4 1. TERMS, CONDITIONS & POLICIES

Training/Coaching Attendance Requirements Pre Season and In Season training for all 3 umpiring disciplines will involve 2 training sessions each week commencing in February. Training/Coaching Attendance will cover the period from 1/2/17 to 21/9/17. Any injured umpire is still expected to attend training and assist the coaching staff in Skill Drills etc. The exception is if an umpire is attending a gym as part of his/her rehabilitation.

Fitness Guidelines Benchmarking as a tool for measuring the fitness of an umpire will be individually set and will consider an umpire’s age, gender, physical capability and history. All aspiring TSL Senior Squad Umpires must complete a Time Trial as follows:  Field - 3km  Boundary - 5km  Goal - 3km

Time Trials which will be held as follows: - March, 2017 - By May 31st, 2017 Exact dates and venues will be confirmed in due course.

Appointments & Rankings TSL Senior appointments and End of Season Rankings are determined from the following criteria: - On field performance - The physical fitness of the Umpire to officiate in a TSL Senior Roster or Finals match - Percentage attendance at training and coaching sessions - Participation and commitment at training and coaching sessions - Attitude to Coach and Game Day Coach feedback - Theory Tests (completion and accuracy) - Responding in a timely manner to email requirements - Commitment to Pre Season Practice Matches - Overall attitude and teamwork with fellow umpires - Professionalism - 3km or 5km time trial level achieved All Umpires will be assessed during the year. The end of roster matches rankings will provide a strong guide to the Appointment Board in relation to finals selections.

5 TSL Senior Squad Tasmanian State League (TSL) Senior Squad to be chosen by the TSL Appointment Board. A TSL Senior Squad Member will officiate in either TSL Senior or Development matches during the season. The priority appointment for TSL Senior Squad members will always be: (1) TSL Seniors (2) TSL Development League TSL Senior Squad members may officiate in other Association matches as long as it does not conflict in any way with the TSL priority. Any TSL Senior Squad member who is not selected in any particular round (e.g. due to a surplus of umpires or lack of TSL matches that week) will be available and expected to officiate in a Regional game. Individual Mid Season (by the end of June) and End of Season Reviews (by the end of October) will be completed on all TSL Senior Squad members. Please note the respective TSL Field, Boundary and Goal Appointment Boards have the absolute discretion to appoint a TSL Rookie or Regional Umpire to a TSL Senior match in the event of unusual circumstances e.g. a desperate shortage of Senior Umpires in a particular week for whatever reason such as injury or unavailability.

TSL Rookie Squad The TSL Rookie Squad will be selected by the TSL Appointment Board. A TSL Rookie will officiate in TSL Development matches and Regional Matches. He/she will not officiate in TSL Senior Matches unless an opportunity arises due to injuries/unavailability of TSL Senior Squad Members. A TSL Rookie is expected to attend all the Coaching sessions and is encouraged to do all the Training sessions that a TSL Senior Squad member undertakes. A TSL Rookie is eligible for both TSL Development and Regional Finals. The TSL Senior and Rookie Squads will not be announced. Changes to the squads (both in and out) will be permitted at review or at any other time at the absolute discretion of the TSL Appointment Board.

Regions The North and the North-West areas to be treated as the one region. This equates with how football has been set up into two Regions - 4 teams in the North and 5 in the South. Thus, the 2 Regions will be:  North / North-West  South

6 Match Fees Match Fees for roster matches will be:

Emergency Umpires Emergency Umpires will not apply for roster matches. Emergency Umpires pay scales for finals will be:

7 Car Allowance When an umpire is appointed the ‘official’ car for transport purposes he/she will be paid a Car Allowance as follows: Hobart/Launceston $ 90 Launceston/Burnie $ 65 Devonport/Burnie $ 25 Launceston/Devonport $ 45 Ulverstone/Launceston $ 55 Hobart/Burnie $155 Hobart/Devonport $135 The other alternative is a vehicle may on occasions be provided from AFL Tasmania’s car pool. Where seating is available, Senior and Development umpires will travel in the same car.

