Rockwood Borough Council September 20, 2016

The meeting of the Rockwood Borough Council was held on September 20, 2016 at 7:00 pm. Members present were Barry Atchison, Todd Berkey, Jean Atchison and Amy Jo Stout. Also present was Secretary Jill Shultz, Maintenance Supervisor Carl Jones and Solicitor Bill Carroll. Dave Weimer and Mayor Betsy Conn were absent.

The motion was made by Jean Atchison to approve the August 16, 2016 meeting minutes as presented with no corrections. Todd Berkey seconded the motion and the motion carried.

Solicitor Bill Carroll called for an executive session at 7:02 to discuss possible litigation. Council resumed the regular council meeting at 7:13 pm with no action being taken.

Public/Visitor Comments:

John & Dixie Kelly were present to discuss their property at 1067 Bridge Street where the Maintenance Department repaired a water leak back in June and the repairs to the driveway. Based on information he received from PennDOT, he feels that it is the Borough's responsibility to repair the driveway back to its original condition. Barry Atchison asked John to give us until September 27th to see if we can come up with something to resolve the problem.

Jean Hendershot was present to ask Council what their intentions were for development on the former Hotel property & the Floyd Pritt's property on Main Street. Council stated that the Borough does not own the property yet nor have they decided what they plan to do with the properties.

Old Business:

A. Kevin Yoder with Appalachian Engineering Group was not present. B. Council President Barry Atchison read the police report for the month of August.. C. Carl submitted his maintenance report Council to review. 1) The sink hole on Water Street was repaired by installing 80 feet of culvert pipe. 2) Market Street sewer line is complete except for the large rock at Jones' property. As soon as he is able to find a way to get the rock out of the yard, he will get it landscaped. 3) Carl received three quotes for the inspection of the water tower: Pittsburg Tank & Tower for $1250.00, Preferred Tank & Tower for $995.00 and World International Testing for $3835.72. The motion was made by Todd Berkey to go with Preferred Tank & Tower's quote of $995.00. Amy Jo Stout seconded the motion and the motion carried. Carl will get it scheduled. D. Carroll Law Office reviewed their items: 1) Bill stated that the deeds for the former Merchant Hotel Property and the adjoining property were delivered to Attorney Boose. They are still waiting to be signed. 2) The motion was made by Amy Jo Stout to reaffirm the Resolution of Policy for Safe Keeping of Police Department Keys which was adopted at the July 19, 2016 meeting. Jean Atchison seconded the motion and the motion carried. Barry Atchison will give a copy to Officer Loiodici to give to the District Attorney. 3) The letter was sent to the New Centerville Fire Department regarding the usage of water from the hydrant at the school. He has not heard anything back from anyone. 4) The collection of the Local Service Tax was discussed. Jean Atchison proposed to adopt a resolution to appoint Capital Tax as the collector of the current and delinquent Local Service Tax effective January 1, 2017. Todd Berkey seconded and the resolution carried. E. The next budget meeting is set for October 11th at 6:30 pm.

New Business:

A. The motion was made by Jean Atchison to ratify the hiring of Austin Crawford effective September 1, 2016 as a part time employee at a rate of $12.00 per hour and a three month probationary period. Todd Berkey seconded the motion and the motion carried. B. Amy Jo Stout gave an update on Light Up Night. The date has been set for November 26, 2016. Corleen Schmucker has been working with her to get things organized. Letters were to be sent out in August but the Borough has not received one and Jean Atchison stated that they have not received one either. Amy Jo will check with Corleen to find out the status of the letters. C. Jill gave paperwork to Solicitor Carroll to file a lien on John Meyer's property at 416 Leora Avenue that is coming up for Sheriff's Sale on November 18, 2016. D. Barry had an estimate from Servpro of Somerset County & Westmont to strip & wax 574 square feet of tile floor at the Borough building in the amount of $470.68. Jill is going to look into getting additional quotes before a decision is made.

Committee Reports:

Water/Sewer: NONE Finance: The motion was made by Todd Berkey to ratify the reinvestment of the Borough's CD's that matured on September 9th. Jean Atchison seconded the motion and the motion carried.

The motion was made by Jean Atchison to pay the bills. Amy Jo Stout seconded the motion and the motion carried. Todd Berkey abstained from payment of the Rock City Express bill.

Police: NONE Streets/Alleys: NONE Property/Flood: NONE Building Committee: NONE Personnel: NONE Community Development: Jill received a request from Marsha Schmuck on behalf of the Rockwood Girl Scouts. The Girl Scouts did the kindness rocks project. They painted rocks (about 20) and wrote inspirational quotes on them. They are looking for a place to leave them. They have a sign with them about 10 inches by 10 in. It says that if you see a rock that has special meaning to you, please take one. They would like to be able to leave them at the grove. Amy Jo Stout will give Marsha a call to decide where to place the rocks.

Todd Berkey made the motion to adjourn the meeting. Amy Jo Stout seconded the motion, all were in favor, the motion carried and the September 20, 2016 meeting was adjourned at 9:16 pm.
