REGULAR MEETING OF THE PARKSTON CITY COUNCIL DECEMBER 13TH, 2016 IN THE COUNCIL CHAMBER OF THE CITY HALL IN THE CITY OF PARKSTON, SOUTH DAKOTA

Mayor Hoffman called the meeting to order at 7:00 P.M. and roll call noted the following council members present: Dale Hofer, Tim Semmler, Ken Henke, and Rob Bertram, absent was Brad Hohn and Jeff Murtha. Also in attendance: Mike Wolf, Greg Reiser, Corrinna Wagner, Ryan Murtha, and Eric Prunty.

Motion by Hofer second by Henke to approve the minutes of the November 8th regular meeting. All present voting aye. Motion carried.

Motion by Semmler, second by Hofer to approve claims as presented. All present voting aye. Motion carried

Motion by Hofer, seconded by Henke to approve Steve and Velda Pruner variance application 03-2016. All present voting aye. Motion carried.

Motion by Semmler, seconded by Hofer to dispose of the computers since there were no bids. All present voting aye. Motion carried.

Motion by Murtha, seconded by Bertram to approve the Ambulance Lease for 2017. All presenting voting aye. Motion carried.

Motion by Henke, seconded by Hofer to designate the Parkston advance as the official newspaper for 2017. All present voting aye. Motion carried.

Motion by Henke, seconded by Semmler to approve Resolution 16-572 presented by Broz Engineering for the BIG grant for the 2018 bridge project. All present voting aye. Motion carried.

BRIDGE IMPROVEMENT GRANT PROGRM RESOLUTION 16-572 AUTHORIZING SUBMISSION OF APPLICATION WHEREAS, City of Parkston wishes to submit an application/applications for consideration of award for the Bridge Improvement Grand Program: STRUCTURE NUMBER(S) AND LOCATION(S): 34-066-070 On Depot Street in Parkston over Pony Creek BRO 8034(00)16-1, PCN 05PT And WHEREAS, N/A certifies that the project(s) are listed in the county s Five-Year County Highway and Bridge Improvement Plan; And WHEREAS City of Parkston agrees to pay the 205 match on the Bridge Improvement Grant Funds; And WHEREAS City of Parkston hereby authorizes the Bridge Improvement Grant application(s) and may require funding commitments. NOW THEREFORE BE IT RESOLVED: That the South Dakota Department of Transportation be and hereby is request to accept the attached Bridge Improvement Grant application(s)

Motion by Henke, seconded by Semmler to allow McLaury Engineering to start working on the 2018 Depot Street Project. All present voting aye. Motion carried.

Motion by Murtha, seconded by Semmler to approve the employee Christmas party to be set for the 13 th of January. All present voting aye. Motion carried.

Motion by Semmler, seconded by Henke to approve the meal choice that was picked for the Christmas party. All present voting aye. Motion carried.

Motion by Semmler, seconded by Hofer to approve Rachel Mora to attend ICS 300 Training in Tyndall January 21 st and 22 nd and to pay her hourly wage and mileage. ICS training would be for emergency management for the City of Parkston. All present voting aye. Motion carried.

Rachel Mora wanted to clear up the vacated street approved in September’s meeting. The vacated portion of the road is South 4th Street located between Lot 3, Block 5 and Lot 1 Block 9, South View Addition to the City of Parkston, Hutchinson County, South Dakota.

Motion by Murtha, seconded by Henke to give the recent purchaser of the Fouss- Dickenson lot a 7 day grace period to pay the full assessment without interest. The grace period will end on December 23rd. All present voting aye. Motion carried.

Motion by Hofer, seconded by Murtha to approve the payment request #2 from VanderPol Dragline for the amount of $132,437.81 for the Parkston Airport expansion project. All present voting aye. Motion carried.