Meal Allowance When an umpire officiates in an ‘out of region’ match a Meal Allowance of $25 per day will be paid.

Umpires Pays Umpires will be paid through the 3 Umpiring Associations.

Travelling During Roster Matches Travel will occur for Field, Boundary and Goal Umpires for Seniors and for limited Development matches. The Appointment Board will endeavor to even out the travel for umpires. Travelling will have the benefit of allowing umpires to be observed by all members of the TSL Appointment Board and different Game Day Coaches. Officiating ‘out of region’ will also assist umpires from an experience and development point of view.

Traveling Arrangements/Official Car Travel arrangements to be coordinated by the State Umpiring Manager/Coach. Any umpired designated with the official car must ensure that his/her vehicle is in good condition and that he/she drives responsibly on all occasions.

Finals Appointments All appointments to be made on merit irrespective of where finals are played. The finals squad size will be determined by the Appointment Board at the completion of the roster matches.

Finals Umpires In finals the following to apply: Field 3 Umpire System to apply in all Seniors and Development Final matches. Boundary 4 Umpire System to apply in all Seniors and Development Final matches.

8 TSL Senior Grand Final Eligibility It would normally be expected that an umpire appointed to the TSL Senior Grand Final would have met or would be deemed to be capable of attaining the AFL Fitness Benchmarks (presently 3km and 5km Time Trial and Skinfold Testing).

Umpires Pathway We are part of the AFL Pathway. This means selected umpires may be invited to trial for the AFL Panel by being on the AFL Talent Identification Program or after officiating in the TSL Senior Grand Final.

Subscription There will be no subscription or registration fee charge by AFL Tasmania to TSL Squad members. The TSL Squad members will remain members of the local Umpiring Association who will determine the fees payable.

Training Training in the 3 Associations will be coordinated by the TSL Head Field, Boundary and Goal Coaches in liaison with the TSL Assistant Coaches, Training Supervisors (where applicable) and Regional Coaches. The TSL Squad will not necessarily be separated from Regional Umpires but are expected to strictly adhere to the training program set by the TSL Head Field, Boundary and Goal Coaches. The Regional TSL Coach for each discipline will submit a list of the training attendees to their respective TSL Head Field, Boundary and Goal Coaches by the end of each month.

Under 18/Under 16 & Youth Girls Championships The Tasmanian representative umpires at the Under 18/Under 16 Championships, the AFL Women’s League and AFL Women’s Under 18 National Championships will be selected from the TSL Squad.

AFL Squad The AFL Umpire Department may occasionally request an AFL Umpire or those on the ‘player to umpire’ pathway to officiate in a TSL Senior match. The TSL Appointment Board will agree to any request.

Coaching Sessions Coaching Sessions in the 3 Associations will be organised by the State Umpiring Manager/Coach, the Field Umpire Coordinators, the Boundary Umpire Coaches and the Goal Umpire Coordinators in liaison with the other TSL coaching staff. Coaching Sessions for Field, Boundary and Goal Umpires is open to all Association umpires – the TSL Squad will not necessarily be separated.

9 2. UMPIRE RESPONSIBILITIES

Non Attendance by an Umpire to a Match if for some unforeseen circumstance you are going to be late to the ground due to a car breakdown, accident, etc. it is imperative that the State Umpiring Manager/Coach and the relevant Game Day Coach be contacted.

Public Comment/Media TSL Squad Umpires (Field, Boundary and Goal) are not permitted to make public comment or press statements in relation to any TSL matters without prior authorisation from the State Umpiring Manager/Coach. Please contact the State Umpiring Manager/Coach to gain authorization for any media/public request including sportsmen’s functions.

