 3 Cricket betting syndicates busted by Crime Branch.  8 persons arrested.  Laptops, TVs, mobile phones, data cards and note books seized.

The Crime Branch in a major crack down against betting syndicates operating during the World Cup Cricket Match between India and Bangladesh have busted 3 betting syndicates, one operating at Rohini, another at Pitam Pura and third at Karol Bagh. 8 bookies have been arrested and laptops, mobile phones, TVs calculators, data cards, and note books have been recovered. There was information that there will be betting on cricket matches during the World Cup Cricket. This information was further developed and on 19/02/2011 while the World Cup Cricket Match between India and Bangladesh was on, specific information was received that betting was taken place in a Hotel at Karol Bagh in a flat at Rohini and in a house at Pitam Pura. After observing all codal and legal formalities raids were conducted. From two rooms of a hotel at Karol Bagh, four persons were apprehended who were identified as i) Gaurav Sharma (aged 32 years) s/o Balram Sharma r/o Rohini, Delhi, ii) Shanku Arora (aged 29 years) s/o Baldev Raj Arora r/o Rohini, Delhi, iii) Goldy Verma (aged 28 years) s/o S.L. Verma r/o Rohini, Delhi and iv) Pankaj Saluja (aged 33 years) s/o R.C. Saluja r/o Rani Bagh, Delhi. 2 laptops, 18 mobile phones, 2 calculators, 1 LCD and 5 notebooks having bets were recovered. They had received bets from punters to the tune of Rs. 1 Crore and 15 Lacs. From the flat in Rohini, 2 persons were apprehended who were identified as i) Devener Rana (aged 32 years) s/o Randhir Singh r/o Khera Kalan, Delhi and ii) Tarun Bhatia (aged 24 years) s/o Suresh Kumar Bhatia r/o Rohini, Delhi. 2 LCD TV, 1 Laptop, 6 mobile phones, 1 printer, 1 Data Card, 1 Charger and note books were recovered. They had received bets from the punters to the tune of Rs. 53 Lacs. From the premises in Pitam Pura, 2 persons were apprehended who were identified as i) Anil Kumar Gupta (aged 43 years) r/o Rohini, Delhi and ii) Navin Kumar Gupta (aged 41 years) r/o Pitam Pura, Delhi. 1 Laptop, 1 data card, colour TV, 6 mobile phones and note books were recovered. They had received bets from the punters to the tune of Rs. 1 Crore and 10 Lacs. All the accused persons were subjected to intensive interrogation. The modus operandi of the betting is that the rate of the odds between the two cricket playing teams originate from outside India. On the basis of that, the bets are taken during the match. After the match is over profit and loses are calculated by a specifically generated software known as “Back ‘N’ Lay PRO”. The rates keep fluctuating with the fall of wickets and the runs scored. The LCD TV is used by them for watching the cricket matches while the laptops are used by them for data entry and management. The mobile phones are used for getting the rates of the odds on the match and for taking bets from the punters. The recording facility on the mobile phone is used for keeping records of the bets placed by the punters. One set of mobile phones are specifically used for receiving the rates of betting which fluctuates ball by ball. Apart from receiving rates on telephone they also received the rates on internet for which they used the data cards. The data for betting was also maintained manually on the notebooks as a backup. 1. Devender Rana (aged 32 years) s/o Randhir Singh r/o Khera Kalan, Delhi – He is a property dealer and has his office in Khera Kalan, Delhi. He became a bookie around two years back. He takes premises on short term rent in Rohini during the cricket matches. 2. Tarun Bhatia (aged 24 years) s/o Suresh Kumar Bhatia r/o Rohini, Delhi – He worked in a Cyber Café before joining Devender Rana about a year ago. He handles all the computer data of the betting racket. 3. Anil Kumar Gupta (aged 43 years) r/o Rohini, Delhi – He helps his father run an Ayurvedic Clinic in the area of Sec-4 Rohini, Delhi. He has been a bookie since the last 7 years. In the year 2005 he was arrested by Crime Branch for a similar offence. 4. Navin Kumar Gupta (aged 41 years) r/o Pitam Pura, Delhi – He is a qualified Pharmacist and has worked with several leading Private Hospitals in Delhi. He joined Anil Kumar Gupta about 6 years ago as his associate.

