2 EXECUTIVE SUMMARY
The 2013-2016 Marion County School District (MCSD) Technology Plan focuses on improving student achievement through maintaining and increasing the use of technology enhanced curriculum. In order to accomplish this task, teachers and administrators need to be trained and supported in planning for and using technology in the classroom. This plan addresses the needs for improvement to the delivery of operational services through the Common Core State Standards.
To accomplish this increased use of technology in the classroom, the plan calls for upgrades in both the infrastructure and equipment. Through E-Rate funding the MCSD is able to provide Internet and telecommunications service to all school sites. Telephones and cell phones are available from this funding. Additional bandwidth, infrastructure, upgrading and maintenance of our existing technologies will be necessary to meet the new Common Core and Online Testing requirements.
The needs of our district are collected from several sources, including MOTE surveys and self-made surveys to assist us in designing workable methods for accomplishing our goals. This plan is divided into four main categories. Each category is shown below with their respective goals. Teaching and Learning Goal I: All schools will integrate technology into all aspects of curriculum and instruction. Goal II: All students will become proficient with Technology in accordance to the Mississippi Technology Standards. Goal III: All students and teachers will have equitable access to high quality educational content and resources. Educator Proficiency Goal IV: All teachers and administrators will be qualified to use technology for instruction by meeting the Mississippi Technology Standards. Goal V: Improve educator proficiency by incorporating technology into the curriculum. Leadership and Support Goal VI: All sites will utilize an up-to-date reporting and accountability system to make data- driven decisions and perform the necessary operational tasks. Goal VII: Increase the involvement of parents, business/industry and community members in education through the use of technology. Environment and Infrastructure Goal VIII: All members of the learning community will be connected via a telecommunications infrastructure that provides secure broadband capacity and network connectivity for Internet and other technological resources to every classroom and office in the district. Goal IX: The District Technology Department will evaluate and continue to improve effectiveness and proficiency within the technology infrastructure.
The MCSD’s Technology Plan will serve as a guideline to assist teachers and administrators in utilizing technology to improve student achievement. Students must acquire the skills to think, research, question, and collaborate in order to be successful leaders of tomorrow. Educational technology integration is a critical step in adhering to the required standards of the Common Core curriculum.

5 Marion County School District Technology Plan – 2013 - 2016 VISION STATEMENT
The use of technology in today’s society has become both essential and common practice in everyday life. Students in Marion County School District must have an increased knowledge of technology and its impact on their future. As such, Marion County School District believes we must increase the use of technology in all arenas of the school operation in an effort to create a community of technical learners. All students and staff must be competent in using the tools of technology to obtain information, to communicate, and to solve problems. Students must acquire the skills and technical knowledge that will enable them to become gainfully employed and contributing members of society.
The variables that the Marion County School District will include in its technology integration design will include: extensive planning and implementation, curriculum and support services, a continuous program of academic to technical concentration, ongoing professional development, an array of instructional delivery methods, adequate planning from school administrators
MISSION STATEMENT
It takes a deliberate and careful design to effectively integrate technology in education. In order to fulfill our vision, the Marion County School District has assumed the responsibility for producing the following members of the learning community: Students who are prepared to function in a technologically advanced society. Students will be guaranteed multiple opportunities to utilize technology as an integral part of education. Teachers who integrate technology throughout the curriculum based on specific student needs and learning styles to ensure all students learn. They function as coaches, mentors, advocates, and managers of information. Teachers will acquire the knowledge and skills necessary to integrate technology into their curriculum and address students’ specific needs, developmental levels and learning styles. Administrators who function effectively and efficiently in data management allowing more time and resources to be focused on student education. Technology will enable school administrators to communicate more efficiently with the entire learning community. Community members who are partners in learning with the Marion County School District. The district will come to serve as a central resource for community members to learn computer skills and gain access to the vast array of information available through current technology.
6 Marion County School District Computer Acceptable Use Policy
The Marion County School District (MCSD) offers currently enrolled students, faculty and staff access to the school computer network through computer labs, networked and stand-alone computers. District technology equipment is provided for use in fulfilling curriculum objectives and quality enrichment activities. Personal electronic devices are not to be connected to the District network. This includes, but is not limited to personal computers, laptops, tablets, smart phones, and MP3 Players.
The MCSD is in compliance with the Children’s Internet Protection Act (CIPA) and will comply with any additional state and federal regulations that pertain to technology use within the district and through use of the MCSD network infrastructure and servers that is forthcoming from the local, state and federal regulatory agencies.
