Deadline for Bids: 17 May 2015 up to 12.00 noon (closing date and time)

1. The People’s Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) with an ADB administered co-financing grant from the Government of Netherlands toward the cost of Flood and Riverbank Risk Management Investment Program (FRERMIP) Project -1 and it intend to apply part of the proceeds of the project fund to payment under the Contract for procurement of Office equipments for Package No. G-07/2014-15.

2. The Bangladesh Water Development Board now invites sealed Bid from eligible Bidders for Procurement of Supply of Office Equipments. The National Competitive Bidding Method will be followed for Procurement of Office Equipments strictly in conformity with the “Technical Specifications” and Delivery Schedule provided in the Bid Document. As per schedule below the Office Equipments to be delivered at the FRERMIP head office, Dhaka. Bangladesh.

3. The following fail-pass qualification criteria are disclosed in this IFB, in order to enable the potential bidders to make an informed decision whether they will pursue the contract either as a single entity or in joint venture: i. Size of Operation: Bidders must have average annual turnover of BTD 2 million defined as the total payments received by the Bidder for contracts completed or under execution over the last three years. Single entity or the JV must meet the requirement. In case of JV, each partner must meet 25% of the requirement and one of the partner must meet 40% of the requirement. ii. Contractual Experience: At least one contract of value BDT 2 million should have been completed as main supplier within the last three years, counting back from the date of publication of IFB in the newspaper. The nature and complexity of the contract should be comparable to the contract to be let. iii. Cash flow Capacity: Availability of minimum liquid assets i.e. working capital or credit line(s) net of other contractual commitments of BDT 2 million. Single entity or the JV must meet the requirement. In case of JV, each partner must meet 25% of the requirement and one of the partner must meet 40% of the requirement. iv. Financial Position: Submission of audited financial statements, or Income statement, owner's equity statement, balance sheet and statement of cash flow for the last three years to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. Page-1/2 4. National Competitive Bidding will be conducted in accordance with ADB’s single stage, One- Envelope bid procedure and is open to all eligible Bidders.

5. Interested eligible Bidders may participate on purchasing Bid document. Price Schedule and Bid Submission Letter should be duly signed by the same authorized person signing the Bid. Bidders may obtain further information on the bid and inspect the Bidding Documents at the offices of the undersigned the Project Director, PMO-FRERMIP, BWDB, 28 Toynbee Circular Road, 3rd Floor, Motijheel C/A, Dhaka-1000, Tel: +88-02-9568792, Fax: +88-02-9557236, Email: [email protected] from 1000 to 1300 hours on working days.

6. The Bidding Documents in English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of Tk. 750/= (Taka seven hundred & fifty) only. The method of payment will be through a Pay Order issued by a scheduled Bangladeshi Bank located in Dhaka or a Demand Draft or Cashier’s Check drawn in favor of the Deputy Director, Dhaka Regional Accounting Center (RAC), BWDB, Dhaka, Bangladesh from a Bank located in Bangladesh. The documents may be collected by the authorized representative of the Bidder.

7. Bid must be submitted to the address given below. The name and title of the procurement package shall be clearly marked on the outer surface of the envelope containing the full Bid proposal i.e. “Bid offer for the supply of Office Equipments” Package No. G-07/2014-15. All Bids must be accompanied by Bid security. The particulars and amount of Bid security is mentioned in BDS (corresponding ITT Clause is 21.1). Bids will be received at the address below up to 12.00 hours (BST) on 17 May 2015 and Bids will be opened at the same place at 12.30 hours (BST) on 17 May 2015 in presence of the Bidders or Bidder’s representatives who choose to attend at undersigned office. Late submission of Bid will be declared LATE and will be returned unopened to the Bidder. Last selling date of bidding document is on 14 May 2015 up to office hours (17:00 BST)

8. Notification of award will be issued upon approval of competent authority.

9. Acceptance of a Bid will rest with the competent authority who is not bound to accept the lowest or any of the Bids without assigning any reason.
