1. Opening of meeting and approval of the draft agenda (MOVE)

2. Approval of the 8th meeting report (MOVE)

Action Point 1: The eMS Group agreed to approve the 8th meeting report with the additional amendment requested by the WSC to include “NSW full harmonisation”. MOVE to publish the amended version on CIRCA BC.

3. Customs Related Information business rules (MOVE/TAXUD)

Action Point 2: The eMS Group agreed to provisionally validate the Customs business rules, with the remark that the document will be updated with the eManifest proposal by December 2013. MOVE to publish the validated version on CIRCA BC.

4. Information on the Blue Belt and eManifest initiatives (MOVE/TAXUD)

Next steps: Workshop on eManifest on 24-25 June; Data integration and Harmonisation meeting 27 June; Electronic Customs Group 1-2 July; Transit Committee 4 July; adoption of the Communication on Blue Belt planned on 8 July; possible informal ECG on Blue Belt October 2013.

5. Identification of ships to which the Directive applies (EMSA)

Action Point 3: The eMS Group requested to include the revised version of the table as an annex to the NSW guidelines document. The eMS group to provide any additional comments by 5 July. EMSA to update the document and to include it as an annex to the NSW guidelines.

6. Harmonisation of the business rules (EMSA)

Action Point 4: The eMS Group agreed to finalise the revision of the document by correspondence and to provide any additional comments by 5 July. EMSA to update the document and to distribute the revised version to the eMS group.

8. Data Mapping and Functionalities Sub-Group

Action Point 5: DG MOVE to confirm the date of the next sub-group meeting in September ASAP.

Action Point 6: The eMS Group agreed to update the Data Mapping interim report with the comments made during the meeting and with the proposal to harmonise the business names and definitions submitted by the group of MS (BG, DE, IT, NL and SE). The clarifications provided by Commission services and by the Customs sub-groups to be also reflected in the document. EMSA to issue the revised version to the eMS group. Action Point 7: The eMS group agreed the sub-group to continue to work according to the next step foreseen - business rules and technical definitions. The sub-group to work by correspondence during the summer period and to continue the discussions at the next subgroup meeting in September.

10. Re-Use of Data (MOVE)

Action Point 8: The eMS group accepted the principle of re-use of data. However, the re-use must be considered case-by-case, analysing each data element individually. The eMS agreed to continue the discussion on the re-use of data. A preliminary review of the data which can be re-used can be done at the Data Mapping and Functionalities sub-group.

11. Development of SSN messages (Waste/Security/HAZMAT) progress in SSN Group (EMSA)

Action Point 9: MOVE to identify the critical path on the implementation planning and to analyse additional measures to ensure the Directive implementation.

The next e-MS Group meeting is scheduled to December 2013, in Brussels (or an earlier date if needed).