5. Gaurav Sharma (aged 32 years) s/o Balram Sharma r/o Rohini, Delhi – He used to run a Dhaba in the name of ‘Sharma Restaurant’ in Pahar Ganj, Delhi and around five months back he alongwith his other associates started his own syndicate. 6. Shanku Arora (aged 29 years) s/o Baldev Raj Arora r/o Rohini, Delhi – He is a property dealer and runs his office in Rohini, Delhi. He joined Gaurav Sharma as his associate around five months back. 7. Goldy Verma (aged 28 years) s/o S.L. Verma r/o Rohini, Delhi He is a property dealer and has his office in Rohini, Delhi. He also joined Gaurav Sharma around five months back. 8. Pankaj Saluja (aged 33 years) s/o R.C. Saluja r/o Rani Bagh, Delhi. He is a property dealer and has his office in Rohini, Delhi. He joined Gaurav Sharma around five months back.

The team under Addl.DCP Sanjay Bhatia and consisting of ACP Udaiveer Singh Rathi, Inspr. Arvind Kumar, SI Narender, SI Sukhbir, HC Kartar, HC Rajender Hooda, HC Kuldeep Singh and Ct. Ajay have busted the betting syndicate at Karol Bagh, Delhi.

 GANG OF AUTOLIFTERS BUSTED  10 MOTORCYCLES & 3 STOLEN CARS RECOVERED FROM THEM. CASES OF THEFT WORKED OUT.

A team of officers of Crime Branch led by Insp. Pradeep Kumar Paliwal and consisting of SI Davinder Kumar, HC Amit Kumar, HC Bhim Singh, HC Amar Chand, HC Kirti Kumar, HC Dharmender, Ct. Satpal Singh, Ct. Ranjeet Singh, Ct. Ravinder Kumar, Ct. Yoginder Singh and Ct. Bagicha Singh under the supervision of ACP/Bir Singh and overall supervision of Addl. DCP Sanjay Bhatia have busted a gang of autolifters and have recovered 10 motorcycles and three cars stolen from various parts of Delhi.

On 19.02.2011, specific information was received by HC Amit Kumar that at about 4 PM three young unemployed Sikh boys involved in auto thefts will come from Gurudwara Bala Sahib on stolen motorcycles for going to Majnu-Ka- Tila. Police team took position near the gate of Gurudwara Bala Sahib, Ashram at Ring Road. At 4 pm at the instance of the informer the three boys were intercepted by the police team who came on three different motorcycles. They were identified as Gurvinder Singh @ Ginda (Aged-20 Years)S/o Sh. Dhyan Singh, Ravinder Singh @ Sunny (Aged-22 Years) S/o Sh. Manjeet Singh and Amrit (Aged-21 Years) S/o Sh. Mukhtiar Singh all r/o Ashram, Delhi. and the motorcycles in their possessions were found to be stolen from PS Lajpat Nagar, PS HAzrat Nizamuddin and PS Sunlight Colony area respectively. The accused persons were arrested under the appropriate section of the law.

On interrogation the three accused persons revealed that one of their associate in thefts is Gurvinder @ Tony. It was revealed that Gurvinder @ Tony has been arrested on 13/09/10 in a case of kidnapping and rape at PS sunlight Colony as he had eloped with a minor girl. From them 10 motorcycles and 3 cars stolen from various Police Stations of Delhi have been recovered. Details & Profiles of the arrested accused persons : 1. Amrit (Aged-21 Years) S/o Sh. All the three are unemployed youths belonging to poor families and are residents of Ashram Delhi. Their fathers are Sewadars in a Gurudwara and in order to earn money and enjoy good life they started committing crime.

