A team of officers of Special Cell led by Inspr. L.M.Negi and Inspr. Hirdaya Bhushan under the supervision of Sh Manishi Chandra, ACP has worked out a sensational case of murder of PS Ranhaula, Delhi. Incident:

On 29/06/2013, Vicky r/o Hasthal, Uttam Nagar reported that at about 11:30 PM, he met his friends Kuldeep @ Leela r/o Mohan Garden, Uttam Nagar, Delhi and Noor Mohammad at Qureshi Meat Shop, Ranhaula. After sometime, Arif @ Raju shouted and called Kuldeep. As Kuldeep went to see him, Arif @ Raju alongwith Sher Khan & Shahrukh thrashed Kuldeep and shot him dead. The criminals absconded after committing the crime. In this connection, a case vide FIR No. 181/13 U/s 302 IPC was registered at PS Ranhaula.

On 14/07/13, an information was received that Arif @ Raju & Sher Khan, wanted in the said murder case, may be coming to Sarai Kale Khan Bus Stand in the early hours. Accordingly, a trap was laid at the vantage points by the team led by SI Rishipal. Both Arif @ Raju (aged 28 years) & Sher Khan ( aged 19 years ) both r/o J. J. Colony, Uttam Nagar, Delhi were apprehended.

Both the accused persons were subjected to sustained interrogation wherein they disclosed that they were running a Gramin Sewa vehicle in the area of Uttam Nagar. Kuldeep @ Leela extorted money from them for running Gramin Sewa. Duo along with Shahrukh conspired and murdered Kuldeep @ Leela using country made pistol. Sher Khan has also been arrested earlier in an attempt to murder case.

Arif @ Raju hails from Bareilly, UP. He is a school drop out. He is the youngest of his 7 brothers & 2 sisters. In 1998-99, he came to Delhi and learnt the work of tailoring and worked as tailor to earn his livelihood. Two years back, he started driving Gramin Sewa vans on monthly wage. About a month back, Arif @ Raju purchased a Gramin Sewa vehicle and drove it between Uttam Nagar & Mohan Garden, Delhi. Arif @Raju has previously been arrested in other cases of attempt to murder & grievous hurt.

Accused Sher Khan is a nephew of Arif @ Raju. He too is a school drop out. He is the second child amongst his 6 brothers and a sister. In 2004-05, he came to Delhi for his maternal uncle Arif @ Raju’s marriage and did not return to his village and has been residing with him in Delhi. He does sundry job connected with manufacture of Leather Bags. Sher Khan has also been arrested in a case of attempt to murder along with Arif @ Raju. Further investigation is in progress.

DELHI TRAFFIC POLICE DATED 16.07.2013 Traffic Advisory Stringent prosecution for fancy/defective number plates

It has been observed that vehicles in Delhi are found plying in the city with number plates where the registration numbers of the vehicle are either not clearly legible, fancy number plate, soiled or pasting stickers and images drawn on number plates. In some cases, font and colour of the text differs. Some of them have number plates of different shapes and sizes. In some cases of accidents and crime related incidents, vehicles managed to flee without their registration number being noted down for legal action.

According to Rule 50 of Central Motor Vehicles Rules, 1989 provides that the registration number plate is the identity of a vehicle, hence the letters/number written on it have to be clearly legible. The section provides for a meagre penalty of only Rs. 100/- with the result that motorists, and especially the commercial vehicles, are flouting this law with impunity.

But now Section 39 of Motor Vehicles Act, 1988 shall also be added which prescribes that no person shall drive any motor vehicle and no owner of a motor vehicle shall cause or permit the vehicle to be driven in any public place or in any other place unless the vehicle is registered in accordance with this Chapter and the certificate of registration of the vehicle has not been suspended or cancelled and the vehicle carries a registration mark displayed in the prescribed manner.

Anybody found plying vehicles with defective or fancy number plate shall now be challaned under Section 39/192 of Motor Vehicles Act, 1988 which shall be punishable with a court challan of Rs. 2000/- for the first offence which may be extended to Rs. 5,000/- or imprisonment which may extend to one year or both for second and subsequent offences.

