MINUTES OF THE LLANELIDAN COMMUNITY COUNCIL MEETING HELD ON THURSDAY 6 TH JANUARY 2011 1 IN THE VILLAGE HALL, LLANELIDAN AT 8.00 P.M.
PRESENT: Councillors John Brooks (Chairman), Hugh Evans, Raymond Powell, John Roberts, Iola Jones and the Clerk.
1. APOLOGIES: Councillor Hywel Lloyd.
2. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING. Members confirmed the minutes of the Council meeting held on 4th November 2010 as a true record and signed by the Chairman.
3. MATTERS ARISING FROM THE MINUTES. A. Darren Millar, Assembly Member for Clwyd West provided Council with letters for distribution for the Llanelidan residents regarding the Welsh Assembly Broadband Support Scheme. B. Adrian Walls, Highways Information Manager of Denbighshire County Council confirmed that the County’s Footpath Inspector will investigate the concerned paths raised by the Community Council. C. Councillor John Roberts agreed to make enquiries if local residents are interested and qualify in becoming the Youth Leader of the Llanelidan Youth Club before informing Denbighshire County Council.
4. REVIEW OF THE CLERK’S SALARY. After some discussion the Members resolved to increase the Clerk’s salary to £1,000.00 per annum from 1st April 2011.
5. COUNCIL’S 2011/12 PRECEPT REQUIREMENTS. After some discussion the Members resolved on the 2011/12 Council’s Precept requirement of £19.50 per dwelling within the Community equating to £2,904.00.
6. FINANCE. A. Bank Balance - £2,897.04. B. Final 2010/11 Precept Receipt - £984.00. C. Bill Payment – AON Ltd – Annual Insurance - £363.01. D. Bill Payment – Shaws & Sons – Register of Members Interests - £41.92. E. Following the return of the Annual Return for the year ended 31st March 2010 from Hacker Young, External auditors, the Members re-confirmed the annual return under Regulation 88B of the Regulations.
7. PLANNING APPLICATION. Conversion and refurbishment to form 1 dwelling including demolition of existing vestry/boiler room and erection of two storey extension to Capel Seion and 1 & 2 Capel Wesley, Llanelidan – Members raised no objections to the application. 8. CORRESPONDENCE. A. the Clerk circulated the Members with information on Denbighshire County Council’s Standards Committee has a Town/Community Council Representative Vacancy. B. the Clerk circulated the Members with the Denbighshire County Council’s Customer Services contact details. C. A number of reports were received for information purposes.
9. ANY OTHER BUSINESS. A. the Members resolved that the Clerk writes to the Royal Mail Sorting Office in Ruthin regarding the non delivery of mail in the recent bad weather during December. B. the Members resolved that the Clerk writes to Denbighshire County Council regarding the following issues within the Llanelidan Community:- 1. Blocked Public Footpath at Garth-y-Groes. 2. Blocked culverts on the Waen Rhydd Hill and Pen Cae Hill. C. Councillor Hugh Evans agreed to deal with the priority roads within the community for capital spending in the 2011/12 financial year with Denbighshire County Council.
10. NEXT COUNCIL MEETING – Thursday 3rd March 2011 in the Village Hall, Llanelidan at 8.00 p.m.