Social Media Social Media includes all internet based publishing technologies. It is the responsibility of all umpires to be respectful at all times on social media. Umpires must refrain from posting, sending, forwarding or using, in any way, any inappropriate material including but not limited to material which: . Is intended (or could possibly) cause insult, offence, intimidation or humiliation to the TSL or its clubs, clients, business partners and suppliers, officials, players, umpires/coaches and umpiring associations. . Is defamatory or could adversely affect the image, reputation, viability or profitability of the TSL or its clients, business partners and suppliers officials, players, umpires/coaches and umpires associations; and/or . contains any form of confidential information relating to the TSL or its clubs, clients, business partners and suppliers, officials, players, umpires/coaches and umpiring associations.

Betting on TSL Football It is totally unacceptable for TSL officiating umpires (Field, Boundary and Goal) to bet or participate in or assist or have another person assist them in any manner of gambling which relates to TSL football (including footy tipping). Participation in such activities may be deemed to be Misconduct and give cause to disciplinary action (including termination).

Umpires Unavailability Umpires must email their respective Head Coach and State Umpiring Manager/Coach advising of their unavailability by no later than the Thursday of the week before the match in question (i.e. 9 days notice). Umpires should also be aware of the roster (days and times) for each round of matches and also of any evening commitments which may prevent travelling.

10 3. RISK MANAGEMENT

Dress Code Umpires should ensure they are dressed well and appropriately when they are officiating in a TSL match. Jeans, Hooded Jumpers, Thongs/Sandals are not allowed. Field Umpires must be dressed the same when going to each club change rooms before the start of the match. e.g. all wearing Tracksuit Top. All TSL Field and Boundary Umpires must wear predominately white runners or boots on field during matches. All Goal Umpires must wear predominately black boots on field during games.

Spectators Umpires at no stage should do or say anything which is likely to incite spectators. Umpires should at all times avoid making eye contact or reacting in any way to spectator’s comments or behavior.

Approaches by Football Coaches/Officials/Captains/Players If any Football Coach/Official/Captain/Player approaches an umpire(s) at any of the breaks it is usually prudent not to engage in a conversation unless it is totally appropriate to respond to a question or comment. The best course of action is usually not to make any comment. An ‘Investigation/Incident Report Form’ should be completed and signed by all umpires involved or who witnessed the approach by the Coach/Official/Captain/Player.

Late Changes Notification of any late changes (e.g. due to injury) should be advised by the umpire immediately phoning his/her TSL Head Coach who will then contact the State Umpiring Manager/Coach and the relevant change(s) to selection will be made. Any changes (after selection) during finals will need the involvement of the entire TSL Appointment Board.

11 Injury Notification & Personal Injury Insurance Each of the 3 main Umpiring Associations (TFUA, NTFUA and NWUA) has general Public & Products Liability Insurance through JLT Sport. If an umpire sustains an injury in a TSL match or during the week he/she must notify the State Umpiring Manager/Coach and their respective Umpiring Association as soon as possible. The Personal Injury policy provides limited cover for some Non-Medicare Medical Benefits. This does not include the Medicare Gap.

How do I make a Personal Injury claim?  Step 1 – access a current claim form from the JLT Sport website  Step 2 – complete all relevant sections of the claim form  Step 3 – send your claim to your nominated claims advisor as soon as possible  Step 4 – your claims advisor will confirm receipt of your claim

The insurance is limited in nature and all umpires are strongly urged to obtain their own private health and income protection insurance.

Fitness Testing In the event of an umpire sustaining an injury, he/she must undertake a fitness test at training by the Tuesday night if they wish to be considered for a match the following weekend. Once an umpire steps on the ground he/she is deemed to be fully fit for assessment purposes.

12 Uniform A standardised Uniform will be used by the TSL Squad officiating in TSL Senior and Development matches. This will be the responsibility of AFL Tasmania. The uniforms will have the sponsor’s logo on them. New TSL Squad members for 2017 will be issued with the following:

AFL Tasmania has negotiated a new supplier for 2017 and ‘Top Up’ Uniforms will be provided to existing members during the season (as the new Uniforms become available). Uniforms will be given out to individuals although they will remain the property of AFL Tasmania.

