CITY OF BOWDLE REGULAR MEETING MINUTES July 5, 2012

Mayor Rick Boschee called the meeting to order at 7:08 PM with the following members present: Dale Bieber, Mark Beitelspacher, Wade Eisenbeisz, Tim Thomas and Jason Bishop. Also present: Finance Officer Michelle Oxner, and for a portion of the meeting Sandy Schlechter, Cindy Lowens, and Jeff Oxner.

Motion by Bishop, seconded by Eisenbeisz, to approve the agenda. All present voted yes. Motion carried.

Motion by Bishop, seconded by Beitelspacher, to approve the minutes of the regular meeting held on June 4, 2012.

Motion by Bieber, seconded by Eisenbeisz, to approve the payment of claims. All present voted yes. Motion carried.

Cindy Lowens presented the council with pictures of a 1997 trailer house she would like to move into town. Because the trailer is more than 10 years old, it needs council approval. Motioned by Thomas, seconded by Eisenbeisz to allow the trailer to be moved to property on 5th Ave. All present voted yes. Motion carried.

Schlechter presented the council with the May Financial Statements. The reports were reviewed by the council.

Schlechter gave on update of the physician status/appointment. She also gave an update on the Cat Scan/ER project. Schlechter also reminded the council of Critical Access meeting in Pierre in July. Some council members will be attending the meeting with Schlechter.

Motion by Eisenbeisz, seconded by Bishop, to approve the following new hires: Josh Heinrich PT CNA $10.15/hr, Mark Anderson EMT $10.84/hr, Tammy Anderson EMT $10.84/hr, Janet Kindel FT Dietary Cook $10.07/hr and Aide $9.37/hr, Latara Pateneaude FT Clinic $11.00/hr, Robin Matushin FT CFO $43,000/yr, Joanne Mewherter PT Library $7.50/hr. Wage Change for Kourtney Kolar PILB to $11.16/hr. All present voted yes. Motion carried. Mayor Boschee called executive session at 8:55 pm.

Executive session ended at 9:15pm.

The council spoke with Jeff Oxner regarding the possibility of putting an addition on the old church building. Oxner will look into this in regards to codes and estimates and report back to council.

Council spoke with F/O about possible ordinance on curb and gutter. Council stated this must be put in place by the zoning committee and then approved by the council. F/O will have the zoning board look at this issue the next time they meet.

The council requested the F/O send out letters for complaints of barking dogs at one home and cats being feed at an abandoned home.

Council requested F/O to continue to follow-up on property on Main Street.

Motioned by Bieber, seconded by Beitelspacher to approve paint for the floor in the pavilion at the park.

Mayor Boschee appointed Chad Holsworth to the appraisal committee in replacement of Alvin Kurle.

F/O presented the council with the water usage and loss report.

The next regular council meeting will be held Monday, August 6, 2012 at 7:00 pm.

Motion by Beitelspacher, seconded by Thomas, to adjourn at 10:12 pm. All present voted yes. Motion carried.
