventional forces.

(2) Phase III, Decisive Combat and Phase IV, Lodgment and follow-through. COMJTF Korea employs SOF to support conventional military operations.

(3) Phase V, Posthostilities and Redeployment. Assist in transition of SOF mission from JTF Korea to South Korea military forces and redeploy.

(4) Deception Support Required IAW TAB A to Appendix 3 to Annex C this OPLAN, CFC directives, and JTF Korea OPLAN.

b. Tasks

(1) USSOCOM

(a) Provide SOF and SOF-unique logistics and operational support.

(b) When directed, deploy forces to Japan and South Korea.

(c) On order, designate Commander JSOTF. Deployed SO forces OPCON to CFC and JTF Korea.

(d) Conduct special operations (SO) in support of NEO operations to protect property and US personnel.

(e) On order, conduct counterterrorism operations.

(f) On order, conduct collateral activities.

(2) JSOTF (COMSOCSKorea)

(a) If activated by COMJTF South Korea, deploy to South Korea and establish operational JSOTF headquarters for the conduct of SO in the theater of operations.

(b) On order, conduct SO and direct action (DA) operations to provide early warning and other critical intelligence to JTF Korea.

(c) On order, conduct SO to support the joint and combined defense of South Korea; conduct special reconnaissance (SR) to provide surveillance; conduct DA to interdict LOCs; disrupt movement of belligerent forces, and divert as many belligerent forces as possible to local area security missions.

(d) On order, conduct DA operations to interdict belligerent forces, C3 systems, logistics infrastructure and support facilities, and LOCs.

(e) Conduct SO including psychological operations (PSYOP) in support of joint and combined operations.

(f) On order, conduct SO to support theater consolidation objectives and humanitarian assistance efforts and aid early redeployment of US conventional forces to home base.

(g) Be prepared to conduct counterterrorism operations to preclude, preempt, and resolve terrorist incidents.

(h) Upon deployment, conduct liaison with United States Defense Representative, South Korea.

(3) Provisions for C2 Structure. Annex J and K.

(4) Provisions for Staff and Liaison Elements. Annexes J and K.

b. Administration

(1) Reports. IAW USPACOM SOPS.

(2) Disposition of Detained Personnel, EPWs, and captured Equipment.

(a) Detained personnel and/or EPWs will be evacuated to the nearest EPW collection point when feasible. Captured equipment will be turned over first to the JTF Korea J-2 and then transferred to the South Korea forces consistent with tactical situation. Equipment and supplies, except medical, will be destroyed to prevent use by belligerent forces. 5. Command and Control
