Dated 11.11.2010  Drug racket busted – 25 kilograms opium seized  Two arrested by Crime Branch

The Crime Branch of Delhi Police has busted a drug racket in the capital and has seized 25 kilograms of high quality opium worth more than Rs. 25 lakhs in the international market. Two persons have been arrested in this regard. The contraband originated in Neemach, Madhya Pradesh and was being smuggled into Delhi from Bhiwani, Haryana. The arrested persons are:

1. Ravinder (37) r/o Bhiwani, Haryana – He has a past history of drug smuggling and was arrested previously in the year 2002 for a similar offence in Bhiwani, Haryana. He bought opium from a person named Madan in Neemach, MP. He was trying to sell the contraband in Delhi and he expected a higher price for the drug here. He and his driver Mohan came to Delhi in his Tata Indigo car to deliver their consignment when they were apprehended by the police team. 2. Mohan (26) r/o Bhiwani, Haryana – He is Ravinder’s driver. SI. Sunil of Special Investigation Team, Crime Branch, Delhi received information about Ravinder. A team led by Insp. Rajesh including SI. Sunil, SI. Shiv Darshan, ASI. Harcharan, ASI. Ajmer Singh, HC. K P Singh, Ct. Atul, Ct. Kaushal, Ct. Suresh and Ct. Neeraj under close supervision of Dr. Joy Tirkey, Addl. DCP/SIT/Crime was formed to further develop this information.

After sustained efforts, Ravinder and Mohan were apprehended in their Tata Indigo car on 10.11.10 at about 03:00 pm near Bhalaswa Dairy, Delhi. A case, vide FIR No. 149/10 dt. 10.11.10 u/s 21/25/61/85 NDPS Act PS. Crime Branch was registered for the same.

Further investigation in the case is in progress.

The Crime Branch of Delhi Police has arrested a notorious interstate robber of named Abid @ Bhatola (22) r/o Buland Shehar, UP. He is a member of the Talib gang. He was wanted in cases of extortion in Buland Shehar UP and the UP Police had declared a cash reward of Rs. 5,000/- for any information leading to his arrest. He and his gang are involved in numerous cases of murder, robbery, extortion and attempt to murder in Western UP.

On 03.8.10 he had demanded Rs. 50,000/- as protection money from a businessman in Khurja, Buland Shahar. A case vide FIR No. 522/10 u/s 386/506 IPC PS. Khurja Nagar, Buland Shahar had been registered against him in this regard. He is a member of the Talib Gang of Buland Shahar which gained notoriety after the gang murdered a politician and Ex-Chairman of Bilaspur, Greater NOIDA, UP, recently.

On 28.09.10 he had again called up and demanded protection money of Rs 2 lacs from another businessman of Khurja. He and his associates shot at the businessman’s brother when he refused to toe their line. A case, vide FIR No. 646/10 U/s 147/148/149/307/384/504/506 IPC PS. Khurja Nagar, Buland Shahar, UP was registered against him in this regard.

Ct. Vikal Singh of Special Operations Squad, Crime Branch, Delhi had received information about the movements of Abid. A team led by Inspector K.P. Singh including SI. P.C. Yadav, SI. Sukhbir Malik, SI. Rajender Singh, SI. Narender Singh, ASI Ravinder Singh, HC Ragender Singh, HC. Mahak Singh, HC. Ombir Tyagi, HC. Narender, Ct. Devender, Ct. Naresh, Ct. Rohtash & Ct. Vikal Singh, under the close supervision of Sh. Udai Vir Singh Rathi, ACP/SOS, Crime Branch, was formed to further develop this information. After sustained efforts, on 10.11.2010 at about 07:00 pm, the police team finally managed to apprehend Abid near Okhla Sabzi Mandi, Delhi. A sophisticated 7.65 bore Pistol with 3 live rounds was seized from his possession. He was overpowered while he was trying to use it. He was arrested vide case FIR No.151/10 u/s 25/27 Arms Act PS. Crime Branch, Delhi.