The Children’s Internet Protection Act (CIPA) is a federal law enacted by Congress to address concerns about access in schools and libraries to the Internet and other information. Among many other things, it calls for schools and libraries to have in place appropriate electronic filters to prevent children and adults from accessing and viewing inappropriate Internet content. For any school or library that receives discounts for Internet access or for internal connections, CIPA imposes certain requirements. The MCSD receives these discounts for Internet Access through the E-Rate program and is therefore must be in compliance with CIPA. COMPUTER NETWORK AND INTERNET USE RULES Students and school personnel are responsible for good behavior on the school computer networks just as they are in a classroom or in a school hallway. Communications on the network are often public in nature. General school rules for behavior and communications apply. Within reason, freedom of speech and access to information will be honored. In compliance with CIPA 2008 updates, all students (K-12) will be educated about appropriate online behavior, including interacting with other individuals on social networking websites, in chat rooms and in cyberbullying awareness and response. When using the Internet, all students will be closely monitored to prevent students from accidentally or otherwise accessing inappropriate material. Computer access is a privilege, not a right, and is provided for students and staff to conduct research, fulfill course requirements, and communicate with others when appropriate or authorized. Access to network services is given to students and staff who agree to act in a considerate and responsible manner. Signed parental permission is required for all students. All faculty and staff using the district’s Internet access must sign a written contract. Network administrators may review network storage files and communications to maintain system integrity and ensure that users are using the system responsibility. While user files will not be examined without good cause, users should not expect that files stored on school computers will always be private. The MCSD will fully cooperate with local, state or federal officials in any investigation related to illegal activities conducted through any MCSD Internet account. All users are expected to abide by the generally accepted rules of Netiquette. These include (but are not limited to) the following: Be polite. Do not be abusive or be “bullying” in your messages to others. Use appropriate language. Do not assume that email is secure and/or confidential. Never send anything that you would hesitate to have viewed by others. Respect other people’s privacy regarding mail and files. Do not reveal personal address or phone numbers, or those of students or colleagues. Keep paragraphs short and to the point. Be mindful of spelling. Check email regularly and delete unwanted messages as quickly as possible. NETWORK SECURITY – CIPA COMPLIANCE
7 Marion County School District Technology Plan – 2013 - 2016 Users have the responsibility to use computer and network resources for academic purposes only. Therefore, as mandated by CIPA, filtering and monitoring will be utilized on all computers accessing the Internet. Free email sites are blocked for all users. Faculty and staff must use District provided email and students will have access to Gaggle email. The District is required by the State to archive (keep on file) all email going in and out. This is due to past litigations involving email and requirements for the District to produce email copies when requested by the courts. Activities using the computer network in violation of Local, State, Federal or MCSD policies are strictly forbidden.
Students will not respond to unsolicited online contacts or reveal personal identifiable information over the network unless it meets District-approval (examples: ACT Registration, Scholarships or College Applications). This includes information about themselves as well as information about anyone else.
MCSD staff is prohibited from disclosing personal information about students on websites. Although teachers and other district personnel may reveal personal information about themselves over the network, they are strictly forbidden to disseminate any student information electronically to any source that has not met district approval. Information that is considered personal includes but is not limited to the following: student’s full name, home address, Social Security number, personal telephone numbers, and any information relating to their health. Because there are additional prohibitions with which users must comply, non-compliance with these regulations will result in disciplinary and/or legal actions taken by the MCSD authorities if deemed necessary. There is absolutely no expectation of privacy on the MCSD network. Activities at any workstation or transmission and receipt of data can be monitored at anytime both electronically or by staff members. This includes the transmission and receipt of email, email attachments, Web browsing and any other use of the network. Prohibited activities include, but are not limited to the following: Using the network to transmit, or retransmit copyrighted material (including plagiarism). Accessing, transmitting, or retransmitting threatening, harassing, bullying (cyberbullying) obscene and pornographic or trade secret material or any material deemed harmful to minors. Using the network to access, transmit or retransmit language that can be considered defamatory, abusive or offensive. Using social networking sites, chatting, or blogging unless associated with a specific curriculum related activity. Users of the MCSD network are forbidden to access, transmit, or retransmit information that could cause danger or disruption, engage them in personal, prejudicial or discriminatory attacks or that harasses or causes distress to another person. Users of the district network are forbidden to access transmit, or retransmit material that promotes violence or the destruction of persons or property by any device including but not limited to firearms, explosives, fireworks, smoke bombs, incendiary devices or other similar material. All users agree to report any accidental access of any of the aforementioned material to the appropriate school authority so that the district can take steps to prevent similar future access. Using the network to download, upload or store large files such as music and video that are not directly related to projects or activities that are a part of the school curriculum. The use of flash (thumb) drives is limited to data storage only. No executable files of any type may be transferred to district property. Re-sending email chain letters or engaging in any spamming activities where bulk mailings of unsolicited email are sent. Damaging computers, computer systems, or computer networks (hardware or software). If a student maliciously damages MCSD technical equipment in such a way that requires service or repairs, the parent/guardian of the student is responsible for providing all expenses incurred for those services, grades K-12.