13 4. ADMINISTRATION REQUIREMENTS

Personal Details It is your responsibility to ensure all personal details, including mobile number, email address, home address, home and work phone numbers etc. are up to date as it is important that you are contactable. Please advise the State Umpiring Manager/Coach immediately with any change to your personal details.

Emails All TSL Umpires are expected to furnish their email address to the State Umpiring Manager/Coach and their respective Head Coach and Assistant Coach. Emails should be checked on at least Wednesday of each week for TSL Appointments and any important coaching or administration information.

Selection (Roster Matches) Field Umpires – To be made by the TSL Field Umpire Coaches in liaison with the State Umpiring Manager/Coach.

Boundary Umpires – To be made by the Boundary Umpires Coach in liaison with the Boundary Umpires Assistant Coach (South) and the State Umpiring Manager/Coach.

Goal Umpires – To be made by the Goal Umpires Coach and the Goal Umpires Coordinator (Northern Region) in liaison with the State Umpiring Manager/Coach.

Note: The State Umpiring Manager/Coach will have regular discussions with the 3 Association TSL Coaches in relation to how umpires are performing as well as their training/coaching attendance and commitment.

Field Umpires 3 Field umpire system to apply to all Senior matches. ‘3 Umpire System’ will apply to Development matches when numbers permit. When there is unavailability/injury some or all Development games in that Round will need to be reduced to ‘2 Umpire System’.

Boundary Umpires 2 Boundary Umpire system to apply for both Senior and Development roster matches. Opportunities may present for a 3 Boundary Umpire system in a Senior match in some Rounds..

Goal Umpires 2 Goal Umpire system to operate for both roster matches and finals in the Seniors and Development competitions.

Umpire Observations by TSL Coaches Priority is to be given to observation of TSL Matches. On occasions, an ‘interchange’ between TSL and Regional Umpire Observers may occur (with approval of the Regional Associations).

Umpire Assessment Forms Assessment Forms for Field, Boundary and Goal Umpires to be devised by TSL Head Field, Boundary and Goal Coaches in conjunction with the other TSL Coaches and the State Umpiring Manager/Coach.

15 Collation of Match Assessment Forms Umpires Match Assessment Forms to be completed by Game Day Coaches and a copy to be forwarded to the State Umpiring Manager/Coach on the Monday following the match. Game Day Coach Feedback Forms will normally be either emailed or given to the umpires at training by the Thursday following the match.

Appointment Boards The Field Umpiring Appointment Board to be made up of: - State Umpiring Manager/Coach (Chairman) - Field Umpires Coach (Northern Region) - Field Umpires Coach (Southern Region)

The Boundary Umpiring Appointment Board to be made up of: - State Umpiring Manager/Coach (Chairman) - Boundary Umpires Coach (Northern Region) - Assistant Boundary Umpires Coach (Southern Region)

The Goal Umpiring Appointment Board to be made up of: - State Umpiring Manager/Coach (Chairman) - Goal Umpires Coach (Southern Region) - Goal Umpires Coordinator (Northern Region) All members of the Appointment Board will have equal voting rights – the vote of the Chairman will only prevail when the votes are even.

Selection Appeals Any umpire who is aggrieved by a decision of the TSL Umpire Appointment Board should discuss the matter with his TSL Regional Coach or State Coach. If not satisfied after this discussion/meeting, the umpire should contact the State Umpiring Manager/Coach. If still dissatisfied the umpire may provide in writing to the State Umpiring Manager/Coach a request for a meeting with the TSL Appeals Board. The TSL Appeals Board comprises: - General Manager, State League (Chairman) - Operations Manager, State League - State Umpiring Manager/Coach Such Appeal must be heard within 7 days upon receiving the request at a mutually agreed time to all parties. (The umpire may choose at all discussions to have a support person with them).

17 6. TSL MATCH REQUIREMENTS

Practice Matches Selections for TSL Practice Matches will be made by the ‘local’ TSL Coaches in conjunction with the State Umpiring Manager/Coach. Practice Matches will be deemed to be official games and the umpires will be required to observe all the Laws of Australian Football and make reports if necessary. Team Sheets must be provided by both competing clubs prior to the commencement of the match.