DESPERATE BURGLARS MUZAFFAR AND ALI SHEIKH WITH ASSOCIATE ARRESTED, GANG OF NOTORIOUS IRSHAD@ BIHARI WHO REACHED RAGS TO RICHES IN A SHORT SPAN BUSTED - SEVERAL CASES OF DAY BURGLARY, HOUSE THEFT WORKED OUT, STOLEN ARTICLES WORTH TEN LACS INCLUDING FIVE LACS CASH AND DOCUMENTS OF SEVERAL PROPERTIES PURCHASED FROM STOLEN BOOTY RECOVERED.

INTRODUCTION

With the arrest of following three persons namely-

Mohammed Qateel Age 30 yrs s/o Mohammed Tafazzul r/o Sheikh Qaji Mulla Dargah Opp Park no 2 Meena Bazar Jama Masjid Delhi - 6

The South Distt Police has busted the gang of notorious Irshad @ Bihari , infamous for committing hundreds of incidents of burglaries, house thefts in the area of Delhi and NCR especially South, South East and East Delhi. With their arrest around 35 fresh cases of burglaries and house theft reported in various areas of South, South East and East Delhi solved. Stolen articles worth ten lacs including five lac cash , gold & silver jewellery , LCDs, Digital Cameras, Perfumes and documents of several properties purchased from selling stolen articles recovered.

INCIDENT

Sh Sohan Lal, a senior govt. officer working for Education Department in Delhi Govt., a resident of Lado Sarai , New Delhi reported that on 10/02/2011 at about 10:30 am he went to IIT Hospital for routine check up and when he returned home at around 11:30 am he found that the house was ransacked. He called the police and reported that some gold jewellery, cash amounting to US Dollars 1950 and Rs 8500/- and other items were stolen. A case vide FIR no 63/11 u/s 454/380 IPC was registered in PS Saket and investigation taken up. Similarly on 15.01.11 Sh Vishram Singh, a retired DIG of BSF and a resident of F-2A Saket reported that around 3:00 pm he went with his wife to take stroll and when he returned back around 4:00 pm he found that his house was burgled by some unknown persons and cash and jewellery went missing from the almirahs etc. Subsequently a separate case was registered vide FIR no 27/11 u/s 454/380 IPC. It was also learnt that the same gang had also burgled the house of a Councillor in Lado Sarai and decamped with laptops, cash etc.

TEAM , INVESTIGATION & ARREST

The team of Police Station Saket consisting of Inspr. Dharam Dev, D.S. Rathee, SIs Virendra Prakash, Paramjeet, Arvind ASI Anand , Kuldeep ,HCs Balbir, Mukesh, Rajender,Randhawa Suresh. Ajit, Gopal Cts Umesh, Raj Kumar ,Asgar , Parkash, Mumtaz and Bhupender ,under the supervision of Insp Rajender Singh SHO/Saket and Sh Mehar Singh ACP/Hauz Khas visited a few incidents of burglaries reported in South Delhi and collected intelligence about the movements of notorious Irshad Bihari gang. It was learnt that these gang members had earlier been involved in many cases of burglaries, house thefts and their movement was also noticed in the affected areas of South Delhi where these incidents were reported. The information about the gang was further developed and on the basis of a specific information the team nabbed the alleged Mohammed Muzaffar, Shiraj Ali Sheikh @ Hafizul Sheikh and Mohammed Qateel around 6 am on 18.02.11 near Shastri Park, Seelampur Red light where they had assembled together. From their personal search house breaking implements were recovered. On their sustained interrogation all of them confessed that they all are working for Irshad Bihari and are committing day burglaries and house thefts in South, South East and East Delhi especially Lado Sarai, Hauz Rani, Saket, Malviya Nagar, Amar Colony, Lajpat Nagar, Anand Vihar, Mehrauli etc. On the instance of Muzaffar, the brother of Irshad, stolen articles worth ten lacs including five lac cash , gold & silver jewellery , LCDs, Digital Cameras, Perfumes etc. and documents of several properties purchased from selling stolen articles were recovered from the rented house of Irshad which is being used as godown for concealing stolen articles. They have been taken on police custody remand and to arrest the kingpin Irshad Bihar.