SPECIAL CELL, Dated 11.11.2010 WANTED DON ARRESTED. A team of Special Cell under the supervision of Sh. Bhisham Singh, ACP, led by Insp.Vivek Tyagi has arrested a notorious and desperate member of Anwar Thakur Gang Taslim Ahmed @ Akram @ Don@ Bhai ( aged 41 years ) r/o Ballimaran Delhi. He is a bad character of PS Lahori Gate and is involved in a sensational case of murder of Salim Pehalwan. Recently, he is also involved in a case of extortion vide FIR No.33/10 U/s 384/506 IPC PS Chandni Mahal Delhi. OPERATION An information was received in Special Cell that Taslim Ahmed @ Akram@ Bhai had jumped the bail and is also involved in a extortion case of PS Chandni Mahal registered vide FIR No.33/10 u/s 384/506/34 IPC is hiding in the trans-Yamuna area of North-East Delhi. Sources were deployed and surveillance was mounted to ascertain the movement of the suspect. On 09-11-2010, specific information was received that Taslim Ahmed would be visiting a Mazar in the Bhajan Pura area to meet his associates. A trap was laid near the Mazar and after stiff resistance he was apprehended. He has been arrested u/s 41.1 CrPC. INTERROGATION Taslim was subjected sustained interrogation wherein he disclosed that in 2008 Anwar Thakur was informed that Salim Pehalwan and his brother Naim were using abusive language and even threatened to eliminate Anwar after his release. Anwar Thakur hatched conspiracy and directed his gang to kill Salim Pehalwan. Accordingly, Taslim alongwith Azhar @ Raja Thakur, Salim @ Santosh , Rahis @ Langra and others murdered Salim Pehalwan r/o Kardam Puri, Delhi in Yamuna Vihar area on 30/4/08. A case FIR No 164/08 U/s 302 IPC PS Bhajan Pura Delhi was registered in this regard. On 21/06/08 Tasleem was arrested by a team of Special Cell near DTC depot, Seema Puri Delhi and one pistol along with six live cartridges were recovered from his possession. Later he was granted bail by the court. However, Tasleem jumped bail and was not appearing before the Court. Recently he gave an extortion call to a prominent builder in Chandni Mahal area. When the builder refused to pay up the extortion money he went to the house of builder and fired. A case vide FIR No.33/10 U/s 384/506 IPC was registered at PS Chandni Mahal Delhi. MEMBERS OF TONGA GANG ARRESTED

With the arrest of (1) Shanu, aged 22 years, s/o Ishtkar r/o Mohalla Kabul Pura, Kali Kothi, Ward 25, Badayun, UP, (2) Samir @ Zakir, aged 23 years, s/o Sabir r/o Mohalla Kabul Pura, Kali Kothi, Ward 25, Badayun, UP, (3) Saifi, aged 22 years, s/o Rafaqat r/o Mohalla Kabul Pura, Kali Kothi, Ward 25, Badayun, UP (4) Hanif @ Lalla Babu, aged 40 years s/o Hidayatulla r/o Meeraji ki Kothi, Chakkar Wali Sarak, Kotwali, Budayun, UP (5) Rajender Prashad, aged 45 years s/o Ganga Ram r/o H. No. 112, Mohalla Nagraj, Budayun, UP and (6) Deepak Gupta, aged 30 years, s/o Rattan Lal r/o C-15, Gali No. 6, Braham Puri, Delhi, the officials of North District have arrested members of Tonga Gang who used to steal the goods and valuables of the passengers riding in the tonga. INCIDENT AND TEAM On 27/10/2010, Sh Rakesh Kesharwani s/o Late Sh Amar Nath Kesharwani r/o Gorakhpur, UP reported that he boarded a rickshaw from New Delhi Railway Station to go to Fatehpuri. The chain of the rickshaw used to pull down after covering some distance. When they reached at Kauria Pul, the rickshaw puller stopped his rickshaw and asked Rakesh Kesharwani to board the tonga which was coming behind the rickshaw. When the tonga reached near Jain Mandir, Chandni Chowk, he got down from the tonga. When he reached the hotel and checked his bag, he found a bag and gold weighing about 1 kg missing from his suitcase. On his complaint, a case vide FIR No. 252/10 u/s 379 IPC was registered at Police Station Kotwali and investigation was taken up. Since the matter pertained to theft of about 1 kg of gold, a team consisting of Insp. Vijay Kumar, Inspector Investigation/Kotwali, SI Mukesh Kumar under the leadership of Insp. Palwinder Singh, SHO/Kotwali under the overall supervision of Sh Rajeev Sharma, ACP/Kotwali was constituted. INVESTIGATION Since there was no eyewitness of the case and the role of tonga owner was also under suspicion, the task was very difficult. However, local sources were deployed and stakeholders of eyes & ear scheme were motivated. During the course of investigation, extensive inquiries were made in the surrounding area. The strenuous efforts of police team yielded results and secret information was received that a gang from Budayun who were residing at Gamri Extension were involved in the case. Acting upon the information, a raid was conducted and Shanu s/o Ishtkar, Samir @ Zakir s/o Sabir, Saifi s/o Rafaqat, Hanif @ Lalla Babu s/o Hidayatulla, Rajender Prashad s/o Ganga Ram all resident of Badaui (UP) were arrested from Jhuggies Panchva Pusta, backside of PWD office, Gamri Extention, Delhi.