To make sure that violators do not deny or question the challan in the court, all ZOs and TIs issuing challans will be given digital cameras. They will click a photograph of the number plate of the vehicle and attach it with the notice of challan.

A special drive will be launched against the use of defective number plate from 18.07.13. Those challaned for defective number plates will have to appear before the concerned court of law to pay the fine. GANG OF CHEATS BUSTED

Police personnel of Police Station Janak Puri, West District have busted a gang of cheats by arresting three persons namely Sandeep Arya @ Sonu, Naveen Suyal and Jai Prakash. With their arrest a sensational case of cheating has been worked out.

NAME AND PROFILE OF ACCUSED ARRESTED

1. Sandeep Arya @ Sonu s/o Lt. Sh. Dayal Ram r/o H-3/352, Sec.16, Rohini, New Delhi, age 28 years. He is a Law Graduate from Delhi University and is working in a Private Finance Company. 2. Naveen Suyal s/o Surender Dutt Suyal r/o H.No.19/30, Moti Lal Rai sports School, Sonepat (Haryana), age 20 years. He is studying in BA 2nd year from IGNOU, Delhi. 3. Jai Prakash @ Jaggu s/o Sh. Bhagat Ram r/o G-502, Nanda Colony, Ram Park Extension, Loni, Ghaziabad, UP, age 28 years. He has studied upto 12th class. He is working as Mess Manager, in a Public School in Delhi.

CASE WORKEDOUT

FIR No.215/13 u/s 419/420/468/471 IPC PS Janakpuri, Delhi.

INCIDENT AND TEAM

On 11.07.13, Sh. Sanjay Arya s/o Sh. Ram Bhagat Arya r/o G-502, Nanda Colony, Ram Park Extension, Loni Ghaziabad, UP, working as consultant in a private company lodged a complaint in PS Janak Puri alleging therein that his credit card issued from HDFC Bank was used illegally twice. First for making a purchase at Alukka Gold Palace, District Centre, Janakpuri, New Delhi for a sum of Rs.1,33,000/- and second time for an online purchase valuing Rs.1,60,000/- at Caretlane.com after changing his mobile number registered with the issuing bank, whereas he had never used his credit cards. It was also reported that an attempt was also made to change the password for online transaction. On receiving the complaint, a case vide FIR No.215/13 u/s 419/420/ 468/471 IPC was registered and investigation was taken up. Immediately, a team comprising of SI Arun Kumar, Ct. Sunil and Ct. Narender under the supervision of ACP/Vikas Puri headed by SHO/Janak Puri was constituted to nab the culprits.

INVESTIGATION AND OPERATION

During investigation, details of purchase were collected and identity card deposited with Alukka Gold Palace was found to be a forged Driving License issued in the name of Sh. Sanjay Arya, (the complainant). The same was deposited at Alukka Gold Palace, Janak Puri. At the time of purchasing 05 gold coins. The photographs were shown to the complainant and his family members who confirmed that the photograph pasted on the Diving Licence resembles a person residing with his cousin in Rohini. A raid was conducted there and Naveen Suyal was apprehended. He is the person whose photograph was affixed on the fake Driving Licence deposited with the seller. He was arrested and he disclosed that the forged licence was made available to him by his room mate Sandeep Arya. Both the persons were thoroughly interrogated and they disclosed that the credit card was made available to them by one Jai Prakash @ Jaggu, the real brother of the complainant. Later on, Jai Prakash was apprehended from Loni Ghaziabad, UP. During sustained interrogation the accused persons revealed that in total they have purchased 10 coins weighing approx. 10 gms each. All the coins were sold off to a jeweller at Kingsway Camp and the cash was handed over to their associate Dilawar r/o Sonepat, Haryana. Efforts are being made to recover the cheated amount.

Dated 16.07.13 TWO DESPARATE AUTOLIFTERS OF JAILLA GANG ARRESTED

Police personnel of Police Station Tilak Nagar, West District have done a good work by arresting two Autolifters namely Jarnail Singh @ Jailla and Karan and recovering one stolen motorcycle, one stolen scooty and one button actuated knife from them.

