OVERALL INVESTMENT JUSTIFICATION INFORMATION

Describe how the spectrum of terrorism and natural hazard risks that the State/territory/Urban Area faces influenced the development of this Investment Justification to include all Investments.

Nebraska is a rural state and the economy is based on agriculture and food production industries. There are an estimated 6.2 million head of cattle and calves, 3.1 million hogs, and 13.8 million poultry in the state. At any one time, there are 2.5 million head of cattle on feed in over 4,900 feedlots. Over 760 of these feedlots hold greater than 1,000 animals. The slaughter industry is a large component of the agriculture industry. Nebraska leads the nation in red meat production at 7.1 billion pounds, and in commercial cattle slaughter at 7.0 million head. Nebraska slaughters 20% of the beef killed in the nation. It is also seventh in the nation in commercial hog slaughter at 7.6 million head.

The impact of an emergency involving animal or crop agriculture would be devastating to the state. Approximately one in three jobs in Nebraska is related to agriculture.

This investment justification continues efforts made over the past several years to prepare for and respond to such an event. Included in the IJ are steps to train local officials, prepare our voluntary veterinarian corps, and provide the means to locate critical nodes. This investment will contribute to building and sustaining capabilities and assist in preventing, preparing for, protecting against, and responding to agricultural incidents or acts of terrorism in the state’s food and agricultural industries.

The overall goal for the State of Nebraska under this investment is to protect, prevent, detect, respond to, and recover from threats and incidents that would result in the disruption of industries related to U.S. livestock, other domestic animals and wildlife, and/or endanger the food supply, public health, and domestic and international trade.

Investments are intended to provide direct support to local officials in Nebraska’s PET regions by involving them in planning workshops and SOP development for local emergency operations plans (LEOP) using templates addressing preparedness, response and recovery from an agricultural event. Activities will include facilitated plan development to strengthen agricultural components of LEOPs, convening agriculture emergency response drills, training on mortality disposal support for livestock or poultry, livestock and poultry producer awareness and vulnerability sessions, and convening a regional tabletop/functional/or full-scale exercise. PET regions will support State activities through memoranda of understanding and work toward developing strategies to sustain planning and response activities long-term.

This investment will also support infrastructure and other resources to continue development of GPS/GIS mapping functions needed for agricultural emergencies. This is a cooperative effort between NEMA, NDA, and other state agencies, which provides agricultural asset location information in the event of an emergency. In this effort, the state works with the Nebraska Department of Natural Resources, which houses the infrastructure, and the University of Nebraska’s Center for Advanced Land Management Information Technologies to provide technical support. This investment will also provide continuing support for the state’s Livestock Emergency Disease Response System (LEDRS).

National priorities addressed by this investment include expanding regional collaboration, implementing the National Incident Management System (NIMS) and National Response Framework (NRF), strengthening information sharing, interoperable communication, and collaboration capabilities, and strengthening chemical, biological, radiological/nuclear, and Explosive (CBRNE) detection, response, and decontamination capabilities. Additionally, this investment complements the Nebraska state homeland security priority to enhance capabilities to prevent against, protect against, respond to and recover from a terrorism event, natural disaster, or major emergency.

II.A Identify the goals and objectives in your State and/or Urban Area Homeland Security Strategy supported by this Investment.

This investment will enhance three components of Nebraska’s homeland security strategy. First, it will enhance capabilities through a regional comprehensive, progressive planning, exercise, and training (PET) program and implement the Homeland Security Exercise and Evaluation Program (HSEEP). It will achieve this by integrating agriculture-specific planning into local emergency operations plans or conducting exercises for each of the state’s 8 PET regions, and provide one HSEEP-compliant exercise for the state’s Livestock Emergency Disease Response System (LEDRS) team.

Secondly, enhancement of capabilities through continued development and maintenance of a GIS database of key infrastructure and assets in the for state, Interoperable see 2011 doc). Once collected, this GIS information can be utilized planning, response, training and exercise, and/or response purposes and will allow for prioritization of critical infrastructure in the agricultural sector.