INTERROGATION During interrogation, it was revealed that they all were members of a gang who used to travel in a tonga and wherever they found a person with luggage, they use to make that person sit in their tonga. When that person sat in their tonga, the accused who were already in the tonga, made that person keep his luggage under the seat of the tonga. During the journey, one of the accused used to steal the valuables from the luggage of the passenger. The accused Shanu is the person who used to steal goods and valuable from the luggage of the passenger while Hanif @ Lalla Babu is the rickshaw puller who used to shift the passenger from his rickshaw to the tonga. The other accused Rajender Prasad, Samir and Saifi used act as other passengers in the rickshaw. During interrogation, the accused revealed that they had sold the gold to one Deepak Gupta, a jeweler having his shop at New Seelam Pur near Zafrabad, Delhi. On the instance of accused the jeweler Deepak Gupta has also been arrested. The Police Custody Remand of accused has been obtained to recover the stolen gold. All the accused have been correctly identified by the complainant. The tonga owner Bona @ Rahisuddin, who is the leader of the gang and tonga driver Natia are still at large. The efforts are being made to apprehend him. PROFILE OF ACCUSED

1. Shanu, aged 22 years, s/o Ishtkar r/o Mohalla Kabul Pura, Kali Kothi, Ward 25, Badayun, UP. He is an illiterate person. He used to steal goods and valuables from the luggage of the passenger.

2. Samir @ Zakir, aged 23 years, s/o Sabir r/o Mohalla Kabul Pura, Kali Kothi, Ward 25, Badayun, UP. He has studied till middle standard. He joined the gang to earn quick money. He used to act as co-passenger in the tonga.

3. Saifi, aged 22 years, s/o Rafaqat r/o Mohalla Kabul Pura, Kali Kothi, Ward 25, Badayun, UP. He has studied till middle standard. He joined the gang as he had no other source of income. He used to act as co-passenger in the tonga.

4. Hanif @ Lalla Babu, aged 40 years s/o Hidayatulla r/o Meeraji ki Kothi, Chakkar Wali Sarak, Kotwali, Budayun, UP. He is an illiterate person.

5. Rajender Prashad, aged 45 years s/o Ganga Ram r/o H. No. 112, Mohalla Nagraj, Budayun, UP. He has studied till middle standard.

6. Deepak Gupta, aged 30 years, s/o Rattan Lal r/o C-15, Gali No. 6, Braham Puri, Delhi. He owns a jewelry shop in the name of Gaurav Jewellers at New Seelam Pur. He belongs to a well-to-do family and is the receiver of stolen property.

PRESS RELEASE - CENTRAL DISTRICT A GANG OF CARGO ROBBERS BUSTED : ONE CANTER AND GOODS WORTH RS. 1.5 MILLIONS RECOVERED

With the arrest of (1) Ajay @ Raju @ Kalu aged 28 years s/o Ram Singh r/o Jaitpur, Delhi and (2) Montu aged 24 years s/o Sanjay Kumar Yadav r/o Jhuggi Prem Nagar, Jakhira, Delhi, the Special Staff of Central District has busted a gang of Cargo robbers with intelligent modus operandi.

INCIDENT One Vipul Bansal s/o Ganpat Ray Bansal r/o Vivek Vihar, Delhi reported that he ran a company in the name of Asian Cargo Movers. On 07/11/10, his driver Santosh Mishra had taken the motor parts from Okhla Phase-2 on a cargo canter for delivering in Anand Parbat area. At about 11 PM, his driver parked the canter at Ram Dharam Kanta, Anand Parbat Industrial Area but after one hour, the driver found that the canter had been stolen along with whole material. Consequently, a case vide FIR No. 87/10 u/s 379 IPC was registered at Police Station Anand Parbat and investigation was taken up.

TEAM AND INVESTIGATION Since it was indeed a blind case and there was no clue about the whereabouts of the accused persons, a special team consisting of Inspr. Satender Mohan I/C Special Staff, SI Rajesh Shah, HC Brij Pal, HC Raj Kumar, HC Yadram, Ct. Satbir, Ct. Ombir and Ct. Rakesh was also constituted under the supervision of Shri N.S. Ghumman ACP/Operations, Central District, Delhi.

During investigation, several sources were deployed and intelligence was collected about the persons who might be involved in such crime. Further, an information was received that a gang headed by Kalu is involved in these incidents. The information was further developed. On 10.11.10, an information was received that kingpin of the gang Kalu would come at Military Road, Anand Parbat and he might be in possession of some firearm. Consequently, a trap was immediately laid and at about 5:45 PM, one person was apprehended by the police team and on his cursory search, one loaded country made pistol with two live cartridges was recovered. He was identified as Ajay @ Raju @ Kalu r/o Jaitpur, Delhi, the kingpin.