Umpires Change Rooms – Mobile Phones No mobile phones are to be used while in the umpires’ rooms during game days. However, Umpires are permitted to contact a member of the coaching staff in the case of an emergency. All phones must be turned off on arrival to the change rooms and can be switched on upon leaving the umpires rooms at the completion of the match.

Valuables in Change Rooms It is not practical or possible for all Umpire Change Rooms to be locked. Therefore no valuables (e.g. Cash, Cards, Phones) should be left in the room.

Umpire Change Rooms Umpires must arrive at least 1 hour prior to the commencement of a TSL Senior or Development match. Admittance to the Umpires’ Room will be restricted and must be strictly adhered to. Only the following are permitted into the Umpires’ Room at an TSL match:  State Umpiring Manager/Coach  TSL Umpire Coaches  TSL Umpire Game Day Coaches  Umpires Trainer  TSL Match Day Manager  Ground Security  General Manager, State League  Operations Manager, State League  AFL Tasmania Chief Executive No other umpiring personnel or visitor(s) are to enter the change room or attempt to enter the change room unless authorised by the State Umpiring Manager/Coach.

Pre Match Visits by Field Umpires to Teams Rooms Please note the Senior Field Umpires must visit both teams during the third quarter of the Development game. The three running Field Umpires shall visit both competing Clubs.

18 Umpires are not directed to inspect the players’ boots and hands prior to the match however the AFL Laws of Australian Football provide Umpires with the sole prerogative as to whether or not apparel or equipment has potential to cause injury.

Observations Field Umpires Matches to be observed by a member of the TSL Field Umpires Coaching or Game Day Coach Panel. The official Field Umpire Game Day Coach will go to the Umpires change rooms at least 30 minutes prior to the commencement of the match to ascertain everything is in ‘readiness’. The Field Umpires Game Day Coach will do his pre address with the Senior Field Umpires immediately after the three quarter time break of the Development match. The Game Day Coach may go into the change rooms at half time to speak to the Field Umpires. He will also go into the rooms 15 minutes after the match (or when any Reports have been completed) to give his verbal feedback to the Field Umpires.

Boundary Umpires Matches to be observed by a member of the TSL Boundary Umpires Coaching or Game Day Coach Panel. The Boundary Umpire Game Day Coach will go to the Umpires change rooms before the commencement of the game. The Boundary Umpire Game Day Coach may go into the change rooms at half time if he thinks it is applicable to speak to a Boundary Umpire(s). The Game Day Coach will go into the rooms 15 minutes after the match (or when any Reports have been completed) to give his verbal feedback to the Boundary Umpires.

Goal Umpires Matches to be observed by a member of the TSL Goal Umpires Coaching or Game Day Coach Panel. The Goal Umpire Game Day Coach will go to the Umpires change rooms prior to the match to speak to the umpires. The Goal Umpire Game Day Coach may go into the change rooms at half time if he thinks it is applicable to speak to a Goal Umpire(s). The Game Day Coach will go into the rooms 15 minutes after the match (or when any Reports have been completed) to give his verbal feedback to the Goal Umpires.

Whilst the majority of the games will be covered by 3 Game Day Coaches (Field, Boundary & Goal) this may not always be possible. The Appointment Board will endeavor to ensure that all umpires are observed evenly however this will be dependent on the availability of Game Day Coaches in the different regions.

19 Umpire Season Passes Umpire passes will be provided to:  TSL Squad Umpires  TSL Coaches & TSL Game Day Coaches The pass must be shown to gain entry into the ground otherwise the normal admission fee will be charged.

Appointment Slips Appointment Slips will not be issued for Roster Matches. Appointments will be emailed through each Tuesday afternoon by 4.00pm.

