California Bicycle Advisory Committee District Updates October 4, 2012
District 3 – Ann Mahaney Ann will be the acting bicycle coordinator through the end of January 2013.
District 3 staff are working with the Tahoe-Pyramid Bikeway organization so they can construct a section of their facility along Interstate 80.
District 3 System Planning is working a Bicycle System Management and Development Plan for District 3 (BSMDP). This plan, similar to the District System Management and Development Plan, will evaluate the current and future operating conditions along with deficiencies on the State transportation system for bicycle travel. An inventory is being developed that will describe the State Highway System by segment including the current system, programmed and planned projects from regional agency plans, along with conceptual projects and identified deficiencies from the D3 Complete Streets Inventory database. We have targeted early November 2012 for a draft. A website for stakeholder notification and input is in the works.
District 3 - James P. Day September 11 & 13 / City of Williams & City of Colusa (respectively) / Public Outreach by County Planners for a unified Bike Plan.
My role was to only to answer any BTA funding issues.
The County hired a consultant to present a basic Bike Plan to the locals and then take suggestions, both on maps and written text, and will later draft an updated plan with potential projects for BTA funding. Each night was well attended, and significant to note, each audience was very educated/informed, and placed a great deal of emphasis on connecting the County's population centers using existing State Routes and the valley's extensive levy system.
District 6 – Pedro Ramirez The Kern Council of Governments completed the Final Master Bicycle and Complete Streets Plan for Kern County in September. This document was completed after much review, partners' feedback and public workshops for nearly a year.
On September 28, I attended the Aetna Health and Wellness fair to share Caltrans Bike information with a 600+ workforce. Many of the workers expressed interest in participating in the Fresno Bike to Work Challenge in May. Aetna had never participated in the past.
The Adventure Cycling Association expressed concerns with signs prohibiting bike access between Bealeville Road and Keene on State Route 58. The signs are on their Sierra Cascades Bicycle Route. Their research shows that there is no other alternative to get from Bealeville Road to Keene. Our Traffic Safety staff is researching the matter.
Since I've received a number of questions concerning bike mapping information, I am researching a potential bicycling guide for District 6.
District 11 – Seth Cutter We coordinated a meeting with members of the Oceanside Bicycle and Pedestrian Committee and two Caltrans engineers-- one from Traffic Operations and one from Signal Operations-- to address their concerns at Harbor Dr. and I-5 in Oceanside, a freeway interchange that lies along the only bike route connecting San Diego County with Orange County. The concerns that were raised include; how to better accommodate bicycles in the westbound direction where a recent construction project significantly changed the interchange configuration and providing bicycle detection at a signal. The recent project includes a right turn pocket with a through-right option lane and has caused confusion for many cyclists in the westbound direction. Traffic Operations is now investigating the issue and will is considering shared lane markings and Signal Operations is sending staff to meet with me and one of the members of the Oceanside Bike/Ped Committee on Thursday the 27th to attempt to crank up the loops to detect bicycles at the location. We have been hosting the AASHTO Guide for the Development of Bicycle Facilities 4th Edition webinars and members of various functional units have been consistently attending. We plan to host a one-day event here at our District office that the League of American Wheelmen, the FHWA, and AASHTO has created to introduce the AASHTO Guide to our District staff as well as local and regional agency staff. This should be coming up at the end of October.
