Council Meeting Minutes Tuesday, August 1, 2017 7:00 p.m.

Mayor Ronald Anderson called the regular meeting to order at 7:00p.m on Tuesday, August 1, 2017 in the Community Room of the Milan City Hall.

Pledge of Allegiance was recited.

Present: Mayor: Ronald Anderson Council Members: Merle Hilden, Josh Vetter, Heidi Hanson and James Anderson

Also present: Gary Andres, Cathy Jakobs, Karen Thompson, Billy Thompson, Gary Kleven, Krisit Fernholz and Hannah Tuuomi.

Motion was made by council member Anderson, seconded by council member Hanson to approve July 11, 2017 council minutes. Motion passed unanimously.

Jim Nelson reported that the computer skid in the water plant was finally complete. He also reported that the antenna for the main hole was broke and he had to send it in to replace with a new one. It has just arrived back in Milan and will be installed within the next two weeks.

Cathy Jakobs from Chippewa County HRA was at the meeting to go over a few option for the housing stock issue in Milan. (See Package insert)

Concerns of the Public: NONE

Old Business:

RLF Reports were reviewed.

No new on license plate reader yet. Tabled.

Snap Ed Pilot committee is still waiting on a meeting to find out why we did not receive the Busch Grant.

Motion was made by council member Hilden, seconded by council member Vetter to approve changes to the Paid Leave Policy regarding vacation time. Motion passed unanimously.

Projection screen that was hung by Bruce was too low. After a short discussion council want it to be moved as close to the ceiling and repair the hole damage left behind.

After reviewing the letter received back from Arts Place it was deemed a special meeting would need to take place with the Arts Place director. Motion was made by council member Vetter, seconded by council member Anderson to hold a special meeting on Thursday, August 24, 2017 @ 6:00 p.m. in the Milan Community Hall. Motion passed unanimously. Janice Nelson the City Attorney was still looking in to the Go Fund Me page for Milan. However, a Motion was made by council member Anderson, seconded by council member Vetter to approve the City Clerk to set up a City of Milan Facebook page. Motion passed unanimously.

Benson has 4 more bikes for our bike fleet that we need to pick up.

Appreciation Supper is to be held on August 8, 2017 from 5-7. The block from Fragodts Floorcovering to Johns Machine on 2nd Street will be blocked off for the event. Bruce is to leave the barricades out and move picnic tables to the area.

Bike Rodeo is not going to happen. According to the Sheriff’s Department we do not have the space for a obstacle course to set up and leave up for a week or two. The Sheriff’s department however is willing to do a course on safety.

Clerk is to send a letter to Todd Kranz and find out what his plans are for the Trailer on 3rd Street that he bought. Clerk is also to write letter to 105 Lac Qui Parle and 105 Lincoln Ave about the sidewalks in front of their house.

Clerk to talk to Randy Fragodt about possibly making new banners for the post in Milan.

New Business

Hannah Tuomi gave an up date on Green Step Cities and what Milan needs to do to move to the next step.

Kristi Gave an update on the Listening House Projects. Postcards for residents to write their idea of home are in the mail.

Kristi handed out brochures for Prairie Waters for next year and asked for a donation. This was tabled for next month for part of the budget approval.

Motion was made by council member Vetter, seconded by council member Anderson to approve all presenters that wish to present at the council meeting will need to have a package with information to the clerk one week before council so members have a change to view it. No action will be taken unless council has the package one week before. Presentations will be given 10 minutes to start unless agreed upon when package is received. Motion passed unanimously.

Motion was made by council member Anderson, seconded by Hanson to approve Ronald Anderson to write a letter on behalf the City to support the Appleton Prison. Motion passed unanimously.

Motion was made by Ron Anderson, seconded by council member Hanson to approve a donation of $75.00 to Kyra Hilden’s Memorial to there with care. Motion passed. Merle Hilden abstained.

A musical park idea was presented to the council by Ron Anderson for a possible idea for the Arts Place Grant. Milan Library is looking in to the Air Conditioning unite and to seal and stain the left side of the library. Table until September for Budgeting.

Motion was made by council member Hilden, seconded by council Member Vetter to approve July’s ACH bills totaling $5,801.82. Motion passed unainimously.

Motion was made by Council member Hanson, seconded by council member Vetter to approve July’s Monthly bills totaling $47,822.80. Motion passed. Merle Hilden abstained.

Motion was made by council member Hilden, seconded by council member Anderson to approve August’s monthly bills totaling $28,205.58. Motion passed. Ron Anderson abstained.

Motion was made by council member Vetter, seconded by council member Hanson to adjourn the meeting. Motion passed unanimously.

Meeting adjourned at 9:05 p.m.