2 One stolen Scooty No.DL-4SBR -1908

3 One Button actuated Knife.

INCIDENT AND OPERATION

For the last few days the incidents of autolifting were reported frequently in the area of police station Tilak Nagar. So, a special team comprising of HC Amrit Singh, Ct. Vinod Kumar and Ct. Rajender headed by Inspr. Surinder Sandhu, ATO/Tilak Nagar under the supervision of SHO/Tilak Nagar was formed to apprehend the autolifters. A police picket was deployed near Subash Nagar more for checking of vehicles. At about 7 pm, two young boys were seen coming from Khyala side on a Scooty bearing No. DL-4SBR 1908. The police party signalled them to stop for checking but they tried to flee. The police party chased and overpowered them. Later on they were identified as Jarnail Singh and Karan. On verification, the above Scooty was found to be stolen from police station Tilak Nagar area vide FIR No 273/13. On sustained interrogation they confessed that they had stolen another motorcycle bearing No DL No. PB 6SL 6978 from the area of PS Khayala. The said motorcycle was recovered at their instance. Further, during their personal search one Button actuated Knife was recovered and they were arrested in case FIR No.352/13 dated 12.07.13 u/s 25/54/59 A. Act police station Tilak Nagar.

EXTORTIONIST GANG BUSTED WITH THE ARREST OF ACCUSED GONU @ GYAN AND OTHERS.

With the arrest of accused Gonu Singh @ Gyan S/o Govinda Singh R/o Vill- Pandit Ka Purwa, Mauza- Asokpur, Disst Gonda UP, Age- 31 Yrs and Sanjay S/o Ramanand Paswan R/o- Village- Bhul Bhulia, PS- Balpur Bazar, Disst Gonda UP, age 21 Yrs by the local police of Police Station Gandhi Nagar, East Distt., Delhi has busted the gang of extortionist Gonu @ Gyan & Sanjay vide case FIR No. 271/13 dated 11-07- 13, U/S- 387/507/34 IPC, PS- GANDHI NAGAR DELHI.

INCIDENT

On 11/07/13 above noted case was registered on the statement of complainant Dr. Trilok Aggarwal wherein he alleged that he is a doctor and having two clinics, one at 9/2503, Circular Road, Kailash Nagar, Gandhi Nagar, Delhi and another at Laxmi Nagar, Delhi. On 09/07/13, he received a call from unknown number that there is an important letter for him which has been put near electric meter of his clinic at Kailash Nagar, Gandhi Nagar, Delhi. When he opened the envelope, he got shocked as someone has demanded 50 lacs rupees as extortion money from him otherwise he will murder him by 13/07/2013 and also written in the letter that extortionist had given SUPARI of Rs. 20 lacs to someone for murder of Dr. Trilok Aggarwal. He reported the matter to the Police Station Gandhi Nagar and above mentioned case was registered on his complaint. Investigation of the case was entrusted to SI Amit Pratap Singh. Complainant received a call from PCO on 13/07/13 to arrange the money otherwise he would be killed today. TEAM

On the close supervision of Dr. Rashmi Sharma, ACP Gandhi Nagar a raiding party consisting of SI Amit Pratap Singh, Const Ankur No-2769/E, Const. Naveen No 2233/E, Const. Dharmender No 1300/E, Const Kapil No. 1479/E led by ATO Inspr. Vijay Kumar was constituted to apprehend the extortionist. Complainant was directed to remain in touch with caller, record the calls and give assurance to him that he is arranging money. The caller was calling from various PCOs for demanding money and directed to bring money in a paper Box near Gauri Shankar Mandir opposite Red Fort and further direction will be given there. Raiding party along with complainant reached opposite Red Fort and wait there for further call of extortionist. At about 4:35 PM, another call received from a PCO on the mobile of complainant and extortionist told that there is a boy outside Moti Cinema having one paper slip on which “DBC Transport” is written and have a hanky (Rumaal) on his head. He further directed to complainant to deliver the money to him and exchange the money box with that slip of “DBC transport”.

