Adequate notice of this meeting time change has been provided in that this Board notified the Glen Ridge Paper and the Star Ledger on July 12, 2010. Said notice was published in the Star Ledger and the Glen Ridge Paper on July 15, 2010. The date, time, and location of this meeting were also emailed to all recipients of the annual schedule of the Board's meetings.

6:30 pm Executive Session - Room 113 WHEREAS, a matter to be considered by the Board of Education deals with personnel, negotiations and/or possible litigation, and WHEREAS, public disclosure of this matter may be prejudicial to the public good, NOW, THEREFORE, BE IT RESOLVED, that this matter be considered in a meeting closed to the public; and BE IT FURTHER RESOLVED, that the minutes of this meeting be sealed until the matter is resolved. Adjourn to closed session.

PUBLIC SESSION At the conclusion of the Public Session, the Board will conduct its annual Retreat. This is a time for Board members to learn about and discuss issues surrounding charter schools. The Retreat is open to members of the public who wish to attend as observers. However, due to time constraints, observers will not have the opportunity to contribute questions and comments during the Retreat.

P-4 Summer Worker Approve Jill Landgraber as summer technology assistant at a rate of $15 per hour.

P-5 Non-Union Board Stipend Approve a non-union Board stipend to Amy Booth, secretary in the technology office, as the student management system support for the district in the amount of $4,500 for the 2010-2011 school year.

P-6 Extended School Year Staff a. Approve Karen Kerris as an aide in the 2010 Extended School Year Program (replacing Agata Aiello) at a rate of $11.50 per hour for 90 hours for a total of $1,035. b. Revise the stipend for Jill Szalony, ABA for the 2010 Extended School Year Program, from $342 to $960 due to increase in hours.

P-7 Co-Curricular Advisor Approve Danielle Zeiser as the Spanish Club/Honor Society advisor on Guide 7 Step 2 Year 3 ($1,690*) for the 2010- 2011 school year. (*salary adjustment will be made upon completion of negotiations)

P-8 Rescind Appointment Rescind the appointment of Carol Hopkins as part-time attendance aide at Glen Ridge High School for the 2010-2011 school year.

P-9 Extra Summer Days Approve two additional extra summer days for the school nurses as follows: Joan DeJong - $728.48* Donna Doria - $965.11* Mary Giblin - $807.37* Charlene Reilly - $511.59* (*salary adjustment will be made upon completion of negotiations)

P-10 Volunteer Approve Eric Wormer as a volunteer boys soccer coach for the 2010 fall season.

CURRICULUM C-1 Field Trips Approve the following field trips for students of the Glen Ridge Public Schools: a. Ridgewood Avenue School 6th graders to visit the Buehler Challenger Science Center at Bergen County Community C ollege on December 20, 21, and 22, 2010 as per the attached. (Exhibit C-1.a) b. High School Peer Leadership (grade 12) to attend the annual Peer Leadership Retreat being held in New Paltz, NY from September 12-13, 2010 as per the attached. (Exhibit C-1.b)

BUSINESS B-1 Financial Reports Approve the following financial reports as recommended by the Finance Committee: a. Certification of Fund Balance Pursuant to N.J.A.C. 6:20-2.13(e), we certify that as of June 30,2 010 after review of the Secretary's monthly financial reports and upon consultation with the appropriate district officials, to the best of our knowledge no major account or fund has been over expended in violation of N.J.A.C. 6:20-2.13(b) and that sufficient funds were available to meet the district's financial obligations for the fiscal year.

b. Secretary's report through June 30, 2010 as follows: Beginning Balance $2,580,278.04 Receipts $2,267,924.08 Disbursements $2,745,656.69 Cash Balance $2,102,545.43 c. Bills list through June 30, 2010 in the amount of $2,745,268.87 d. Student activity account bills list for the month of June 2010 as follows: Forest Avenue School $1,300.00 Ridgewood Avenue School $6,923.46 Glen Ridge High School $21,266.53 High School Athletics $3,791.03 e. Treasurer of School Monies report for June 2010 as presented. f. Approve the budget transfer for the month of June 2010 as presented. (Exhibit B-1.f)

