Performance Work Statement (PWS)

for April 2015 Pakistan Defense Resources Conference

21 – 23 April 2015.

NUMBER OF PEOPLE: Ranges between 45 and 85 people over 3 days.

SPECIFIC REQUIREMENTS: Hotel or other facility with conference room, located within 5 miles of DSCA, located at 201 12th St So, Arlington, VA and within .5 mile of a metro station with a direct line to the Crystal City and Pentagon metro stations.

STYLES OF ROOM FOR THE EVENT: U-shape or conference style preferred with chairs around the perimeter of the room

CONFERENCE ROOM REQUIREMENT: Break out rooms to be located in close proximity. Preferably in same area or conference designated hallway. Prefer small room for hot breakfast on the morning of Day 1.

2 Note 1: Conference rooms that cannot be set up to accommodate U-shape, use square or conference as an alternate. All tables require skirts. Contractor shall setup tables and AV equipment each day. Contractor shall remove the equipment on the last day.

Note 2: Coffee/tea/juice and some type of pastry/muffin for the leadership meeting, to be held in a small conference room near the main (85-person) conference room. Coffee/tea/juice and some type of pastry/muffin for morning break; coffee/tea/sodas and a snack such as cookies/fruit for afternoon break. Coffee pots to be kept full 7:30AM-4:00PM with additional coffee requested as needed. Either halal-prepared or seafood is required for lunch with a vegetarian option.

LODGING REQUIREMENT: At least 45 lodging rooms blocked for participants from 19 – 25 April. Participants will be responsible for making their own reservations. Any rooms not booked within one week of the event will be returned to the hotel.

Manpower Reporting Requirement: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for DSCA via secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported anytime during FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Invoicing Procedures: Invoices are to be submitted electronically via the Internet through Wide Area Work Flow – Receipt and Acceptance (WAWF-RA) system at https://wawf.eb.mil. Contractors must create two documents (Invoice and Receiving Report; i.e. Combo Documents) with a single data entry session.
