"Instructional spending" does not include expenditures such as food services, interscholastic athletics, community services, adult education, operation and maintenance of buildings, school administration, student support services (i.e., nurses, guidance counselors, and therapists), and student transportation.

UPDATE: On TABLE and still viable. HB 878, 65% also, in Appropriations. Expect a 65% bill to go to Floor of House for vote. Noted in some Republican platforms. If passes House, then goes to Senate Ed and Health.