B-2 Conferences/Workshops Approve the workshops/conferences and travel expenses for the following staff: a. Debra Wahle and Anne Curcio to attend the 3rd Annual Special Education/Mathematics Teachers Conference Preparing for Revised State Standards & Assessments being held at the Crowne Plaza in Jamesburg, NJ on December 2, 2010 for a total cost of $175.42 each ($150 registration plus $25.42 travel). b. Mayra Bachrach to participate in the NXT Online Teacher Training-2010 being held through Carnegie Mellon University Robotics Academy from July 26-30, 2010 for a total registration cost of $499. c. Shehnaz Tapal to attend the Standards-Based Mentoring for Improved Student Achievement workshop being held at Montclair State University from August 24-25, 2010 for a total registration cost of $125.

B-3 Occupational Therapy Services Approve occupational therapy services to be provided by Building Blocks, Inc. at a rate of $85 per hour for a total cost of approximately $97,410 for the 2010-2011 school year. These services will include evaluations.

B-4 Cooperative Purchasing Services Approve the agreement for cooperative purchasing services with the Essex Regional Educational Services Commission for the 2010-2011 school year at a fee of $7,520.

B-5 Increase Bid Threshold and Appoint Qualified Purchasing Agent WHEREAS, 18A:18A-3 permits a Board of Education to authorize its purchasing agent to award contracts that do not exceed in a contract year the annual limit as established by the Governor, and

WHEREAS, local Boards of Education have been advised by the Local Finance Board through (LFN 2010-13) that the Governor has authorized the bid threshold of $36,000 and quotation threshold of $5,400 with a qualified purchasing agent effective July 1, 2010, and

Board Meeting - July 26, 2010 Page 5 WHEREAS, Peter R. Caprio, Business Administrator/Board Secretary possesses the designation of Qualified Purchasing Agent as issued by the Director of Division of Local Government Services in accordance with N.J.A.C. 5:34-5 et seq.; and

WHEREAS, the Glen Ridge Board of Education desires to increase its bid and quotation thresholds as provided in N.J.S.A. 18A:18A-3;

NOW, THEREFORE BE IT RESOLVED, that the governing body of the Glen Ridge Board of Education, in the County of Essex, in the State of New Jersey hereby increases its bid threshold to $36,000 and its quotation threshold to $5,400 and,

BE IT FURTHER RESOLVED, that the governing body hereby appoints Peter R. Caprio, Business Administrator/Board Secretary, as the Qualified Purchasing Agent to exercise the duties of a purchasing agent pursuant to N.J.S.A. 18A:18A-2b, with specific relevance to the authority, responsibility, and accountability of the purchasing activity of the Board of Education.

B-6 Educational Services Approve educational services to be provided by the New Jersey Commission of the Blind and Visually Impaired to student #14114 in the amount of $1,700 (level 1 services) and student #20131 in the amount of $4,100 (level 2 services) for the 2010-2011 school year.

B-7 Physical Therapy Services Approve physical therapy services to be provided by Stepping Stone Services, LLC at a rate of $85 per hour for a total cost of approximately $47,005 for the 2010-2011 school year. These services will include treatment, evaluations and consultations.

B-8 Out-of-District Placements Approve the out-of-district placements of the following students for the 2010-2011 school year with transportation to be provided by the district:

B-9 Award Energy Audit Contract Award a contract to Steven Winter Associates, Inc., 50 Washington Street, Norwalk, CT, to perform an energy audit funded by the Local Government Energy Audit Program of the New Jersey Board of Public Utilities in the amount of $62,435.

B-10 Asbestos Management Services Approve an agreement with PMK Group, Inc., a business unit of Birdsall Services Group (BSG-PMK) to provide asbestos management services - AHERA three-year re-inspection for the Glen Ridge Public Schools in the amount of $3,500.

B-11 Renew Contract for Athletic/Co-Curricular Transportation Renew a contract for athletic/co-curricular transportation for the 2010-2011 school year to Eagle Rock Bus Company at the following rates:

Athletics/Co-Curricular Events - $330.88 per bus Overtime (after 4 hours) - $70 per hour