On this complainant took a dummy paper box and follow the direction of extortionist. Const Ankur, Const Naveen and const Dharmender were deputed outside the Moti Cinema to keep vigil on the movement of complainant. SI Amit Pratap Singh along with Const Kapil follow the complainant and after some time one boy having same description given by the extortionist came at Moti cinema and after exchange of some words he exchanged the paper slip with dummy box of money and proceeds towards Bhagirath palace. He got suspicion and started to move fast from the spot but overpowered by the raiding party. Later on his name was known as Sanjay S/o Ramanand Paswan R/o- Village- Bhul Bhulia, PS- Balpur Bazar, Distt Gonda UP, age 21 Yrs.

INTERROGATION

On interrogation of accused Sanjay, he stated that he is a delivery man and his duty is to supply goods in the market and he did not know the name of that person who sent him to take delivery. After sustain interrogation he disclose the name of main accused as Gonu Singh which was earlier employee of complainant as Compounder and left the job before one year. A call received at 8 PM about the delivery of money on the mobile of complainant and he assured him that he had already handed over the money to his boy at Moti Cinema. The raiding party moved to the rented room of accused Sanjay at H.No 212, gali No-7, F- Block, Shatri Park Delhi and conducted raid there. On the pointing out of complainant accused Gonu Singh @ Gyan S/o Govinda Singh R/o Vill- Pandit Ka Purwa, Mauza- Asokpur, Distt Gonda UP, Age- 31 Yrs. was apprehended from outside of the room of Sanjay, where he was waiting for accused Sanjay. Accused Gonu @ Gyan visited the clinic of complainant before 15 days and asked for a job but complainant refused to him. On this he became angry and planed to extort money from the complainant as he was aware that Dr.Trilok is very rich and also aware about his family background. He is on P/C remand and will be produced on 16/07/13.

1. Whereas a large number of Internet access shops have come up in New Delhi District which are popularly known as Cyber Cafes and large number of peoples visit them to use the facilities available in such a place including E-mail facility. 2. And whereas, it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigation agencies, create panic in the general public, endanger the security of VVIPs and Govt. Institutions, activities directly affecting the security of State. 3. And whereas, it necessary to take speedy measures in this regard to prevent danger to human life of safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility. 4. Now, therefore, in exercise of the powers conferred upon Commissioner of Police, Delhi by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978(I) – UTL, 1.7.1978 and further delegated to the under signed vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F. No. 11036/1/2010-UTL dated 9.9.2010 I, Pawan Kumar , Assistant Commissioner of Police of Sub-Division Connaught Place of New Delhi District do hereby make this written order for strict compliance by the owner of such Cyber Cafes in the entire jurisdiction of Sub Division Connaught Place. I. Prohibiting the use of Cyber Cafes by unknown persons and whose identity has not been established by the owner of café. II. Make sure that the users of Cyber Café are photographed on a continuous basis and a record of the same is being maintained properly. III. Maintaining a register for identity of visitors/users. IV. Make an entry in the handwriting of the visitor/user mentioning name, address telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose. V. The identity of the visitor/user shall be established through identity card, voter card, driving license, passport and photo credit card (any one of them). VI. Activity Server Log should be preserved in main server and it record should be preserved for at least six months. VII. Record be maintained about the specific computer used by the person. VIII. If any activity of the visitor is of a suspicious nature, the owner of Cyber Café will immediately inform the nearest Police Station. 2. This order shall come into force with effect from 16.07.2013 and shall remain in force for a period of 60 days i.e. up to 13.09.2013 (both days inclusive) unless withdrawn earlier. 3. Any person contravening this order shall be punishable under section 188 of Indian Panel Code. 4. As the notice cannot be served individually on all concerned, the order is hereby passed ‘Ex-Parte’. It shall be published for the information of public through Press and by affixing copies on the notice boards of the offices of all District Addl. CsP/DCsP/Addl. DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of the NDMC, MCD.