INTERROGATION Accused Ajay was subjected to sustained interrogation in which he disclosed that he along with his associates namely Babloo, Prakash, Rakesh, Montu operates a gang involved in committing robberies/theft of cargo canters containing goods/material. They had also stolen a loaded canter from the area of Anand Parbat. At his instance, the canter along with goods was recovered from the area of Mangol Puri and another associate Montu was also apprehended who was present in the canter. On verification, it was learnt that the canter has been stolen from the area of Anand Parbat and a case FIR No. 87/10 was registered in this regard. On further interrogation, the accused persons disclosed that they used to have surveillance at Cargos at Tuglakabad, Delhi and follow the canters carrying goods. When the canter passed through any lonely place, they would surround the canter and rob it. They would also carry firearm to thwart any resistance from the driver or helper of the vehicle. They are so intelligent that they would also carry diesel container to use in emergency. Accused Ajay @ Kalu further disclosed that he along with his associates had stolen a cargo canter containing goods of wooden flooring from the area of PS Pul Prahlad Pur on 28.10.10 and they sold the good to one Ashok of Shastri Nagar, Delhi and parked the canter in the area of Mundaka. On verification, it was revealed that the truck has already been deposited at PS Pul Prahlad Pur.

The kingpin Ajay @ Raju @ Kalu is previously involved in four cases of robbery, theft and arms act of police stations of Delhi and UP whereas accused Montu is previously involved in a theft case of PS Anand Parbat.

Further investigation is in progress and efforts are being made to arrest their associates and receiver of stolen property Ashok.

PROFILE 1. Ajay @ Raju @ Kalu aged 28 years s/o Ram Singh r/o Jaitpur, Delhi has studied upto 5th standard. Earlier, he used to work in cargo depot at Tuglakabad, Delhi as labourer but due to meagre earnings, he formed a gang to commit robbery/theft in the loaded cargo canters. He is previously involved in four cases of robbery, theft and arms act of police stations of Delhi and UP. 2. Montu aged 24 years s/o Sanjay Kumar Yadav r/o Jhuggi Prem Nagar, Jakhira, Delhi is illiterate and works as an associate of Ajay @ Kalu for the last 2-3 years. He is previously involved in a theft case of PS Anand Parbat.

DY. COMMISSIONER OF POLICE CENTRAL DISTRICT, DELHI. PRESS RELEASE NORTH WEST DISTRICT Dated 11.11.2010 MURDER OF SENIOR CITIZEN WORKED OUT : FOUR BURGLARS ARRESTED AND STOLEN HOUSEHOLD ARTICLES RECOVERED With the arrest of Karan (21 years) s/o Sograth Rai r/o N-86, Railway Crossing, Lawrance Road, Delhi, Vinod @ Sanjay (25 years) s/o Liloo r/o WZ-3213, Mahendra Park, Rani Bagh, Delhi, Mukesh (21 years) s/o Brij Lal r/o G-1-55, Balmiki Camp, Lawrance Road, Delhi and Mukesh @ Lamboo (21 years) s/o Lal Babu Mahto r/o H. No. 206, Rampura, Lawrance Road, Delhi, the staff of PS Rani Bagh, North West District has worked out a murder of 85 years old lady and recovered stolen articles. BRIEF FACTS / INCIDENT : On 27.10.10, a PCR call was received that decoits have killed a lady and robbed the household articles at H. No. WZ-3213, First Floor, Mahendra Park, Delhi. The call was assigned to SI Ajit Singh who along with staff immediately reached at the spot and found one old lady namely Maya Devi dead in a room of the house and in another room household articles were scattered on the floor of the room. Statement of Sh. Arvind Kochar s/o Ram Lubhaya Kochhar (grandson of deceased Maya Devi) was recorded who stated that he had received a call from his father on 27.10.10 at around 4.15 AM stating that he was reaching at Skur Basti Railway Station after 15 minutes from Punjab Mail, so he got up and tried to come up out of the room but the room was found to be locked from outside. He managed to come out from the window and found that his grandmother was murdered and household articles were scattered. On his statement, a case vide FIR No. 331/2010 u/s 460/302 IPC PS Rani Bagh was registered and investigation taken up. INVESTIGATION : In order to work out the case, a team comprising of Inspr./IO Baljeet Singh, HC Prithvi Singh, 128/NW, Ct. Surender, 1078/NW, Ct. Shamsher, 831/NW and Ct. Sanjeev Kumar, 1433/NW under the supervision of Inspr. Ajay Kumar, SHO/Rani Bagh and overall supervision of Sh. Gyan Singh Meena, ACP/Saraswati Vihar was constituted to arrest the accused persons and to work out the case. Sources were deployed and members of eyes and ears scheme were utilized to develop the information about the accused persons. Besides, a close watch was also kept over the jail released / bailed out criminals which finally bore fruitful results. On 09.11.10 at 4.15 PM, information from a reliable source was received that accused were sitting in the Jheelwala Park, Harsh Vihar, Rani Bagh, Delhi for planning to commit burglary during the night. Immediately, the members of team swung into action and a raid was organized in Jheelwala Park and apprehended all the four accused persons namely Mukesh @ Lamboo, Mukesh, Karan and Vinod and recovered one mobile phone, one wrist watch and one purse along with Driving License of the complainant. At the instance of accused Mukesh s/o Brij Lal, one DVD (Onida) was recovered from his house. One of the associates of accused persons namely Pramod @ Khujli r/o Lawrance Road along with ear rings of old lady is absconding and efforts are being made to arrest him. INTERROGATION : During the course of sustained interrogation, all the accused persons confessed to have committed the murder of Smt. Maya Devi. Accused Vinod disclosed that he is residing as tenant in the house of deceased Smt. Maya Devi at ground floor for the last 5-6 months. One day, he saw Sh. Ram Lubhaya (landlord) was counting money. Since he was in great need of money, he contacted his associate namely Mukesh s/o Brij Lal and conspired to commit burglary in the house of his landlord to improve his financial position. As per their plan, on the night of 26.10.10, he along with four other persons managed to enter the house of Smt. Maya Devi and while they were taking out the ear rings of the old lady, she woke up and started shouting. Hence, they tied her legs and hands with a cloth and strangulated her. After robbing the household articles, they ran away from the spot. They further disclosed that they had locked all the rooms of house from outside so that if anyone available could not interrupt their work.