Thirdly, it will enhance capabilities to prevent against, protect against, respond to and recover from a terrorism event, natural disaster, or major emergency. It will achieve this through a combination of enhancing local and state agriculture-specific planning efforts, the provision of interoperable communications and training to the LEDRS team, as well as conducting a needs assessment and training for that team, and the provision of agriculture-specific vulnerability studies for local officials.

Due to funding provided in previous grants, some capabilities to support this investment currently exist in all investment areas. The Livestock Emergency Disease Response System (LEDRS) corps has been trained in several aspects of response, including recognition of foreign and emerging animal diseases, the incident command system and NIMS, and has taken part in exercises utilizing this training. The state’s GPS/GIS project to map agricultural resources has added thousands of agricultural and food assets to a state database. Training has been provided to officials and responders in all Nebraska counties. However, new LEDRS veterinarians have been added to the cadre, new techniques need to be taught, and LEDRS team members need to be trained in assuming leadership duties within the NIMS structure. Credentialing these persons will require continued training.

Also, significantly more resources need to be added to the GIS database, and the system infrastructure has been migrated to an updated platform to secure the compiled data. Local leadership in many Nebraska counties has changed and new decision makers need to be trained. The implementation of this investment will build upon the existing capabilities to train decision makers and responders on modern response methods, including those currently being refined on a national level.

This investment will continue the process of training and credentialing the Livestock Emergency Disease Response System (LEDRS) corps of private veterinarians. Development of national plans and frameworks necessitates the need for further training. Also, review and practice of essential plans and procedures on a regular basis is needed to maintain a high state of readiness.

Another goal of this investment is the completion of the agricultural and food asset database. Additional data collection is needed as there are several sectors of the industry that are not present or are incomplete in the database. In order to provide the most accurate information, the database must be updated and added to regularly.

A third goal of this investment is to continue training for local officials and responders who are newly elected or employed. With a continual influx of new officials and responders, it is necessary to maintain this training and planning. Further trainings would preprare specialized responders and officials that are capable of higher level tasks and missions.

In reaching these goals, the state will maintain a cadre of officials and responders with baseline understanding of response activities in the food and agricultural sector, facilitate efforts to identify capability and resource gaps, focus capability improvements, and inform the community of actions they can take to manage risks.

Per the Homeland Security Act of 2002 (Public Law 107–296), Title XX, § 2006, as amended by the 9/11 Act, Title I, §101, August 3, 2007, 121 Stat. 280, 6 U.S.C. § 607, States are required to ensure that at least 25 percent (25%) of the combined HSGP funds allocated under SHSP and UASI are dedicated towards law enforcement terrorism prevention activities. The LETPA allocation can be from SHSP, UASI or both.

IV.A Describe the outcomes that will be achieved as a result of this Investment. The outcomes should demonstrate improvement towards building capabilities described in Section II, Baseline.

The outcomes of this investment will further Nebraska’s homeland security strategy by 1) enhancing capabilities through a regional comprehensive, progressive planning, exercise, and training (PET) program and implement the Homeland Security Exercise and Evaluation Program (HSEEP); 2) developing and maintaining a GIS database of key infrastructure and assets in the state; and 3) enhancing capabilities to prevent against, protect against, respond to and recover from a terrorism event, natural disaster, or major emergency.

Specific outcomes of this investment will be continuation of training and credentialing of private veterinarians in the LEDRS corps, updating and adding to the content of the agriculture and food asset database, and new training and education opportunities for officials and responders throughout the state. Continued efforts towards these goals are possible through the funding of this investment.

The projects identified in this investment have already proven to be successful, providing valuable resources in exercises and actual events. Continued funding will make it possible to sustain the capabilities identified in the agriculture response and recovery sector, and will support long-term capabilities in this area.
