I. POLICY

It is the policy of the City of Spring Grove to provide guidance for out-of-state travel by elected City Officials as required by Minnesota Statutes section 471.661 OUT-OF-STATE TRAVEL.

II. SCOPE

This policy applies to out-of-state travel by elected officials and must be reviewed annually.

III. GENERAL PROVISION

A. Due to the proximity of Spring Grove to the states of Iowa and Wisconsin including the communities of Decorah and Waukon, Iowa and La Crosse and Onalaska, Wis. that are large regional employment and healthcare centers, travel outside the State of Minnesota is appropriate for City Officials participating in regional and interstate initiatives that provide a resource or benefit to the citizens of Spring Grove.

B. Expenses and expense limits for out-of-state travel are governed by Policy Number A-03-25.

C. The Mayor may grant approval for regional out-of-state travel (within the Tri-State area.) Travel outside of the Tri-State area needing reimbursement must be approved by a two-thirds vote of the Council.

By January 1, 2006, the governing body of each statutory or home rule charter city, county, school district, regional agency, or other political subdivision, except a town, must develop a policy that controls travel outside the state of Minnesota for the applicable elected officials of the relevant unit of government. The policy must be approved by a recorded vote and specify: (1) when travel outside the state is appropriate; (2) applicable expense limits; and (3) procedures for approval of the travel. The policy must be made available for public inspection upon request and reviewed annually. Subsequent changes to the policy must be approved by a recorded vote