INTERROGATION & PROFILE

The interrogation of the accused persons has revealed that it is an example of reaching rags to riches within a very short span of time .The kingpin Irshad basically hails from Arariya, Bihar and had migrated to Delhi around 15-20 years back along with his family members. The family members started picking rags. Irshad is the eldest of the eight siblings. Due to extreme poverty and absence of any source of income he formed his gang of local ruffians in the area of Meena Bazar Jama Masjid where he was living at foot path with his family members. Soon he started committing burglaries in an organized and professional way and included his brothers and other relatives in his gang.

Arrested persons were thoroughly trained by Irshad . Muzaffar had mastered the art of breaking and opening any kind of lock. Mohd Qateel , the brother in law of Irshad and Muzaffar ,had mastered the art of gaining access in the house with in a very short time. Sheikh Ali was used by the gang to complete the recee and to identify the routes of escape. He also identifies the potential flats by roaming in the colony during day time. Due to his young age and innocent face no guard suspects his movements in the area. They generally commit daytime burglaries and target the locked flats after proper recee of the entire area focussing entry and exit points. They are well versed with the topography of South, South East and East Delhi. In the past they have committed burglaries mainly in all the areas of South Delhi.

The duo Muzaffar and Irshad has taken houses on rent Rohini, Noida , Ghaziabad and Shastri park area where they keep all the stolen articles and as soon as the deal between the Receiver and Muzaffer etc was finalized the stolen articles were shifted from that house. This was mainly done by Irshad and Muzaffar. After receiving the money from the receiver Irshad and Muzaffar distribute it between the members and keep the large chunk with them. One of the brothers would soon goes to their native Village and through their Parents or other relatives the money was invested in some property or giving loan to the villagers on high interest. As many as five properties were purchased by Irshad and Muzaffar in Arariya Bihar with in a very short time. The gang focussed on the following material things in their nefarious operations:

- Although they got rented flats in posh areas to keep the stolen property yet they themselves put up in a park near Jama Masjid to avoid police dragnet; - They are rag pickers but fond of Perfumes especially girl perfumes and collected a variety of Perfumes in their heist; They keep at least a bottle of perfume for their girlfriend out of every such heist. - They are found in possession of documents of five properties they owned in Araria, Bihar. - They disowned themselves from the properties they acquired through the crime by giving an advertisement in the newspaper so that police is not able to connect the property to the crime. - They are found in possession of a few jewellery purchase receipts duly laminated to claim the stolen property in the court of law. - A few of their victims include councillor, police officers and government servants.

RECOVERY

1. Cash amounting to Rs Five Lacs, 2. Gold jewellery , 3. Silver Jewellery, 4. LCDs, Color TVs, 5. Digital Cameras,DVD players, 6. Imported perfumes , 7. Designer Sun glasses, 8. Other house hold articles and 9. Documents of properties purchased by the members of the gang .

Further investigation is in progress and efforts are being made to arrest the absconding Leader Irshad. Efforts are also being made to connect the gang from the incidents which they committed in the recent past. The receivers are also being identified All the concerned police stations have been informed about their arrest .A team has also been despatched to Distt Arariya Bihar to identify the properties of the gang and money invested by the brothers in other fields.

DESPERARE THIEF MONU @ KISHAN INVOLVED IN COMMITTING HUNDREDS OF CNG KIT THEFTS ARRESTED. MANY STOLEN CNG KITS AND CYLINDERS RECOVERED

INTRODUCTION

With the arrest of Accused namely

Monu @ Kishan S/o Late Chet Ram R/o C-22 Phase 3 Sawan Park Ashok Vihar N.Delhi

the South Distt Police has busted a network of criminals involved in the thefts of CNG kits all around the city. They have so far been found to be involved in as many as 250 incidents of CNG kit thefts in Delhi and NCR region. Stolen articles worth lacs including A SANTRO CAR, 18 CNG KITS, AND 8 CNG CYLINDERS AND ONE ECM BOX recovered.

