POSITION OBJECTIVES

The Resource Recovery Project Officer Position will strategically develop waste and recycling services, contracts and programs to meet Bankstown Council Waste Avoidance Resource Recovery objectives.

FUNCTIONS AND RESPONSIBILITIES

Job Tasks

Reporting to the Manager Resource Recovery, the Resource Recovery Project Officer is required to:

 Review the current waste and recycling collection and processing services to determine the requirements for the new contracts. Including; o Data analyst of service delivery and KPIs o Community surveys o Internal and external stakeholder engagement

 Research waste and recycling collection and processing services provided by other Councils and contractors with view to find services relevant to the Bankstown council and the communities needs

 Coordinate the procurement of the waste and recycling collection and processing contracts, including; o Tender Specification development o Consultant and legal firm engagement, o Internal stakeholder engagement o Budget management.

 Coordinate and manage waste audits

 Administer the Better Waste and Recycle Fund program

 Review development proposals, designs and concept plans and provide specialist technical advice and assessment in regard to waste management.

 Work with SSROC Councils on relevant joint projects that aim to meet the objectives of the Bankstown Council and SSROC Regional Waste Avoidance and Resource Recovery Strategies.

 Provide support to the Manager on the Future development of Kelso Landfill

 Provide advice and briefings to Council staff on resource recovery programs and initiatives, as required.

 Assist in the development and implementation of relevant strategies and projects as specified under Council’s Delivery Program and Operational Plan

 Keep up to date with and assist the Manager Resource Recovery with relevant research and information related to programs and technology that will meet the State Governments Waste Targets

 Work in collaboration with all relevant teams, units and departments within Council to help achieve Council's Resource Recovery Objectives.

 Assist the Manager, Resource Recovery and Grants Officer with grants submissions for relevant projects.

 Provide support to the Manager Resource Recovery and Manager as required.

Work Health & Safety  Comply with all responsibilities and authorities as detailed in the document – WHS Responsibilities and Authorities Ref 229 in QPulse as amended from time to time.  Act as an authorised or delegated staff member when requested by the manager to assist teams to comply with the requirements of the WHS Management System or WHS documentation that require specialist knowledge, training and skills. Authorised or delegated persons will undertake work, health and safety tasks as requested by their manager, only for which they have the appropriate training and skills.

Note: The above statements are required for Self Insurer purposes. Managers can also note any special WHS considerations relating to the job, i.e. required to confined space entry, electrical testing and tagging of equipment etc.

QUALIFICATIONS AND EXPERIENCE

ESSENTIAL CRITERIA

Qualifications  Tertiary qualifications in Environmental Science, Environmental Education or similar, and/or relevant industry experience supported by community educational experience.

Skills / Experience  Demonstrated extensive experience in the waste and resource recovery field.  Demonstrated skills and experience in the development, implementation and evaluation of services and collection and processing contracts.  Proven skills in program and project co-ordination including planning, establishing priorities and allocation and management of resources and budget.  Thorough knowledge of current trends in the theory and practice of waste and environmental management.  Demonstrated ability to operate computer systems and database systems.  Ability to work weekends and nights.