Investigation/Incident Report Form If the umpiring team has any serious Match Day concerns that should be addressed, the details should be provided on the Investigation/Incident Report Form. This may include: - an on field incident that may need further enquiry - ground conditions - footballs - conduct of bench staff/trainers/runners/coaches/officials A designated umpire (usually a Field Umpire) should be assigned for this task. The form should be signed by all umpires who were involved or witnessed the incident. All TSL Squad Umpires will be supplied with copies of an Investigation/Incident Report Form.

Best & Fairest Voting Best & Fairest Votes are completed by Field Umpires as follows: . the player adjudged best and fairest will receive 3 votes. . the player adjudged second best and fairest will receive 2 votes. . the player adjudged third best and fairest will receive 1 vote. Kindly note to put the players christian (not just an initial) names in full when you complete Best & Fairest votes. This is to ensure that no errors are made particularly when there are two or more players with the same surname playing in a team. The under mentioned instructions should be followed:  The Field Umpires should complete the Ballot Paper within a reasonable time following the conclusion of the match.  All Field Umpires must be involved in the voting. If there is a disagreement, the majority decision should prevail.  Care must be taken to enter all required details. This includes the Match, Date and Round to be fully completed on both the Ballot Paper and Envelope. Entries must be printed and be legible.  After the votes have been decided and written down on the Best and Fairest Card they must be checked and signed by all Field Umpires before it is put in the envelope and sealed.  Never divulge the voting to anyone – even fellow umpires.

20 7. REPORTING & TRIBUNAL

Reports All TSL Squad Field Umpires will be supplied with a Report Book for use by any of the umpiring team. Care must be taken to enter all required details. Details must be printed and be legible. Another Field Umpire must thoroughly check the Report to make certain that all details have been written down correctly.

Notification of Reports and Tribunal Details of any Reports made by an umpire in a TSL Match must be texted (preferably) or phoned through to the State Umpiring Manager/Coach, Mike Brown (Mobile 0408 519 921) by 6.00pm on Sunday night. Full details must be provided including:  Name, Number and Team of player reported  Name, Number and Team of player offended against  Nature of the Report  What quarter the Report occurred  The approximate time of the incident An Umpire who makes a Report must attend the Tribunal Hearing (if the player does not accept the Match Review Panels Pre-Hearing Offer. Umpires will be contacted as soon as practical to advise details of the hearing (day, venue and time). On occasions, Umpires may also be called as witnesses by Clubs, Tribunal Chairman or TSL Match Review Committee.

21 8. RACIAL & RELIGIOUS VILIFICATION

Racial and Religious Vilification No person in his/her capacity as an employee of a club or in the course of carrying out his/her duties or functions shall act towards or speak to any person in a manner or engage in any other conduct which threatens, disparages, vilifies or insults another person on the basis of that persons race, religion, colour, descent or national or ethic origin. In the event it is alleged that a person has contravened this regulation, an Umpire, Club or Player may by 5.00pm of the first working day following the day on which the contravention is alleged to have occurred, lodge a complaint in writing. Umpires should use an Investigation/Incident Report Form for this purpose. The complaint must outline the circumstances of the allegations made against a person. The details should include: . the details of the breach i.e. what was said . the name, number and club of the person who committed the breach . the name, number and club of the person who was the subject of the breach . whether or not the person who was subject of the breach was offended . any other relevant information such as witnesses who heard the remark and were offended or other players who may have made comment on the event In the event that a player advises an umpire that he has been vilified, then the Umpire is to complete an Investigation/Incident Report Form advising of: . the name, number and the club of the player who claims he was vilified . the quarter and time at which the umpire was advised of the claim . any other relevant information given to the Umpire by the complainant i.e. the opposition player’s name and number, what was said etc. . You must advise the person who was subject of the breach that you will be completing the form. There is no need to advise the offender or either club of your intention to complete an Investigation/Incident Report Form. The following should be adhered to:  the particulars of a complaint and the conciliation shall at all times remain confidential.  a person shall not publicly comment on or disseminate to any person information concerning a complaint any time prior to, during or after the reconciliation.  where a matter is resolved by reconciliation, the only public statement that shall be made concerning a complaint and its resolution shall be agreed upon by the parties.