PROFILE OF ACCUSED PERSONS : 1. Karan (21 years) s/o Sograth Rai r/o N-86, Railway Crossing, Lawrance Road, Delhi is illiterate. He is still unmarried. He originally belongs to Jhansi, MP. He is casual labourer in industrial area, Lawrance Road, Delhi.

2. Vinod @ Sanjay (25 years) s/o Liloo r/o WZ-3213, Mahendra Park, Rani Bagh, Delhi is illiterate. He is married and having one child. He originally belongs to Bihar. He is a rickshaw puller in Rani Bagh area.

3. Mukesh (21 years) s/o Brij Lal r/o G-1-55, Balmiki Camp, Lawrance Road, Delhi is a school dropout. He is still unmarried and staying with his mother. He is previously involved in the following cases :

GANG OF SNATCHERS BUSTED : FOUR ARRESTED: THREE SNATCHED MOBILE PHONES AND ONE GOLD CHAIN RECOVERED

With the of four accused, the South District Police has busted a gang of snatchers who were found to be involved in committing snatchings in various areas of Delhi. With their arrest, more than 15 cases of snatching have been solved and three snatched cellular phones and one gold chain have been recovered from them.

ACCUSED ARRESTED:

INCIDENT:

For the last few months, several incidents of snatching and theft have been reported in various areas of Delhi and NCR in which a group of snatchers had targeted persons walking alone on roadside and snatched their cell phones, gold chains and other valuables. In most of these incidents of snatching, the accused have used Pulsar motorcycle, which is comparatively a more high speed bike as compared to other motorcycles.

In one of such incidents, on 24.10.2010 Shripal s/o Sh. Bhawani r/o Gajraj Ka Makan, Village- Chandan Holla, Delhi lodged a complaint at PS Fatehpur Beri that while he was coming from his duty and reached in front of Farm No. 34, Bandh Road, suddenly two boys aged about 22/23 years came on black color motorcycle and snatched his Nokia mobile phone. On his complaint, a case vide FIR no. 241/10 u/s 379/411 IPC PS Fatehpur Beri Delhi was registred and investigation taken up.

In another incident on 31.10.10 Guddu S/O Mhod Islam R/O HN-283, Satya Niketan, Moti Bagh reported that he alongwith his friend Attatul was coming to his house, when they reached Sector- 12, R.K. Puram bus stand three persons came and snatched two mobile phones and cash. A case vide FIR 346/10 u/s 379/327/34 IPC was registered at PS R.K. Puram Delhi and investigation taken up.

