MINUTES OF THE REGULAR MEETING OF THE SCHOOL BOARD OF ISLE OF WIGHT COUNTY Thursday, December 13, 2012 - 7:00 p.m.

Welcome Mr. Eley, School Board Chairman, welcomed all present and asked that they join in a moment of silence.

Pledge of Allegiance Aaron Weisenberger, Student Liaison, led the Pledge of Allegiance to the United States Flag and requested that all present join in a moment of silence.

Isle of Wight Achievers Ms. Kenita Bowers, Coordinator of Community/Media Relations, recognized the Isle of Wight Achievers for December.

District Recognition: Virginia High School League "Stay in the Game" Award Recipients Athletic Directors – Miles Blount, Smithfield High School and Charles Parrish, Windsor High School

Special Recognitions Mrs. Paula Collet was recognized as the outstanding Elementary Science Teacher of Virginia 2012. This honor was bestowed by the Virginia Association of Science Teachers. Mrs. Debbie Samuel, Principal of Westside Elementary School, expressed her appreciation and respect for Mrs. Collet.

Mr. Ryan Brown, Dave's Service Center was recognized providing a display consisting of a wrecked car and signs at both Windsor and Smithfield High Schools. This was to create awareness of the consequences of distracted driving.

Ms. Dana Johnston and Ms. Dana Boley, Isle of Wight Education Foundation representatives, presented an honorary check in the amount of $51,027,42. These funds will be returned to the school in the form of grants.

Damuth Trane was a gold sponsor of the Virginia School Boards Association Green Schools Challenge. Isle of Wight County Schools was awarded first place in this competition. Dave Peffley, Clint Damuth, and Gene Williamson were present to congratulate the division and award a plaque and banner. They also announced that a tree planting would be held in the spring, at a location to be determined by the school division. Mr. Andreu accepted on behalf of the division. The Superintendent thanked Peter Andreu and Kenita Bowers for compiling the information necessary for the application.

ABCD Award Mr. Shelton Williams, Cafeteria Manager at Carrsville Elementary School, was honored as the ABCD winner for December. Mr. Williams has ten consecutive months of perfect scores in the SFS Pac inspections. Mrs. Pearl Taylor, Director of Food Services, shared that Mr. Williams has improved the meal count, volunteers for division events, and always submits paperwork on time.

GCA Employee of the Month and School Crew of the Quarter Mr. Martin Callendar, GCA, presented Mrs. Loretta Davis, Windsor Middle School, as the Employee of the Month. Mr. Callendar also announced that the GCA School Crew of the Quarter was the Smithfield Middle School.

Special Presentation I on Instruction Mr. Jeffrey Mordica, Principal of Smithfield Middle School, Ms. Melinda Shelton - 8th Grade English, and Mr. Yann Pirrone – 8th Grade Civics and Economics, presented information on Smithfield Middle School’s Data Analysis. This presentation is attached.

Requests to Speak The following citizen spoke before the Board: Mackenzie Swan - Spoke in favor of appointing a student liaison from each high school

Board Comments Herbert DeGroft shared with the Board that Mr. Rashard Wright, Director of Secondary Schools, and students from Smithfield and Windsor High Schools made a presentation on iSLE 21 before the WHRO Education Advisory Committee. He stated that the presentation was professionally done and made an impact on all present. The Superintendent noted that she had received positive comments from colleagues who were present.

Denise Tynes suggested to Miss Swan, that until a decision could be reached, she could organize a group at Smithfield High School that would notify the current liaison of issues that needed to be addressed – possibly using the current technology opportunities.

Action on Closed Session Items Personnel Report and Addendum Member Herbert DeGroft moved, Member Kent Hildebrand seconded the motion to approve the Personnel Report and addendum. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion CARRIED. 5-0

Zone Transfer Requests Member Julia Perkins moved, Member Herbert DeGroft seconded the motion to approve the zone transfer request for Student #DC01, and to deny the zone transfer request for Student DC02. Upon a roll call vote being taken, the vote was: Aye: 4 Nay: 0 Abstain: 1 The motion CARRIED. 4-0 (Denise Tynes abstained)

Amendments to the Agenda Member Herbert DeGroft moved, Member Denise Tynes seconded the motion to approve the attached Resolution to Supporting continuing contract. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion CARRIED. 5-0

Grant Writing Services Contract After forming a committee and tabulating the scores, it has been determined that Academics Plus represented the best fit. The company will write grants for 4% of the total award. There is no payment should we not be awarded the grant.

Member Herbert DeGroft moved, Member Denise Tynes seconded the motion to approve the Grant Writing Services Contract as presented. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion CARRIED. 5-0

Travel Policy DLCR Revisions Member Kent Hildebrand moved, Member Denise Tynes seconded the motion to waive First Reading on Travel Policy DLCR, and approve in for Final Reading. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion CARRIED. 5-0

Wireless Upgrade Member Herbert DeGroft moved, Member Denise Tynes seconded the motion to allow the bid process to proceed, select a supplier, and bring resulting contract to the School Board for approval. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion CARRIED. 5-0

Instruction Title III Grant Application Member Kent Hildebrand moved, Member Herbert DeGroft seconded the motion to approve the Title III Grant Application as presented. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion CARRIED. 5-0

Report from the Superintendent Introduction The Superintendent introduced Mrs. Kimberly Vick as the new assistant principal at Smithfield Middle School. Mrs. Vick has been with the division eight years. Take your Legislator to School Month Mrs. Sarah Hinds, Coordinator, shared with the Board that local legislators had been invited into the schools for Take Your Legislator to School Month, in November. Board of Supervisors Member Rex Alphin visited Windsor Middle School and Windsor High School and also volunteered to lecture at Windsor High. Supervisor Jo Ann Hall visited Smithfield High School. Delegate Rick Morris and Senator Harry Blevins visited Smithfield Middle School and Smithfield High School. Supervisor Casteen has volunteered to lecture at Smithfield High School. The Board expressed gratitude to those who visited our schools.

Schedule Work Session December 19, 2012 Member Kent Hildebrand moved, Member Denise Tynes seconded the motion to schedule a Work Session on December 19, 2012, at 8:30 a.m. The location will be determined. Upon a roll call vote being taken, the vote was: Aye: 5 Nay: 0. The motion CARRIED. 5-0