8 Deliberate or careless action that damages the computer’s configuration or limits the computer’s usefulness to others. Downloading unauthorized software on school computers/networks. This includes students, teachers, staff and administrators. All software installed on district computers must be installed by the Technology Department and only after the proper licenses or authorizations for use have been acquired and verified. Creating, uploading, or transmitting computer viruses, worms or other disruptive software code. Making any attempt to defeat computer or network security on the district network or any other client, server, or network on the Internet. Hacking or attempting to gain access to unauthorized areas of the district network or the Internet is prohibited. Invading the privacy of other individuals. Using another person’s password or account or providing his/her password to another person. Trespassing in another’s folder, work or files, in the attempt to use others’ work to “cheat” on assignments, tests, or any class work. Intentionally wasting limited resources. Using the network or school computer for unauthorized commercial, private, personal purposes or political lobbying. Any activity harmful to or reflecting negatively on the MCSD community. CONSEQUENCES OF POLICY NON-COMPLIANCE Violation of this AUP (Acceptable Use Policy) may result in the denial, suspension or cancellation of the users’ privileges as well as other disciplinary and/or legal action deemed appropriate and imposed by the school administration, district administration and/or local, state or federal law enforcement officials. Other action not specified above may include but are not limited to monetary restitution, school suspension or expulsion, detention or any other action deemed appropriate by the administrative authorities.
In grades K-12, students in computer-based classes may be removed from the course for the duration of the semester or school year if found by administration to be intentionally in violation of the Acceptable Use Policy. Reinstatement procedures will be individually addressed.
Any disciplinary action that is a result of an alleged violation of this policy can be appealed through the normal channels provided by the disciplinary policy of the MCSD.
Signatures at the end of this document are legally binding and indicate the parties who have signed have read the terms and conditions carefully and understand their significance.
TERMS AND CONDITIONS FOR USE OF THE MCSD NETWORK.
All users of the MCSD’s network and Internet access are required to adhere to the district’s Internet Acceptable Use Policy (AUP). The policy describes in detail the purpose of the district’s network and the rules governing its use. If a parent does not want their child to have access to the Internet or Internet services provided by the district, they must obtain and complete a Refusal Form and return to your child’s Principal. This form will have to be completed each school year. Please realize that this action will make enrollment in certain classes impossible. All users and the parents of all student users are required by the MCSD AUP to sign a contract stating that they will abide by the policy while using the district’s computer network resources. All users, including faculty and staff, must be aware that misuse of the network facilities could result in disciplinary action by the MCSD officials including termination of employment or legal action by local, state and/or federal law enforcement officials. It is, therefore, incumbent upon all who sign the Internet Use Contract to carefully read the district AUP and understand what is expected and the penalty for non-compliance.

The contract is a legally binding document. All users of the Marion County School District’s network and Internet access are required to adhere to the district’s Internet Acceptable Use Policy (AUP). The attached policy describes in detail the purpose of the district’s network and the rules governing its use. All users (Grades 4 – 12) and the parents of all student users are required by the Marion County School District AUP to sign a contract stating that they will abide by the policy while using the district’s computer network resources. All users, including faculty and staff, must be aware that misuse of the network facilities could result in disciplinary action by the Marion County School District officials including termination of employment or legal action by local, state and/or federal law enforcement officials. It is, therefore, incumbent upon all who sign the Internet Use Contract to carefully read the district AUP and understand what is expected and the penalty for non- compliance.

I understand that if my child breaks the rules, he/she will be punished based on the type of rule broken just as it is with any other school activity. 14 BACKGROUND
Marion County School District Technology Department has continued to grow due to funds via ARRA, E2T2 and School Improvement. This influx of equipment affected the infrastructure of our district and required immediate attention to current technology, software, infrastructure and bandwidth. The Technology Director and staff are committed to building and maintaining the infrastructure of the Marion County School District to a network that will support the goals of our district. Our school sites are connected to our district office through gig fiber. This move was made possible through E-Rate funds in 2010. This enabled our district to provide centralized servers and management and instructional programs which could be shared throughout the district. Currently we are connected to the Internet through 35 megabit pipe. Because of the additional programs and services we are offering our students – we continue to find bandwidth to be an ongoing issue.
TECHNOLOGY NEEDS
Marion County School District has an active technology committee comprised of teachers, school administrators, central office administrators, a student, parents, and community leaders. Meetings are scheduled for a minimum of once a semester with communications being exchanged regularly between members. In order to prepare an effective 2013-2016 technology plan, members studied the current plan goals to determine what had been accomplished, what should be continued, and what should be added to the new plan. Several surveys were used to assess our technological needs and goals. They were evaluated to determine a baseline for our new technology plan. Also influential in the development of our technology goals, were findings from the current Mississippi Online Technology Evaluation (MOTE) survey, which was completed by all district administrators. Current district and state test score data was collected and evaluated to determine areas of high need. E-Rate and Federal funds will be collaborated with the district’s technology plan and reflect the technology plan’s goals.