TEAM AND ARREST:

In order to prevent these incidents and to arrest criminals involved in these cases, various police teams were formed in South District. A team of Special Staff, South Distt consisting of SIs Jeet Singh, Sanjeev Kumar, ASIs Phool Singh, Shiv Kumar, HCs Ram Kishan, Manoj, Premjeet, Rajesh, Mahender, Ashok, Vijay, under the supervision of Inspr. Aishvir Singh, I/c Special Staff and Sh. Kulwant Singh, ACP, Operations, South also swung into action. During the course of collection of intelligence, it was revealed that the local ruffians and criminals are involved in these incidents of snatching. Accordingly, sources were deployed in the areas and on specific information, the above mentioned four accused were arrested. On their personal search, three mobile phones found be snatched from the areas of PS R.K.Puram (FIR No.346/10 u/s 327/379/34 IPC dated 31.10.10 PS R.K.Puram) and Fatehpur Beri (FIR No.241/10 u/s 379/411 IPC PS Fatehpur Beri) were recovered.

INTERROGTION & PROFILE:

During sustained interrogation, it was revealed that Amit is mastermind of this gang who in order to meet expenses on various indulgences, formed a gang in association with other arrested accused and started committing crime. This It was further revealed that Amit handed over the snatched gold to his known lady who deposited the gold in Muthoot Finance company and took loan against the same.

Amit Kumar was born in 1987. He has studied up to class 5th and left the studies and started working in a private company. He has previously been arrested by RK Puram police in the year 2009 for his involvement in a robbery case and remained in jail for a period of 4 months.

Daleep, Deenu and Sunil Tanwar are school dropouts and left the studies. Presently, all of them are working in private companies.

RECOVERY:

1. Three snatched cellular phones 2. One snatched Gold Chain

TWO CALL CENTRE EXECUTIVES INDULGING IN BURGLARIES, ARRESTED : EXPENSIVE MOBILE PHONES RECOVERED BURGLARIES IN THE HOUSES OF A SENIOR OFFICER OF BSNL AND AN EMPLOYEE OF A RENOWNED CATERER SOLVED

With the arrest of two accused, the South District Police has arrested two high profile Call Center Executives for committing burglaries in the houses of a senior officer of BSNL and an employee of a renowned caterer of Delhi. Two mobile handsets make Sony Ericsson and Nokia X-300 purchased through stolen ATM Card have been recovered.

INCIDENT

On 16.09.2010, one It is worthwhile to mention here that under Eyes and Ears Scheme, Kameshwar Prasad all the owners of commercial complexes, shopkeepers etc. of the resident of Arjun South District were advised to install CCTV cameras in their Nagar, Safdarjung respective installations. That effort helped the police to arrest the Enclave reported at present accused persons. Video footage has also been procured Police Station from the shop Chadha Electonics, Sarojini Nagar from where Safdarjung Enclave purchasing of Sony Ericsson Cellular Phone was made through the that he is working stolen ATM Card. with a catering company in Mehrauli. He and his wife have two Bank Accounts in Bank of India, Safdarjung Enclave, New Delhi. In the night of 15.9.2010 he slept at his home after keeping the valuables and purse beside him on the table. In the morning of 16.9.2010, he found that the same have been stolen. On checking the bank accounts, he found that and amount of Rs.17000/- has been withdrawn through ATM from his Account. On his complaint, a case vide FIR No. 257/10 U/S 380 IPC was registered at P.S. Safdarjung Enclave and investigation taken up.

A similar incident of burglary was committed at the residence of Smt. Makshima w/o late Sh. Jastin Kujur r/o ETP-122, Sarojini Nagar, New Delhi in which gold ornaments and cash were stolen. A case vide FIR No. FIR No. 72/10 U/S 380 IPC was registered at PS Sarojini Nagar and investigation taken up.

TEAM, INVESTIGATION & ARREST:

In order to solve both these cases, a special police team consisting of HCs Shish Ram, Ravinder and Constable Vipin under the close supervision of Inspr. Anil Sharma, Inspr.(Inv.) Sarojini Nagar and Sh. Mahender Singh, ACP/Safdarjung Enclave was constituted. On the basis of the facts of the cases, an extensive ground work and house to house survey was conducted by the special police team, which revealed that several transactions were made through the stolen ATM Card by the accused and two mobile phones make Sony Ericsson and Nokia X-300 were also purchased from South Ext. and Sarojini Nagar Markets. After a series of verifications and on a secret information, the team finally caught both the accused at Picket Vinayak Mandir, Sarojini Nagar. On extensive interrogation and personal search, two new mobile handsets purchased from the transaction of the ATM Card stolen vide FIR No. 257/10 U/S 380 IPC P.S. Safdarjung Enclave were recovered.

DOMESTIC SERVANT MURDER CASE OF VIKASPURI SOLVED: DISMISSED SUB INSPR. ARRESTED.

The Staff of Police Station Vikas Puri has solved a murder case of one domestic servant by arresting Azad Singh, dismissed Sub Inspector.

RECOVERY MADE:

The weapon (Knife with wooden base) used in the offence.

