KILTARLITY COMMUNITY COUNCIL
Minute of Meeting held on 22 March 2012. The meeting started at 07:30 and ended at 09.00

ACTION
1. Welcome & Introductions The Chairman welcomed everyone to the meeting.
2. Approval of Previous Minutes The minute of the meeting of 16TH February 2012 were approved. Proposed – Ron MacLean Seconded – Sandra Johansen
3. Matters arising from previous minutes Drum Ba Windfarm Project – Chairman met his counterparts of Inverness West & Kilmorack Community Councils to discuss a joint Chairman approach for Pre-examination meeting (PEM) at the Kiltarlity Village Hall.
Potholes- Some potholes have been filled in temporarily.
Drum Ba and Community Benefit – Mr Ron Maclean represented KCC at Ron Maclean the workshop held on 19th March and gave feedback (including a copy of the Policy for Onshore Developments) to all Members. Mr Maclean will advise Mr Charles Stephen, Ward Manager that KCC are happy to operate within Highland Council Policy while seeking to have it amended in detail and will ask Ward Manager to open a negotiation and report back to KCC..
Dog Mess – Posters about dog fouling will be designed by P6 Secretary Tomnacross Primary School children for display in and around the village.
Aird and Loch Ness Ward Forum (Bus Services) - This was attended by Ward Manager some Members of KCC and Mr Charles Stephen, Ward Manager and notes on the key points will be distributed by Mr Stephen.
Purchase of extra strip of land for Lairs – The landowner does not want to provide land for a cemetery extension as there should be space in the two old cemeteries. It was agreed to place the matter in the hands of Highland Council. Kiltarlity/Kirkhill Boundary Secure a legible boundary map from the Ward Manager. Mr Sheriffs

4. Planning Applications No planning applications received.
5. Treasurer’s Report No changes were reported.
6. Beauly/Denny Powerline Waterman Consultants approached The Highland Council about the Chairman installation of a temporary bridge alongside Bruiach Bridge, Kiltarlity to cope with the loading implications of taking the weight of heavy plant (mobile cranes). KCC are not in favour of this proposal. Chairman to respond in writing to Ward Manager.
A concern was raised about access for walkers along a Core Path and other Cllr. Davidson well used paths being restricted or blocked by work on the project. Cllr. Davidson to ask the Access Officer (Stewart Easthaugh) to contact Mrs Greenlaw to discuss this.
7. Correspondence 7.1 Beaufort Barn Dance 14/04/2012 @ 19h30 Ann Gloag is holding a Beaufort Barn Dance on Saturday 14th April at 19h30. Tickets are £20 and is for over 14’s only. Under 18’s must be accompanied by an adult. Funds raised are in aid of Balcraig Foundation. Tickets are obtainable from Denise McCleary 01783 633497.
7.2 Young Start A new fund aimed at unlocking the potential of Scotland’s children and young people has been launched by the Big Lottery Fund. Funding will Cllr Wood help projects that encourage young Scots aged 8 to 24 to be confident, healthy, connected and enterprising. Young Start will award grants of between £10k and £50k for up to two years and is aimed at third sector organizations – voluntary organizations, community groups, social enterprises, housing associations, sports organizations, cooperatives and charities. 7.3 ASCC (Association of Scottish Community Councils) ASCC are holding a conference entitled Learning from the Past – Preparing for the Future in Dunblane on Wednesday 18th April from 10h30 to 15h30. Interested parties should contact [email protected]. (transport from specific locations may be available). Reservation form is available from the Secretary.
8. AOB 8.1 Cycle Path An application to extend/make a cycle path up to Lovat Bridge was rejected Community due to financial constraints. Request funds from the Leader Programme Group. after the Easter break.
8.2 Beauly – Bunchrew road Cllr Drew Hendry reported that following an audit on the stretch of road between Beauly and Bunchrew (A862), improvements will be made to the road condition, including speed adjustments, new signage and law enforcement.
8.3 Signs on footpath Take a walk to Black Burn to establish whether the signage “Country Walk Secretary & Mrs 1km” is correctly positioned and report back at next meeting. Johansen
