TOWN OF MENOMONIE THURSDAY NOVEMBER 10, 2016 6:10 PM

Frank called the meeting to order. All board members were present. Leslie read the minutes from last month’s meeting. Neil made a motion to approve October’s minutes with one correction, Ed 2nd Carried.

CSM – LISA MEYER

She is changing her boundary lines. She is moving a small portion of land from lot 1 to lot 2. Lot 1 is zoned as Shore land and Lot 2 is Residential. Because of this needs to to go before the County for a rezone change, she is asking for support for her rezone request.

The board agreed to waive the $100.00 fee.

Zoning Change Motion Neil made a motion to approve Lisa Meyers rezone request from Shore land to Residential, Ed 2nd Carried

CSM Fast Track Motion Neil made a motion to approve Lisa Meyer’s CSM located in SEC10, T27N, R13W Town of Menomonie, Dunn County and to waive the $100.00 fee, Ed 2nd Carried

REZONE REQUEST- JACKIE HUNT

Their property is in two townships- Town of Menomonie and Town of Red Cedar. Town of Menomonie is zoned as Residential and Town of Red Cedar is zoned as General Ag. The County does not permit two zones for one parcel. They are asking for the land in the Town of Menomonie be zoned as General Ag.

Neil made a motion to not object Jackie Hunt’s rezone request of changing the parcel from Residential (R1) to General Ag, Ed 2nd Carried.

EMPLOYEE/CHAIRMAN REPORT

 Mowing  Fixed exhaust on tractor, serviced the plow trucks  Cut trees in the brush dump  Frank ordered 500 tons of salt/sand  Tractor had a flat tire & a bad injector

WATER PROBLEM – WOODLAND TERRACE

Pat Miller E4455 479th Ave, he called Frank and said water is coming off the hill behind his house and causing damage. Frank said it appears to be coming from the cul-de-sac. Frank said trees have been removed which could be causing the excess water. Jeff and Cody mowed behind his house to see if they could determine the path. Frank suggested using a backhoe and divert the water to the culvert.

Ed questioned if this water problem was caused from a town road? Frank stated no. The board agreed that this falls back on to Pat Miller and he must correct it. If the township fixes the water problem, then the township would be tied to the problem if it was not corrected. Frank will contact him and suggest what could be done. The board will go look at the property next week. ESW HOST FEE’S

Frank received an email from Doug Gowland owner of ESW asking for the host fees be waved for 2016 & 2017. He stated that ESW has spent $500,000.00 in effort to control the odors and because of this cost, he is asking for the fee’s to be waved.

Frank stated he would like to see the breakdown of the $500,000.00. The board is not in favor of waving the fee’s. Frank will contact the County and discuss with them that the township would like to not wave the fee’s as Mr. Gowland has requested.

390 TH STREET- MONARCH OVERLAY APPROVAL

Neil made a motion to approve that Monarch Paving Company will mill existing HMA pavement as needed and complete any other work requires to allow for an average 1.5 inch overlay to improve the ride of the pavement. Monarch will apply a tack coat and overlay the entire width of the pavement with the same HMA that was specified in the project, a 12.5 mm E-1 with PG58-34 asphalt cement. Once the overlay is completed, Monarch will finish the shoulders as needed and complete the pavement markings per the original specification and plans. Monarch will take care of all traffic control needed during the work. All work to be completed in 2017 will be completed without compensation from the Town of Menomonie, Ed 2nd Carried

390 th STREET CLOSE OUT CONTRACT

Total Construction submitted their final payment request.

Total amount requested $87,366.15

Ed made a motion to close out the contract with Total Excavating and pay the final payment request of $87,366.15, Neil 2nd Carried.

PROPERTY- JEFF HAZUGA

The township must pay Jeff Hazuga $2,035.80 for the 2015 incorrect assessment on his property. Jeff will be paid in 2017 and Kevin will submit the paperwork for the township to be reimbursed from the State, County and School Districts.

HUMANE SOCIETY CONTRACT

2017 $1.63 PER CAPITA 2018 $1.72 PER CAPITA

Ed made a motion to approve the Dunn County Humane Society’s 2017-2018 contact as printed, Frank 2nd Carried

PLAN COMMISSION UPDATE

 Zoning change requests Lisa Meyer & Jackie Hunt  Looked over the Bubble Map  Next meeting will be held December 1st

MISC  Frank completed the Road Certification. We have 67.22 miles of roads in the Town of Menomonie. The board looked over the report.  The Falls plow will be posted in the WTA magazine. The Town is asking $4,500.00  Frank asked for the board to submit to him anything they may want in the Newsletter.

BOARD REPORTS

Nancy

She has been trying to get ahold of Kevin regarding Jim Froeschle’s tax chargeback. She submitted a letter to Kevin requesting him to file the request.

Leslie

Nomination papers and Declaration of Candidacy papers for the Spring Election will be distributed before December 1 st.

November 8th Election: we had a record turnout 1755 voters, 272 Absentee voters and 202 new registrations.

Frank

He asked for the December meeting to be moved to Tuesday, December 6th at 6:00 pm. The board agreed to move the meeting to December 6th .

VOUCHERS

Neil made a motion to approve vouchers #17504-17559 and prewritten 1632-1635, Ed 2nd Carried

Ed made a motion to adjourn at 7:30 pm, Neil 2nd Carried.

Next meeting will be held Tuesday, December 6, 2016 at 6:00 pm