INFORMATION AND OPERATION

On 16-6-10, at 7-50 PM a PCR Call vide DD No. 40-A regarding a quarrel was received. During the enquiry of the call, the I.O. reached the spot i.e. 18, Sunrise Apartment, Vikaspuri and found that in the drawing room of the flat, blood was scattered on the floor. During the local enquiry, it was revealed that one Azad Singh has beaten his domestic servant Ganga who was reported to have been taken to Mata Chanan Devi Hospital Janakpuri, New Delhi where he was declared “Brought dead with deep CLW on right side of temple and there were multiple external injuries on the person of the deceased. The statement of the eye witness Heera lal, who is working as a Security Guard/ pump operator in the Group Housing Society, stated that Azad Singh has beaten his servant Ganga who has been moved to Hospital. Consequently, a case vide FIR No.161/10, dated 16-6-10 u/s 302-IPC was registered for further investigation.

THE TEAM:

A team under the supervision of Dr. Ram Gopal Naik, ACP-Vikaspuri, Inspr.Jagat Singh , SHO-Vikaspuri, ASI Jagbir Singh, ASI Rajender, HC Surender Singh- 546/W, Ct. Sandeep 1135/W and Ct. Shekhar No. 825/W was formed to investigate and get the clue about the accused person Azad Singh who absconded after murdering his domestic help. During the course of investigation, all the friends and suspected relatives of the accused person Azad Singh were interrogated but could not lead to any clue. Raids were conducted at the native village of the accused i.e. Village Chimni, Distt. Jhajjar (Haryana) as well as at all other possible hide outs but did not yield any fruitful results. However, the team developed secret information that the accused Azad Singh will proceed for Tikri Border on 9-11-10 around 5 PM to meet some one. The accused Azad Singh, s/o. Late Sh. Surat Singh, r/o. Vill. Chimni, Distt. Jhajjar, P.S.Beri (Haryana) who is a dismissed Sub. Inspr. of 1977 batch of the Delhi Police, was apprehended by the team at the instance of a secret informer. The accused Azad Singh was recruited as a Sub. Inspr. in Delhi Police in the year 1977 and was dismissed from the department in 2004 for his anti departmental activities. Since then, he has been indulging in property related disputes. INTERROGATION AND MODUS OPERANDI:

During the course of investigation and interrogation of the accused, it was revealed that the deceased Ganga, the Domestic Servant who has been working since 15- 20 years has become friendly with the accused’s wife (Azad’s wife). Because of this there used to be frequent quarrel between the accused and his wife. On 15-6-10 too there was heated argument over this between the accused and his wife during the night. As a result of this, the accused Azad Singh hatched a plan to eliminate the domestic servant Ganga Singh (deceased). Accordingly, on 16-6-10 when his wife Kushlata Kadyan and his son Vaibhav and Gaurav went to meet a counsel regarding some legal matter, Azad Singh (accused) murdered the domestic servant Ganga by assaulting on his head with a sharp edged weapon who later succumbed to injuries.

Further investigation of the case is in progress. Staff involved in the good work is being rewarded.

ONE SNATCHER ARRESTED

INTRODUCTION:

On 10.11.10 at about 5.00 P.M. MPV R-51 and its staff i.e. HC Sahender Pal No. 8800/PCR, HC Krishan Pal No. 892/PCR and Ct.(Dvr) Sanij Kumar 9398/PCR were on routine patrol near karkardooma village light point and noticed that some public person had gathered there and on enquiring, they told the PCR staff about the incident of snatching which had taken place short while ago. They also told that both the snatcher fled away towards Jagriti Enclave, Anand Vihar. On this PCR staff immediately rushed towards the same direction and noticed a motor cycle with the given description ahead of them. Seeing the PCR Van, the snatchers panicked and their motorcycle was slipped and one person managed to escape with motorcycle but other one entered into a vacant /incomplete house/kothi at Jagriti Enclave. The PCR staff i.e. Gunman -HC Krishan Pal No. 892/PCR and Ct.(Dvr) Sanij Kumar 9398/PCR jumped inside the vacant house and apprehended one accused person namely Manoj s/o Sh. Bhagwan Dass r/o 141 Chandu Park, Jagat Puri, Delhi and recovered the snatched gold chain with locket from his possession. In the meantime complainant Smt. Sukhvarsha Bedi w/o Lt. Sh. Parveen Kumar also reached there and identified the accused person as well as her snatched gold chain with locket Accordingly a case FIR No. 499/10 u/s 379/356/411/34 IPC dated 10.11.10, was registered in P.S. Anand Vihar.

