212/16 TO APPROVE AS A CORRECT RECORD THE MINUTES OF A COUNCIL MEETING ON 25 TH JANUARY 2017: RESOLVED that the minutes be signed as a True record AGREED
213/16 MATTERS ARISING: 205/16 Resurfacing at Beach Café – Cllr Brown to obtain quotes 186/16 It was confirmed that Dream Landscapes contract has been renewed at the same cost as the last 6 year. Slight changes have been made in Millom Park due to the Cemetery extension and also additional work to be carried out on the Car park bank at Haverigg.
214/16 OPEN TO PUBLIC: CCC Keith Hitchen – mentioned CCC works to be scheduled in the Millom area; Raising surface of A5093 to alleviate flooding, Cambridge St & Newton St pavement surfacing, Drainage throughout backstreets, Lapstone Rd carriageway repairs, Surface dressing Holborn Hill; Lighting improvements at Floyd St, Wilson Ave, Cook Rd and Race Grove. Irene Rogan – Raised issues regarding dog fouling problem in Millom & Haverigg and the need for more dog bins. Traffic on the seawall. Rubbish on Church walk. Fly tipping on the Hodbarrow reserve.
215/16 COPELAND BOROUGH COUNCIL REPORT: It was said that the CBC Budget has been passed, with no cuts but extra spending to be given to waste management. There is a Business Grant fund available for Millom/Haverigg business’s to apply to. It was thought the Business Grant could be used for funding towards the refurbishment of the Park Pavillion. Others areas which coukd be consider are; MUGA, Public Toilets, Town Signage, CCTV, PlayArea, Swimming Pool, Bus Shelter, Christmas lights etc.. There are plans for the Tesco car park to become Pay&Display, it was said that it would have an adverse effect on the current parking issues in the town but would give a stronger case for the need for a one way system.
216/16 AMENITIES AND RECREATION UPDATE: The A&R Committee to consist of The Mayor, Cllr Dixon, Cllr McGrath, Cllr Peter, Cllr Brown, Cllr Park, Cllr Kelly AGREED. First meeting arranged for Thursday 9th March 2pm.
217/16 YOUTH COUNCILLOR: Ross Bawden raised the issue of the lack of facilities for teenagers in the town, groups gather at Tesco or the railway station as they have very little to do. It was suggested that a survey be carried out, possibly via social media, to find out exactly what the youth of Millom and Haverigg want. ACTION: Ross/Mentor/Clerk – Compile survey.
218/16 MILLOM TOWN COUNCIL ACTION PLAN: AD said that she will email Cllrs for updates.
219/16 STREET FURNITURE QUOTE: It was said that CBC have provided a quote to fix the Bus Shelter in the Market Square – it will cost over £300 and CBC are not prepared to pay for it. It was suggested that the item be added to the Amenities and Recreation agenda.
220/16 EXTRA CHARGES FOR BANKHEAD HOUSES, HAVERIGG: It was said that some residents of Bankhead have approached Councillors for assistance with managing the charges issued to them by the Ministry of Justice. It was said that after seeking legal advice from CBC, the
Page 1 of 3 Millom TC February (1st March) 2017 matter is a civil one and not Council, however MTC are sympathetic with the issue and would like to encourage a residents group to form so that matters can be discussed collectively.
221/16 HOMEGROUP: It was said that now the Home group office in Millom is closed, customers are advised to contact the central office in Newcastle, however Cllr Peter is receiving a number of queries/complaints and has asked for a Millom “surgery” to be opened for 2 days a week for Millom and Haverigg residents to use locally for help and advice. It was AGREED that a local contact is needed and MTC are fully supportive of a local surgery.
222/16 THE BLUEBELL FOUNDATION: It was Proposed and AGREED that £100 be donated to the foundation. Resolved.
223/16 ST GEORGES DAY PARADE: Noted, Cllrs to inform the Clerk of attendance.
224/16 BATTLES OVER: A NATION’S TRIBUTE 11.11.08: Cllrs AGREED that MTC should be involved in the tribute. Cllr D Wilson volunteered to co-ordinate with the help of other Cllrs. ACTION: Clerk to register interest.
225/16 APPLICATION TO ADD A PUBLIC FOOTPATH AT HAVERIGG POOL: It was Proposed and AGREED that MTC supports the application.

Furness Building Society: It was Proposed by the RFO that the following action be agreed in order to keep the MTC account up to date: To add 3 new signatories Cllr G McGrath, Cllr A Dixon and RFO Mrs V Bradley. To remove retired Cllrs McPhillips and Altree. AGREED