INCIDENT

Mr Saurabh Gupta S/o SH MIsri Lal Gupta R/o 130 1st Floor DDA Flats Lado Sarai Saket had reported that on 11/2/2011 ECM Box and mouth of music System was stolen by some unknown person. On his statement, a case was registered vide FIR no 29/11 u/s 379 IPC. A team of Police Station Saket was formed to work on such active gang and to collect the intelligence about the movement of criminals involved in these cases and to prevent further incidents. During investigation it was transpired that gang of Monu @ kishan had in past been involved in such type of thefts who usually targetted CNG KITS fitted in the vehicles. It was also learnt that the gang consisted of five to six members and moving around in the city in stolen Honda City Car.

TEAM , INVESTIGATION & ARREST

The team of Police Station Saket consisting of Inspr. Dharam Dev, D.S. Rathee, SI Ombir Singh , ASI Shashi Kant , ASI Anand Parkash , Hc Satyender Singh , Hc Tara Chand, Hc Vinod Kumar Hc Suresh , Ct Asgar Ali And L/Ct Lalita under the supervision of Insp Rajender Singh SHO/Saket and Sh Mehar Singh ACP/Hauz Khas collected intelligence about the movements of notorious Monu @ Kishan gang . It was learnt that these gang members had earlier been involved in many cases of thefts and their movements was also noticed in the affected areas of Delhi where these incidents were reported. The information about the gang was further developed and on the basis of a specific information the team nabbed the alleged Monu @ Kishan around 1.30 P.M on 18.02.11 near free parking, Sector 3 Pushp Vihar N. Delhi. From his personal search one Buttondar Knife was recovered. On his sustained interrogation he confessed his involvement along with his associates Zaved @Sahil Naresh @ Tinku, Mahender @Banti And Raj Singh @ Raju in hundreds of thefts of CNG KITS, ECM etc. At his instance 18 CNG KITS AND 8 CNG CYLINDERS AND ONE ECM BOX were recovered from his rented house which is being used as go down for concealing stolen articles.

MODUS OPERANDI

The interrogation of the accused person has revealed that the members of the gang had earlier been involved in many cases of thefts and robberies and spent a good time in jail together. Once out, they again joined hands together and preferred to commit crime of CNG Kits, ECM, Stereos’ etc. They had got a good chain of disposal of all these stolen articles through their contacts based in NOIDA and Meerut. As per this modus operandi as the arrested person disclosed, they would move around the city in a luxury car preferably in Honda city and remove a car fitted with CNG from any area, would take it further to isolated place remove the CNG kit with the gadgets they carry along with and leave the car after removing CNG kit and Cylinder, ECM, Stereos etc. They would commit crime in the wee hours and shift the stolen articles in a go down took on rent by them. The next day they would deal with the notorious Receivers of Meerut and NOIDA and sold a kit in Rs. 8000/-each. The area of West and North West Delhi has been severally affected with the activities of this gang.

The arrested accused persons has earlier been involved in 10 cases and spent many months in jail. One Sentro Car has also been recovered which he used to ferry small articles such as ECM and stereos and breaking implements.

Further investigation is in progress and efforts are being made to arrest the absconding Accused Persons Zaved @Sahil , Naresh @ Tinku Mahender @Banti And Raj Singh @ RAju Efforts are also being made to connect the gang from the incidents which they committed in the recent past .The efforts are also being made to arrest the Receivers involved in the racket. All the concerned police stations have been informed about their arrest.

Painting competition - cum - commemorative function of Road Safety club-21 Feb. 2011

As part of ongoing Delhi Police Week 2011 Delhi Traffic Police is organising on the spot competition for school children at India Gate Lawns at 1000 hours on 21 Feb. 2011. More than 1000 school children from all over Delhi are expected to participate in the competition. Sh. B.K. Gupta, Commissioner of Police, Delhi will present the prizes to winners in different age categories at 1.00 P.M.

This function is being organized in association with Society for Indian Automobiles Manufactures, Hero Honda, J.K. Tyres and others to create awareness amongst children about the importance of road safety norms and need for obeying traffic rules. During the function a trophy will be also presented to the school which has been adjudged best in road safety activities from amongst the schools which are part of Road Safety club with Delhi Traffic Police.