Data collected from surveys reflect the following: Teaching and Learning Goal I: All schools will integrate technology into all aspects of curriculum and instruction. Teachers need more training on how to use the technology already on site and new equipment and software being considered for implementation. More pcs need to be provided in learning centers and labs to increase student/pc ration. Goal II: All students will become proficient with Technology in accordance to the Mississippi Technology Standards. Providing more online courses and evaluations for students and faculty. Goal III: All students and teachers will have equitable access to high quality educational content and resources.
15 Marion County School District Technology Plan – 2013 - 2016 The alternative school and Special Education Department need to upgrade and maintain student pcs and technology equipment in order to provide more opportunities for access to online resources.
Educator Proficiency Goal IV: All teachers and administrators will be qualified to use technology for instruction by meeting the Mississippi Technology Standards. Teachers and administrators want/need more training on technology. Teachers want to continue to receive CEU’s for training. Goal V: Improve educator proficiency by incorporating technology into the curriculum. More computers needed for student use. Continually maintain and/or upgrade technology equipment (including projectors) needed in classrooms. Leadership and Support Goal VI: All sites will utilize an up-to-date reporting and accountability system to make data- driven decisions and perform the necessary operational tasks. Keep student information up-to-date and easily accessible. Provide connectivity of student data and other student resources. Goal VII: Increase the involvement of parents, business/industry and community members in education through the use of technology. Web site needs maintaining. Put more information about our District online for teachers and community. Maintain online grade book and attendance data to assist in keeping parents informed of child’s progress - ActiveParent Maintain Parent Notification telephone system needed to keep parents abreast of school activities, absentees, emergencies, etc. Environment and Infrastructure Goal VIII: All members of the learning community will be connected via a telecommunications infrastructure that provides secure broadband capacity and network connectivity for Internet and other technological resources to every classroom and office in the district. Continue to make sure data is stored, backed up and secure. Continue to filter and provide virus protection for the District. Continue to monitor and increase bandwidth and infrastructure to support new technologies and meet new Common Core State Standards. Repair and upgrade existing drops in the classrooms. More drops are needed in several buildings across the district. Switches to support these drops will be needed. District-wide wireless is necessary in order to accommodate new wireless technologies being used in classrooms and by teachers and administrators. Goal IX: The District Technology Department will evaluate and continue to improve effectiveness and proficiency within the technology infrastructure. Quicker support needed for classroom issues. Technology provides unlimited possibilities and opportunities to help every teacher and student to be successful. Integrating technology seamlessly into the teaching and learning process is critical if learning and not technology is going to be the focus. Marion County School District wants to help teachers learn to accept technology into their classrooms and view the Technology Department as an instructional allies in their quest to provide every student with the skills they need to succeed in college and today’s workforce. Collaboration between the Technology Department and educators will be essential to meet CCSS requirements.

Although Marion County School District (MCSD) has made considerable advancements in connecting all of our learning sites to the world-wide web, challenges still lie ahead. The Marion County School District (MCSD) has developed a plan to improve educational opportunities, security, communication and productivity for all stakeholders. The Marion County Technology Plan is adaptable and based on the current needs of the district. 28 TECHNOLOGY PLAN EVALUATION
Evaluating the impact of educational technology in our school district is an ongoing process. The evaluation process will address the implementation of the overall technology program’s goals and objectives - improving teaching and learning through the integration and use of technology. The core planning team will meet each semester to review this evaluation and will also evaluate the execution of the technology plan itself. During these meetings any modifications that need to be made to the technology plan or the budget will be developed and the modified plan will be presented to the School Board for approval. This document is designed to be an adaptable plan through yearly reviews and modifications. The issues of accountability, quality, impact, sustainability, and lessons learned will be analyzed for each of the four main areas (Teaching and Learning, Educator Proficiency, Leadership and Support, and Environment and Infrastructure).
Data will be gathered for the purpose of plan evaluation through mixed-methods. Formative and summative evaluations will take place annually. Through this process both qualitative and quantitative data will be collected. Focus groups, surveys, and online evaluation committees will be established to gather information from students, teachers, staff, parents, and administrators.
Technology Directors from neighboring districts have agreed to evaluate our district 2013-2016 plan. The evaluation findings and recommendations will be distributed electronically to the core committee of the Marion County School District Technology Committee and will be discussed, analyzed and implemented if deemed appropriate.