Two Robbers Arrested in South West District ***********

In the intervening night 9/10-11-2010 at about 0100 hours, one Omkar Singh, R/o Nangal Rai, Delhi was on his way towards Dabri in his Tempo No.HR- 38 G-7523, when he reached the traffic red-light of Sector-1, Dwarka - two persons who were later identified as Shammi Khan, R/o Kailash Puri and Manoj Kumar, R/o Vasant Gaon - forcibly entered in the driver’s cabin and on the point of dagger robbed the tempo, snatched his purse containing Rs.600/-, his driving licence and also made the driver hostage. While they were driving the robbed tempo, the hostaged driver raised an alarm after seeing the PCR van patrolling in the area. The staff of PCR van – ASI Rameshwar (I/C Van), HC Pawan Kumar (Gunman) and HC Sri Bhagwan (Driver) – along with the police patrolling party of Police Station – Dwarka South intercepted the tempo after a chase near BSES Power Grid Station, Sector-2, Dwarka, New Delhi. Both the accused persons were apprehended on the spot and the robbed articles were recovered from their possession. The weapon of offence (dagger) was also recovered from their possession. On interrogation of the accused, it was found that Accused Shammi Khan was involved in a case of extortion registered in Police Station – Chanakya Puri, New Delhi in 2007.

It is pertinent to mention here that the apprehension of the accused persons in this particular case, is the result of the Integrated Policing Scheme, which has been conceptualized and introduced in South West District in which PCR vans are actively involved in prevention of crime in the vast open areas of South West District.

ONE ARRESTED WHO IMPERSONATED AND CHEATED ON THE PRETEXT OF INCOME TAX OFFICIAL

Local Police of PS Najafgarh, South West District has arrested one accused namely Kuldeep S/o. Uttam Singh, who cheated a owner of B.K. Security Services by impersonating himself as Income Tax official.

On 10/11/2010, Sh.Kulbeer Singh S/o. Sh.Sumer Singh R/o. D- 45, Nangli Sakrawati, Valmiki Chaupal, Najafgarh, New Delhi reported that he is running a security service in the name of B.K. Security Services at A-42, Indira Park, near Metro Depot, Najafgarh. At about 5-6 days ago, two persons came to his office and introduced themselves as officials of Income Tax department. They asked the documents related to the transactions of Security Services and after going through documents, they pointed out that there were number of abnormalities in his documents and threatened him that they would seal his office. To settle the matter they asked Rs.10,000/-. To avoid hassles of Income Tax department, he gave Rs.10,000/- to them. Again on 10/11/10, both the persons came to his office and asked him that his matter was not settled. They demanded Rs.50,000/-. To arrange the money, he contacted his friend and told him the entire story. His friend directed him to ask for their identity card of Income Tax Department. On this, he asked them to show the I Card, but they did not do so and one person managed to flee away, while the other one namely Kuldeep S/o.Uttam Singh R/o. Bharat Pur , Rajasthan was apprehended by him alongwith his motor cycle. On the basis of his statement, a case has been registered and the accused person Kuldeep S/o. Uttam Singh has been arrested during investigation. Efforts are going on to arrest the other accused person.

Whereas, a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same it in front of the liquor vend and at other public places. Vendors selling eatables and juices, at time, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. At times, Baratis accompany Barat also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 68 of The Punjab Excise Act, 1914 (as extended to Delhi)

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area.

3. Now, therefore, in exercise of the powers conferred upon the Commissioner of Police, Delhi by Section 144 Criminal Procedure code,1973 read with Govt. of India , Ministry of Home Affair, New Delhi’s Notification No. F-11036/1/1978 (i) –UTL, 1.7.1978 and further delegated to the under signed vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F.-11036/1/2010-UTL dated 9.9.2010, I, Rajeev Kumar Sharma, Assistant Commissioner of Police of the Sub Division Civil Lines of North District, Delhi do hereby make this written order for strict compliance by the owners of such liquor vends in the area of Sub Division Civil Lines of North District, New Delhi:-

a) Install CCTV with sufficient number of cameras and recording system to cover upto 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.

b) This CCTV system should become operational within 45 days from the date of issue of this order.

c) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

d) The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily basis which shall then be handed over to the Beat Constable of the area, against proper receipt in a register to be maintained at the liquor vend.

e) Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Dairy Number on the intimation.

f) During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No.100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

g) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the sign boards. 4. This order shall come into force with effect from 11/11/2010 and shall remain in force for a period of 60 days i.e. upto 9/1//2011 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section 188 of Indian Panel code.

6. As the notice cannot be served individually on all concerned, the order is hereby passed ex- parte. It shall be published for the information of public through the Press and by affixing copies on the Notice Boards of the offices of all District DCsP, Addl. DCsP, ACsP, Tehsil Offices , all Police Stations concerned and the offices of the NDMC, MCD, PWD, DDA, Delhi Cantt. Board.
